MNCF suspends cycling coach's licence after sexual assault charge

KUALA LUMPUR: The Malaysian National Cycling Federation (MNCF) has suspended former national cyclist Nor Effandy Rosli 's coaching licence with immediate effect after he was charged with sexually assaulting a 15-year-old female trainee last year. MNCF president Datuk Amarjit Singh Gill said the federation acted swiftly to protect the integrity of the sport and the safety of athletes. "MNCF will not tolerate any licence holder found to have violated the country's laws, the Safe Sport Code, or the UCI Code of Ethics, especially in cases involving minors," said Amarjit in a statement on Thursday. He said the federation would monitor the case and take further action based on the court's decision. Nor Effandy, 58, was not coaching with the national or any state team at the time of the alleged incident but was attached to a private cycling club. Amarjit, who is also a lawyer and president of the Asian Cycling Confederation (ACC), said athlete safety, especially of minors, remains the federation's priority. MNCF reminded all involved in the sport — athletes, coaches, officials and administrators — to uphold a safe environment and report any misconduct to the federation or authorities. Nor Effandy, a 1998 Commonwealth Games silver medallist, pleaded not guilty before Judge Norshila Kamaruddin at the Ampang Sessions Court. He was charged under Section 14(a) of the Sexual Offences Against Children Act, read with Section 16(1), which carries a maximum 20-year jail term and whipping. He also faces an additional sentence of up to five years' jail and at least two strokes of the rotan under Section 16(1).

The 58-year-old, who was the 1998 Commonwealth Games silver medallist, entered his plea after the charge was read out to him before Judge Norshila Kamarudin. Nor Effandy was accused of sexually assaulting the teenager at about 6pm at a bicycle storage in Taman Desa Keramat, Hulu Klang in June last year. Nor Effandy was a cycling coach when the offence allegedly occurred. The charge was framed under Section 14(a) of the Sexual Offences Against Children Act, read with Section 16(1). It provides a maximum 20-year jail term and whipping. It also carries an additional penalty under Section 16(1) of the same act, which provides a jail term not more than five years and not less than two strokes of the rotan. Deputy public prosecutor Nadiah Malek Fauzie asked the court to set bail at RM15,000 with one surety as the alleged offence involved a minor. As additional conditions, she applied for the accused to report periodically to the police station and to surrender his passport to the court. Lawyer Hamdan Hamzah asked for the bail sum to be lowered to RM5,000 as his client, who has a wife and four children, is his family's sole breadwinner. "My client was released on police bail after investigations. Today, he came to the court of his own accord. "This shows he is not a flight risk. "He is currently working as an assistant enforcement officer at the Kuala Lumpur City Hall, earning RM5,000 monthly," he said. After hearing both parties, Norshila set bail at RM8,000 with one surety and allowed the prosecution's additional conditions. "The accused is also prohibited from harassing or contacting the victim, which could disrupt the case," she said. The court set Aug 1 for mention.

AMPANG: Former national road cyclist Nor Effandy Rosli has claimed trial in the sessions court here to a charge of sexually harassing a teenage girl last year. The 1998 Commonwealth Games silver medallist pleaded not guilty after the charge was read to him before judge Norshila Kamarudin. Nor Effandy, 58, was accused of committing harassment with sexual intent by massaging the victim's thighs, breast, and buttocks at the Fun D Cycle Point bicycle store in Taman Desa Keramat. He was the victim's cycling coach when the incident allegedly took place in June 2024, when the girl was 15 years old. The charge was framed under Section 14(a) of the Sexual Offences Against Children Act 2017, read with Section 16(1) of the same Act for being in a relationship of trust with the victim. He faces up to 20 years in prison and a whipping, if convicted. Section 16(1) of the Act provides for an additional jail term of no more than five years and at least two strokes of the rotan. During mitigation, his lawyer Hamdan Hamzah requested bail of RM5,000, saying the accused, who works as an assistant enforcement officer with Kuala Lumpur City Hall, only earns around RM5,000 a month. Hamdan added that the accused is his family's breadwinner and has four children. Deputy public prosecutor Nadiah Malek Fauzie however suggested that bail be fixed at RM15,000. Norshila set bail at RM8,000 with one surety and ordered Nor Effandy to surrender his passport to the court.
