Ex-Houston DA reveals sick twist in Jocelyn Nungaray murder case as concerns about successor's soft-on-crime agenda grow
One of the illegal migrants accused of raping and killing little Jocelyn Nungaray and dumping her body in a Houston bayou allegedly raped another victim before the youngster's vicious slaying, the former district attorney revealed — as she expressed concerns with her successor's lax prosecution style.
During Democrat Kim Ogg's investigation into the 12-year-old's barbaric murder a year ago, a woman came forward claiming that Franklin Jose Pena Ramos sexually assaulted her while she was vacationing in Costa Rica, the former DA told Fox 26 Houston Thursday.

Ogg has known about the rape allegation since late last year as she began pursuing the death penalty against the alleged killers before she left her post.
She said she felt compelled to come forward now because she's 'very concerned about the decisions' the new Democratic DA, Sean Teare, has been making that include dismissing multiple cases.
A spokesperson for Teare's office didn't immediately respond to The Post's request for comment.

'I think it's important for the public to get the final say. Do they deserve death for the rape and murder of Jocelyn? Or should they spend their life in the penitentiary?' said Ogg.
Ogg said she fears 'some backdoor deal' being 'done in the quiet of the night and a long time after people have forgotten the horror of this case.
'I just want people to remember Jocelyn, and I want them to hear and make a decision about the evidence,' she added.
The unidentified victim came forward to Ogg's office after spotting pictures of Pena on television following the June 16, 2024, murder.
The woman said Pena attacked her while she was on vacation in Costa Rica, but that authorities there 'did nothing' when she reported it to them.

Jocelyn's mother, Alexis Nungaray, wasn't surprised by the latest revelation in the case, saying she 'always felt … that this was never their first time, especially Pena.'
'To just know that this happened to another woman, it hurts my heart. A piece of me shatters a little bit,' she said.
'I pray that no other woman has had to look in his eyes while they have their vulnerability taken from them, but if there are any others, I pray that they have the courage and the strength to come forward and help shed light on an open case,' she said.

