NSFAS board expresses confidence in new higher education leadership

Image: Kopano Tlape / GCIS The National Student Financial Aid Scheme (NSFAS) board says Higher Education and Training Minister Bhuti Manamela's leadership and Deputy Minister Dr Nomusa Dube-Ncube's experience will contribute to the betterment of the sector. The board made the statements when congratulating Manamela and Dube-Ncube on their appointments. 'The board is confident that Minister Manamela's leadership will inspire ongoing progress and innovation within the sector, thereby promoting greater access and success for South Africa's students. This is achieved by providing innovative funding solutions and inclusive policies, thereby improving access and quality in the sector as a key national partner. It said the board looks forward to collaborating with Minister Manamela and Deputy Minister Dube-Ncube to further these important goals. Manamela and Dube-Ncube's appointment comes after the sacking of former Higher Education and Training minister Dr Nobuhle Pamela Nkabane. On Monday, Presidency spokesperson Vincent Magwenya said President Cyril Ramaphosa removed Nkabane from the role of Minister of Higher Education and Training and has, in terms of Section 91(2) of the Constitution of the Republic of South Africa, appointed Manamela as Minister of Higher Education and Training. Additionally, Ramaphosa, in accordance with Section 93(b) of the Constitution, appointed Dube-Ncube as Deputy Minister of Higher Education and Training. Nkabane has been criticised for her decision-making and higher education policies. Speaking to eNCA earlier this week, Nkabane said Ramaphosa called her on Monday and told her about his decision. 'All signs were there…that there are some forces on the ground that want me out of the system,' she said. 'To be honest, I am not even shocked, and I have just accepted the dismissal because the president, in terms of the Constitutional prerogative, has powers and functions. According to Section 91(2), he has the right to appoint and dismiss the deputy president, ministers, and deputy ministers..' 'So, I accept the dismissal by the president and I take it positively, and I feel I have been honoured to have been entrusted with such a huge responsibility to lead the Department of Higher Education and Training, and post-school education and the training system entirely.'

Deputy Minister of Higher Education and Training, Buti Manamela, was sworn in as Minister of that portfolio in Cape Town on Tuesday afternoon. During the same ceremony, former KwaZulu-Natal Premier, Dr Nomusa Dube-Ncube, was sworn in as his deputy. Dube-Ncube was appointed in terms of Section 93 (b) of the Constitution, which allows the President to appoint no more than two Deputy Ministers from outside the National Assembly. Deputy Minister of Higher Education Nomusa Dube-Ncube's home TORCHED
Police are investigating possible arson after a fire gutted parts of the Hillcrest home of former KwaZulu-Natal Premier Nomusa Dube-Ncube. The blaze, which destroyed the property's garage, also consumed three vehicles, two motorbikes, and two quad bikes, according to police spokesperson Colonel Robert Netshiunda. 'It is reported that the owner of the property parked her vehicle inside the garage, but was later alerted to smoke coming out of the garage,' Netshiunda said. 'The suspects are unknown at this stage, and the motive is being investigated.' Videos and images of the fire began circulating on social media on Monday, coinciding with the announcement of Dube-Ncube's new appointment as Deputy Minister of Higher Education. The incident has sparked concern over the timing and possible intent behind the blaze, although authorities have not confirmed any link between the fire and her new government role. Police have not reported any injuries, and investigations into the cause of the fire are ongoing. Dube-Ncube was the premier of KwaZulu-Natal from 2022 and 2024. The change comes after ongoing scrutiny of Nkabane's decision-making and higher education policies, in light of the government's intentions to bolster that sector of education. Nkabane's replacement is Buti Manamela, who served as the Deputy Minister of Higher Education, Science and Technology since October 2017, and previously held the position of Deputy Minister in the Presidency from 2014 to 2017. The Inkatha Freedom Party (IFP) has pledged to defend the provincial government's recent decision to place the struggling ANC led Umkhanyakude District Municipality under administration, during a media briefing session yesterday. This controversial intervention comes despite accusations from the ANC that the IFP had of politicised the restructuring of local governance. Both the IFP and ANC are members of the GPU. President of the IFP in KZN, Velenkosini Hlabisa, refuted claims from the ANC that the provincial government's actions were politically motivated, instead insisting that the decision was based on objective financial assessments given the municipality's unfunded budgets and poor audit outcomes. "This is not a political intervention; this is a Cabinet decision. "As long as municipalities are passing unfunded budgets, Section 139 will apply," Hlabisa stated during a media briefing. Section 139 of the country's Constitution empowers the provincial executive to intervene in a municipality, when they fail to fulfill their obligations. KZN's Premier, Thamsanqa Ntuli, echoed this sentiment, citing that a unanimous decision was made within the Cabinet that included MECs from the ANC, thereby dispelling notions of targeted political actions towards ANC municipalities. The ANC has vehemently opposed the administration of the Umkhanyakude District Municipality, labelling it a politically charged decision lacking justification. A statement from the party (ANC) expressed their determination to challenge the intervention, calling for unity among supporters and communities to safeguard municipal governance against what they term an "opportunistic" political maneuver. The ongoing conflict between the ANC and IFP has raised concerns about the possibility of instability in a province already known for its complex political dynamics. A leaked list of new appointments to Sector Education and Training Authority (SETA) boards has sparked a political outcry, as prominent ANC-linked individuals — including Mineral Minister Gwede Mantashe's son, Buyambo Mantashe, and former KZN Premier Nomusa Dube-Ncube — have been tapped to lead these influential institutions. The appointments were made by Minister of Higher Education, Science and Innovation, Nobuhle Nkabane. DA national spokesperson, Karabo Khakhau, condemned the appointments, describing them as blatant 'political patronage' and warning against the growing politicisation of public institutions. 'These appointments raise serious concerns about the politicisation of institutions meant to serve all South Africans. SETAs are not ANC cadre deployment havens, nor should they be misused as rewards for political loyalty,' Khakhau said. According to the leaked list: - Buyambo Mantashe has been appointed Chairperson of the MERSETA Board. - Nomusa Dube-Ncube will head the BANKSETA Board. - Siboniso Mbhele, Head of the KwaZulu-Natal Department of Transport, joins the TETA Board. - Loyiso Masuku, ANC deputy regional secretary in Johannesburg and MMC for Corporate Services in the City of Johannesburg, is appointed to the FOODBEV Board.
