OHRC asks govt to pay Rs 20k interim aid to families ‘evicted' for airstrip
Bhubaneswar: Odisha Human Rights Commission (OHRC) has asked the govt to pay an interim compensation of Rs 20,000 to each of the 26 families who were evicted by the Mayurbhanj administration on March 26 for the development of Dandbose airstrip under Rairangpur block. OHRC passed the order on July 29 after hearing a petition filed by affected residents of Pokharia village and activists, including Biswapriya Kanungo and Narendra Mohanty, on April 8. The affected persons present at the hearing submitted that they never gave consent to vacate their land. They were evicted forcibly with only one month's notice, during summer. Earlier, the Rairangpur tehsildar and other officials disconnected electricity supply to their houses without listening to their requests, they alleged. Despite the recommendations of the commission, temporary shelters were not provided to the affected, stated the OHRC order. "In the scorching heat, 43 families of tribals residing on the govt land under Rairangpur tehsil were evicted without following the procedure of law, resulting in a violation of human rights," the order added. The commission took cognisance of the matter and recommended that the Mayurbhanj collector provide immediate temporary shelter to the affected people. The investigating wing of the commission also visited the site. A report was also furnished by the district collector, tehsildar and BDO concerned. However, the Mayurbhanj administration, in its report, stated that there was no forcible eviction. "As they were residing by encroaching on the govt land identified for the development of Dandbose airstrip under the UDAN scheme in the public interest, they were evicted by following the due procedure of law," read the report. Tired of too many ads? go ad free now Taking note of the facts and circumstances, the commission recommended that the Mayurbhanj collector pay interim compensation to the head of each evicted family, excluding those who were given house-building assistance prior to the eviction, within two months.

Investigation into assault of student by headmistress in Odisha
JAGATSINGHPUR: The block education officer (BEO) of Kujang has initiated an inquiry into the alleged assault of a Class-II student by the headmistress of Dagarapara government upper primary school in Tirtol. According to the complaint filed by the parents of the seven-year-old boy, he was brutally beaten by headmistress Jharanabala Das on August 2 for allegedly talking during the class. Das reportedly inserted a stick into the child's mouth while beating him, causing injuries to his tongue. The boy was subsequently shifted to SCB Medical College and Hospital at Cuttack for treatment. While the headmistress refuted the allegations and termed them as baseless, president of the school management committee Anasuya Behera said the matter was brought to her notice by the boy's parents, but no action was taken to resolve it. As a result, the parents reported the matter to higher authorities. Kujang BEO Manoj Kumar Behera said a team was sent to the school on Monday to investigate and verify the allegations. If the headmistress is found guilty, appropriate action will be taken against her. Meanwhile, activist Jayanta Das lodged a complaint with the Odisha Human Rights Commission, seeking immediate registration of an FIR against the headmistress and a compensation of Rs 2 lakh for the victim student. He also sought departmental action against Das.

Odisha HRC seeks report on woman's death due to medical negligence
JAGATSINGHPUR: The Odisha Human Rights Commission (OHRC) has directed the chief district medical and public health officer (CDM&PHO), Jagatsinghpur to submit a detailed report by November 25 on the death of a 29-year-old woman allegedly due to negligence following a sterilisation surgery, five months back. Sources said, Kamini Kandi of Mathasahi village within Erasama police limits died in February during treatment at the SCB Medical College and Hospital (SCBMCH), following complications that arose after the sterilisation procedure. The doctors treating her had administered anaesthesia and other medications after which the woman fell unconscious and developed swelling on her body. She was first referred to Jagatsinghpur district headquarters hospital and later shifted to SCBMCH, where she died. Following her death, the body was reportedly transported back to her residence in a private ambulance without any medical staff accompanying it. Local villagers then staged a protest seeking adequate compensation for the deceased's family and strict action against the concerned doctor. Subsequently, Erasama police registered a case against the doctor under section 106 (1) of the BNS. However, five months have passed but neither has the family been provided any compensation nor any action taken against the doctor.

OHRC issues arrest warrant against SC/ST secy for not complying with orders in girl's death case
Bhubaneswar: Odisha Human Rights Commission (OHRC) has issued an arrest warrant against secretary of ST & SC development department, Sanjeeb Kumar Mishra, for not submitting any report or appearing before OHRC in the case of death of a student in Kandhamal district on June 26 last year. Tired of too many ads? go ad free now The commission issued the order on July 4 this year after hearing a petition filed by Prabir Kumar Das, a high court lawyer, on July 1 last year. Das cited a TOI report of June 30, 2024, alleging the 7-year-old student of a govt residential school in Kandhamal district died due to the school authority's negligence. The girl was diagnosed with malaria on June 25, during a routine check-up by a health team. The next day, when her temperature increased, she was taken to a hospital in Baliguda where the doctor declared her dead. "A joint inquiry conducted by govt officials found that the assistant superintendent of the hostel should have referred/sent her to the hospital after she was diagnosed with malaria, but she did not do so, which is an act of negligence. Even the community health officer (CHO) also committed negligence by not referring her to the hospital immediately," claimed Das. The Kandhamal administration suspended the hostel's assistant superintendent, transferred the matron, and recommended the chief district medical and public health officer to issue a showcause notice to the CHO. OHRC took cognisance of the case and issued notices to Mishra for submission of reports in the case on July 4 and Aug 4 last year and Jan 28 and April 22 this year. When the secretary did not submit a report, OHRC summoned him to appear on July 4. But he did not turn up, said the OHRC order. "Accordingly, a bailable warrant of arrest in the sum of Rs 10,000 with one solvent surety to the like amount, be issued against Sanjeeb Kumar Mishra and the same be sent to the DCP Bhubaneswar for execution, indicating in the warrant to remain present in person on August 12 at 11am. He needs to file a showcause as to what actuated him not to comply with the orders passed by this commission," read the order. Mishra did not respond to calls and text messages.
