Illegal immigrant suspect in Jocelyn Nungaray's murder now accused of prior sexual assault in Costa Rica
One of two suspects charged in Jocelyn Nungaray's murder is now accused of raping an American woman in Costa Rica, according to former Harris County District Attorney Kim Ogg. Two Venezuelan illegal immigrants who may have ties to the Tren de Aragua gang — Franklin Jose Pena Ramos, 26, and Johan Jose Rangel Martinez, 21 — are charged in the 12-year-old's June 2024 murder. They allegedly sexually assaulted and strangled the pre-teen to death, leaving her body tied up in a bayou in Houston. Ogg told FOX 26 Houston last week that she learned over the course of her investigation as DA, before her successor Sean Teare took office last year, that Pena Ramos had been involved in a prior sexual assault in Costa Rica involving an American woman who was apparently on vacation at the time. "It happened in Costa Rica. It happened to an American citizen who came forward with that information after their pictures were shown on national television," Ogg told the outlet. "When she reported it to the authorities in Costa Rica, they did nothing. Imagine the frustration of that individual. I don't want that to be swept under the carpet." The former district attorney said she came forward with the information to FOX 26 now because she is "very concerned about the decisions" that Teare "has been making," referencing multiple cases that have been dismissed recently. "I think it's important for the public to get the final say," Ogg added. "Do they deserve death for the rape and murder of Jocelyn? Or should they spend their life in the penitentiary? What I don't want is some backdoor deal done in the quiet of the night and a long time after people have forgotten the horror of this case. I just want people to remember Jocelyn, and I want them to hear and make a decision about the evidence." She liked dressing in 1990s-style cargo jeans and Converse and loved listening to music from as far back as the 1940s and 1950s. He was caught by Border Patrol agents and was released into the U.S. with a Notice to Appear in court. Rangel Martinez also crossed illegally into El Paso in March and was caught by Border Patrol. He was released into the U.S. on an unknown basis. Jocelyn had been at a convenience store and was talking to her 13-year-old boyfriend on the phone after sneaking out of her family's apartment. The boyfriend told investigators that he could hear Nungaray talking with two people. One of the illegal migrants accused of raping and killing little Jocelyn Nungaray and dumping her body in a Houston bayou allegedly raped another victim before the youngster's vicious slaying, the former district attorney revealed — as she expressed concerns with her successor's lax prosecution style. During Democrat Kim Ogg's investigation into the 12-year-old's barbaric murder a year ago, a woman came forward claiming that Franklin Jose Pena Ramos sexually assaulted her while she was vacationing in Costa Rica, the former DA told Fox 26 Houston Thursday. 3 Johan Jose Martinez-Rangel, 22, and Franklin Pena, 26, were both charged with capital murder. Houston Police Department Ogg has known about the rape allegation since late last year as she began pursuing the death penalty against the alleged killers before she left her post. Who has been elected to represent Lancaster's 2nd, 5th and 6th wards?
LANCASTER — Lancaster City Council's 2nd, 5th and 6th wards had candidates on the ballot this May 6 primary election. The unofficial results from the Fairfield County Board of Elections are in. All the candidates are Republicans. 2nd Ward Joe Bizjak won the primary over his two opponents were Talia Barsi and Elliot E. Hall. Bizjak received 196 votes out of 409 votes. Hall had 147 votes and Barsi had 66 votes. Bizjack is the board liaison at the Ohio Bureau of Workers' Compensation and has represented the 2nd Ward since January 2024. He has highlighted his work with the police department and local ADAMH board to try to increase those services and strengthen the partnerships in the community, and has urged the importance of stable housing in Lancaster. Bizjak thanked everybody who voted for him and placed their confidence in him to serve another term. "I look forward to serving on 2nd Ward and the City of Lancaster well and being a city council member for all the residents of the 2nd ward, not just Republicans, but Democrats and independents, as well," he said. "I look forward to working with everybody to keep moving Lancaster forward." 5th Ward This is a close one. The State of Ohio says that any local results within 0.5 percent of each other are subject to an automatic recount. Newcomer Ethan Dorr currently has 106 votes, just one more vote than current 5th Ward representative, Kristina Crites at 105. Dorr, 22, said he decided to run for city council after the public LGBTQ+ pride events and live drag show downtown last September. Crites was first appointed to a ward seat in 2021 and has since served as clerk of council and has been re-appointed to fill the ward seat. She is also currently the Director of Compliance for a bank. 6th Ward Stephen Ogg will likely take over the 6th Ward seat from his opponent, Becky Tener, who has served since 2014. Ogg received 164 votes, and Tener received 161. Ogg currently works at a law office and decided to run, hoping to cut unnecessary spending in the city's budget and lower income and sales tax. He said he wants people to be able to come to Lancaster, find a job, comfortably live here and raise a family without being taxed excessively. All election results are unofficial until the local board certifies them. May 10 is the last day for boards of elections to receive non-UOCAVA absentee ballots by mail that were postmarked on or before May 5. UOCAVA absentee ballots must be received (by mail) by the boards of elections by this date to be counted, according to the Ohio Secretary of State website. New EV charging stations in Iowa halted, drivers face limited options
DES MOINES, Iowa — Twenty-eight electric charging stations that were due along Iowa interstates are now halted, limiting local electric vehicle drivers. President Trump pulled the plug on the US DOT Federal Highway Administration federal grant program which helps states expand electric vehicle (EV) infrastructure. This grant had previously given Iowa $16.2 million to build 28 electric stations. These stations would run along Iowa Interstates 29, 25, 80, and 380. Running through high traffic areas such as Altoona, Des Moines, Ames, and the 'World's Largest Truckstop' located on I-80. The stations were due to be placed near hotels, gas stations, and travel centers to improve accessibility. As of June 2023, the Iowa DOT estimates there are more than 12,000 electric vehicles in Iowa, with at least one in each county. There are currently 270 electric charging stations registered in Iowa. Local electric vehicle owners say that's not enough. Morgan Ogg went electric in December and says while there are several pros and cons, a big issue is charging availability. 'Most of the time when I pull up to one of these charging stations, there's about four vehicles here with me,' said Ogg. 'When you're seeing six chargers, imagine the increase in electric drivers, how spots are having to wait for cars to charge up.' Ogg commutes from Gilbert and was looking forward to a possible Interstate 35 location. Iowa House Republicans pass 2.25% funding increase for schools; Democrats warn of staff, tax implications 'Between home and here, that would be great, I wouldn't have to come out this direction. I actually drive about two miles in the wrong direction to find a fast charger,' said Ogg. Some were prepared for the increase in charging stations and had planned on them when switching to an electric vehicle. 'I was hoping that the infrastructure would improve, and we'd have more and more chargers because I live in the Drake neighborhood, so the closest charger to me still like a 15-minute drive to coming at the high-speed charging,' said Jason Stuyvesant, who went electric in October. 'So, I was really looking forward to some more in the area.' While the public opinion on electric cars can often be pessimistic, Stuyvesant says he sees an increase in charging. 'I definitely, even in just four or five months I've had it, I've seen more and more electric cars showing up at the chargers,' said Stuyvesant. Both drivers say they have electric chargers at home, but they take longer than public fast-charge stations. So, they often opt to make extra trips to the closest fast-charge station instead.