Newark, N.J., Mayor Ras Baraka (D) on Tuesday called his arrest last month 'egregious' and 'authoritarian,' as he made the case that interim U.S. Attorney for the District of New Jersey Alina Habba acted politically in bringing the misdemeanor charge. In an interview on MSNBC's 'The Beat with Ari Melber,' Baraka backed up his claim that the arrest was political by noting Habba, President Trump's former personal attorney, 'started tweeting immediately as soon as I was arrested,' and by pointing to past statements she made about turning New Jersey 'red.' 'I mean, all of that is not the purview of the law enforcement agencies of the state, the federal government, or the city, for that matter,' Baraka told Melber about Habba's past comments. 'We work together collectively to reduce violence and crime in our city. We don't campaign,' he continued. 'When we ask the U.S. Attorney's Office to help us or the DOJ, we don't ask them who they voted for for president. What we do is present evidence and information and try to organize with them to help us make our lives better in our city.' 'I think what they've done is egregious and it's authoritarian. And it needs to be pushed back against,' Baraka added. The interview was the mayor's first since filing a lawsuit earlier Tuesday against Habba in her personal capacity over his arrest last month outside a U.S. Immigration and Customs Enforcement (ICE) facility he was visiting with three Democratic members of Congress. The lawsuit includes claims of false arrest, malicious prosecution and defamation, and accuses Habba of acting as a 'political operative, outside of any function intimately related to the judicial process.' The suit also names Ricky Patel, the Homeland Security Investigations agent in charge in Newark, in his personal capacity. Baraka was charged with a single misdemeanor trespassing charge last month after accompanying three members of the New Jersey congressional delegation — Bonnie Watson Coleman (D), Rob Menendez (D) and LaMonica McIver (D) — to the Delaney Hall ICE detention center in Newark. Habba's office later moved to dismiss the count after charging McIver with assaulting law enforcement while at the facility. But Baraka alleged in the lawsuit that the arrest was baseless and targeted. In the interview, Baraka argued the way he was treated after his arrest was not normal, especially for a misdemeanor charge, for which people generally receive summons by mail, Baraka said. 'I was cuffed, fingerprinted, took pictures of, twice — once there and once in court for a class C misdemeanor — which you send summons to people for. You don't lock them up and take their fingerprints,' he told Melber. 'They said the charges are too minor to have a preliminary hearing,' he added. 'So if it's too minor to have a preliminary hearing, why are you fingerprinting me and taking pictures of me and interrogating me in a room? And why are you doing it twice?' Baraka also noted that his family was there during his arrest, describing the incident as 'humiliating.' 'When I was arrested, my mother was outside in house shoes in the rain, you know? Federal lawmakers stood in tribute for Sarah Milgrim, who grew up in Prairie Village, Kansas, and her partner, Yaron Lischinsky. Both were staff members at the Israeli embassy. They were fatally shot May 21 by a Chicago man who reportedly yelled 'free Palestine' while handcuffed and has been charged with first-degree murder. U.S. Rep. Sharice Davids, a Kansas Democrat who represents the community where Milgrim was raised, said the couple were 'tragically and senselessly killed in an antisemitic attack.' 'This hateful and targeted violence is not only heartbreaking, it is unacceptable,' she said. Keep up with the latest in + news and politics. I saw this post on one of my social feeds, and I didn't believe it, so I checked, and it was sadly true. It's a repost from someone else, but it's still absolutely unbelievable. This weekend alone, as war escalated in Ukraine and Gaza, Trump's 'big beautiful bill' came under attack in town halls in red districts, and it was reported that ICE had detained a congressional aide a few days ago, this is what the president of the United States wants Americans to focus on, Biden's mental health. But what he's really doing is changing the subject with some bizarre sci-fi bedtime story ripped from a Reddit thread and soaked in QAnon Kool-Aid. A conspiracy theory only the equally wacko Laura Loomer would appreciate. This is not just lunacy. It's a deliberate political tactic. Trump peddles this madness to distract from the wreckage of his own presidency. It's a desperate effort to shift the spotlight away from the authoritarian, un-American disasters piling up under his watch. Just last Wednesday, a congressional aide was arrested under the guise of immigration enforcement. Not a cartel leader. Not a violent criminal. A staffer working for Democratic Rep. Jerry Nadler. In the congressman's office. This is what fascism looks like — when ICE in pseudo-MAGA hats pretends it's keeping us safe. Trump would rather feed the fever dreams of the internet than answer for the fact that the wars he said he'd end on day one are not only still active but more deadly than when he was sworn in. A deadly Israeli strike in Gaza that killed 32 civilians waiting for U.S.-backed food aid and the Ukrainian drone strikes deep in Russia that's been called 'Russia's Pearl Harbor" expose the growing crisis of wars he has utterly failed to mediate, end, or let alone control. Remember when Trump said he'd end the wars on day one, or something like that? Just another fantastical thing Trump ranted about on Truth Social that bears no resemblance to reality. And back home, the backlash continues to Trump's House-passed legislation that takes from the poor and gives to the rich. At an Iowa town hall, Republican U.S. Sen. Joni Ernst dismissed constituents' fears over Medicaid cuts in Trump's "big beautiful bill" with a flippant "Well, we all are going to die.' Just let me say here that I saw this on social media and also double-checked to make sure that it was true. And yes, as unbelievable as it may seem, she really said that. It gets worse. She later doubled down by posting a sarcastic Instagram video from a graveyard, mocking their concerns and urging them to "embrace my lord and savior, Jesus Christ" for eternal life. But let's return to Trump's Biden-bot theory. Where on Earth would a sitting president feel emboldened enough to amplify such a fantasy? Enter CNN's Jake Tapper, whose responsibility during the final years of Biden's presidency was to report the facts about the president's health. Instead, Tapper turned the decline of an aging public servant into a cash grab, selling his 'original sin' as a tell-all book. In doing so, he is fanning the flames of speculation, offering no clarity to the public, and now wonders why no one trusts journalism. His reward? Tanking ratings and the moral equivalent of tabloid shame. Trump didn't invent this lie from scratch. He just picked up where irresponsible media and cowardly press secretaries left off. White House mouthpiece Karoline Leavitt, for example, recently called Jill Biden 'complicit' in her husband's condition and smeared Joe Biden — now battling advanced prostate cancer — as mentally incompetent. Her venom is proof that cruelty, not truth, is the White House's guiding principle. Biden, let's remember, is no longer president. He is a private citizen, suffering through a grave illness with dignity and moral and mental clarity. He is no longer governing. Trump is. And for Trump to weaponize a grotesque fantasy about his predecessor being executed and replaced by a machine, without a shred of humanity or sanity, is beyond disgraceful. The only person here who seems unwell is the one who can't stop rage-posting conspiracy theories from his golf cart. When a president openly promotes this idea about his predecessor, we get deeper into dangerous territory now, not just because of the lie itself, but because of what it says about the man spreading it. The world is watching, and while they're laughing, they're also panic-stricken. We're being governed by someone who is either completely untethered from reality or so manipulative that he's willing to plunge the nation deeper into paranoia to distract from his own failures. All of that sounds too rational. Frankly, there is no rationalizing Trump anymore. He's mindlessly short-circuiting every norm, every truth, and every shred of American decency left in his path, and we're not even at six months. Over the next four years, let's hope that Trump is replaced somewhere along the way with a robot. We'd most certainly be in more capable hands.
