Changi Airport awards S$4.75B in contracts for Terminal 5 expansion
Photo: Depositphotos/teamtime SINGAPORE: Changi Airport Group has awarded S$4.75 billion in contracts for Changi Airport's Terminal 5 (T5) substructure and airside infrastructure works, Singapore Business Review reported. A S$3.8-billion substructure contract was awarded to a joint venture between China Communications Construction Company and Obayashi Singapore, which includes building the foundation and basements for the main passenger terminal, ground transportation centre, and part of the tunnels linking Terminal 5 to Terminal 2. The site covers about 140 hectares. Another S$950-million contract was awarded to Hwa Seng Builder for airside infrastructure works, which include ancillary support buildings, connecting taxi lanes, and remote aircraft stands. In February, Prime Minister Lawrence Wong said during his Budget 2025 speech that the government would inject S$5 billion into Changi Airport's development fund to maintain Singapore's position as a 'critical gateway for global travel and trade', noting that the city-state must allocate sufficient resources to maximise its competitive strengths. Pauline Koh, partner at KPMG in Singapore, described this as a 'strategic move' for the city-state to remain a global air transport hub. Terminal 5 will add capacity for 50 million more passengers annually, raising Changi Airport's capacity to 140 million from 90 million. Earlier expansions of the airport included a S$2.22 billion investment for Terminal 3, which opened in 2008, and a S$1.71 billion investment for Terminal 4, which was completed in 2017. Changi Airport Terminal 5 contracts worth S$4.75 billion awarded
[SINGAPORE] Changi Airport Group (CAG) announced on Monday (May 5) that contracts of around S$4.75 billion in value for substructure and airside infrastructure works at Changi Airport's Terminal 5 (T5) were awarded to various construction companies. The substructure contract valued at S$3.8 billion was awarded as a joint venture (JV) between the Singapore branch of China Communications Construction Company (CCCC) and Obayashi Singapore. The JV will involve the construction of the foundation and basements of the T5 main passenger terminal and ground transportation centre, as well as a portion of the tunnels linking T5 and Terminal 2 (T2). The substructure site covers about 140 hectares with a basement depth of up to 28 m – equivalent to about 5,200 Olympic-sized swimming pools. Previously, CCCC developed two aircraft taxiways connecting runways two and three of Changi Airport's three-runway system as the main contractor, as well as two underground tunnel sections for vehicular traffic underneath the taxiways. As for Obayashi Singapore, it has undertaken major construction projects in Singapore since 1965. These include the 20-year East Coast reclamation project, the Changi Airport air traffic control tower and Jewel Changi Airport. Most recently, it completed the inter-terminal tunnels linking T2 and T5 for the automated people mover and baggage-handling systems. A separate contract of S$950 million was awarded to Hwa Seng Builder for airside infrastructure works. These include the development of remote aircraft stands, connecting taxi lanes and ancillary support buildings. Ong Chee Chiau, CAG's managing director for Changi East, said: 'With a planned capacity of about 50 million passengers annually, T5 represents one of the most complex construction projects in Singapore. Together with our partners, we will ensure that the high standards which define Changi Airport can be replicated or even surpassed in the development works of T5.' The construction of T5 will start in the first half of 2025, and is expected to be completed in the mid-2030s.

The airport's operator said on May 5 that the substructure includes the foundation and basements of the main passenger terminal. Changi Airport Group (CAG) said the substructure contract, valued at about S$3.8 billion, was awarded to a joint venture between China Communications Construction Company (Singapore Branch) (CCCC) and Obayashi Singapore , a subsidiary of Obayashi Corporation, one of Japan's biggest general contractors. The joint venture will be responsible for building the foundation and basements of the main passenger terminal and ground transportation centre , and a portion of the tunnels linking T5 and the existing Terminal 2. Covering about 140 ha with a basement depth of up to 28m, the substructure site is equivalent to about 5,200 Olympic-sized swimming pools combined. CCCC - the world's largest construction company for large-scale infrastructure - previously developed two aircraft taxiways connecting Changi Airport's Runways 2 and 3. It also developed two underground tunnel sections for vehicles beneath the taxiways. Meanwhile, Obayashi Singapore was involved in the construction of the Changi Airport control tower and Jewel Changi Airport, a shopping complex at the airport. A separate contract valued at S$950 million was awarded to Hwa Seng Builder , a civil engineering company, for airside infrastructure works at T5. The airside is the part of the airport beyond passport control and customs. These works include the development of remote aircraft stands, connecting taxilanes and ancillary support buildings. A taxilane is typically narrower than a taxiway, and is used by aircraft moving towards parking or storage areas. The Singapore-based Hwa Seng Builder has been involved in various aviation projects in Singapore, including at Changi and Seletar airports, said CAG . Mr Ong Chee Chiau, CAG's m anaging d irector for Changi East , said CCCC and Obayashi Singapore have a wealth of experience in civil engineering, construction and project management. Hwa Seng Builder, meanwhile, has valuable local expertise and a deep familiarity with Changi Airport, added Mr Ong. 'The appointments of the contractors for substructure construction and airfield works bring us closer to the start of T5's construction,' he added. T5 is part of the new Changi East development that includes Changi Airport's third runway, as well as cargo complexes and other supporting aviation and ground transport infrastructure. This is Changi Airport's largest expansion project to date.
