MUMBAI: To boost tourism as well as improve ridership at the Aarey - JVLR metro station, the Mumbai Metro Rail Corporation (MMRC) plans to build a ropeway there to Sanjay Gandhi National Park via Film City. (Photo by Raju Shinde/HT Photo) (Raju Shinde/Hindustan Times) The MMRC has the mandate to construct, operate, and maintain the Mumbai Metro 3, or Aqua line, which is partially operational between Aarey-JVLR and Acharya Atre Chowk at Worli. Since its opening in October 2024, low ridership has been a concern. The proposed ropeway system will serve not only tourists but also daily commuters who otherwise get stuck at Dindoshi and Yashodham Junction of the General Arun Kumar Vaidya Road, also known as Goregaon-Mulund Link Road. 'We have a proposal to develop a ropeway system to connect the Aarey Metro Station of Mumbai Metro 3 with the Film City in Goregaon, with a possible extension till Sanjay Gandhi National Park. The project aims to improve last-mile connectivity to Film City, a major employment and tourism destination and the surrounding areas that currently suffer from limited public transport access and road congestion,' a senior MMRC official told Hindustan Times. The authorities expect a 3km ropeway to expand its commute base well beyond the Aarey-JVLR Metro Station, across the hills of Aarey. Finalisation of the alignment is currently underway. 'It will serve daily commuters, tourists, and industry professionals while minimising land acquisition and ecological disturbance,' the official added, 'The project aligns with the MMRC's broader objective of promoting multimodal integration, decongesting roads, and enhancing access to key destinations through modern urban mobility solutions.' As per the initial internal reports, this proposed ropeway will have a capacity of 2,000 to 3,000 passengers per hour per direction (PPHPD). One of the three technologies -- mono-cable, bi-cable, or tri-cable detachable gondola -- would be finalised after an assessment. Once done, the corporation will float a bid to implement the plan through Public-Private Partnership (PPP) under the Design, Build, Finance, Operate and Transfer (DBFOT) framework. Last month, in an attempt to resolve last-mile connectivity challenges for the Aqua line, MMRC wanted to rope in private bus operators. This would enhance accessibility to all the stations by providing feeder bus services to metro stations and promoting public transportation. Since May 10, the Mumbai Metro 3 route has been operational between Aarey-JVLR station and Acharya Atre Chowk station in Worli. The average daily ridership on the corridor during weekdays has touched 52,600, compared to approximately 20,000 during its inauguration up to Bandra Kurla Complex on October 7, 2024. Yet, the numbers continue to remain below expectations. The capacity of each train is approximately 2,500 passengers. The spike in commuter footfall on the route, operated and maintained by the MMRC, was highest on days when the city experienced heavy showers. The entire 33.5 km metro line, up to Cuffe Parade, is expected to be operational within a month.

GREATER NOIDA: The National Green Tribunal (NGT) has directed the Noida and Greater Noida authorities to furnish a comprehensive report detailing the people, properties, and locations involved in unauthorised construction activities in their jurisdictions. The case pertains to a petition filed in March 2024 by environmental activist and former municipal corporator Rajendra Tyagi, who flagged illegal residential and commercial development in 56 villages along the GT Road in Chhapraula region, Greater Noida. (HT Photos) The directive came during a July 28 hearing of an ongoing petition highlighting large-scale environmental violations in the region. The case pertains to a petition filed in March 2024 by environmental activist and former municipal corporator Rajendra Tyagi, who flagged illegal residential and commercial development in 56 villages along the GT Road in Chhapraula region, Greater Noida. These constructions, according to the plea, are being carried out without environmental clearances, approved layout plans, or the mandatory 'Consent to Establish' (CTE) and 'Consent to Operate' (CTO) under the Water and Air Acts. An NGT bench comprising justice Prakash Shrivastava (chairperson), justice Sudhir Agarwal (judicial member), and A Senthil Vel (expert member) noted: 'In terms of the earlier direction, reply affidavit dated March 26, 2025, has been filed by Noida. In that affidavit though it is vaguely stated that action has been taken against such illegal construction but details of the persons/projects/properties/places against whom action has been taken have not been disclosed.' It observed that the affidavit submitted by the Noida authority failed to clearly present the scale of illegal activity or the action taken. The photographs annexed with the affidavit dated much prior to the filing of the petition. Similar directions were issued to the Greater Noida authority and the district magistrate, Gautam Budh Nagar, to file detailed affidavits on the steps undertaken to check such illegal constructions. The tribunal also asked the District Ground Water Management Council to place its response on record. The UP Pollution Control Board has also been instructed to conduct an extensive inspection of the affected areas, and identify projects violating environmental norms. During Monday's hearing, advocate Akash Vashishtha, appearing for the petitioner, alleged an 'active collusion' between private developers and local authorities. 'Colonies have been developed barely five kilometres from the tehsil office. Sale deeds are being executed illegally, agricultural land is being converted without permission, and there is zero infrastructure for sewage,' he submitted. The NGT had earlier restrained all unauthorised construction in the region in its December 2024 order and had issued notices to multiple stakeholders in April 2024. The petitioner claims that over 20,000 hectares of arable farmland in Greater Noida have already been encroached, while a similar scale is being used for illegal plotting in Noida. The matter is scheduled for further hearing on October 8, 2025.

HYDERABAD: The Greater Hyderabad Municipal Corporation ( GHMC ) decided to reuse, refurbish, and utilise over 100 existing RCC toilets, e-toilets, and bio-toilets in the Secunderabad zone. The civic body invited 'expressions of interest' from safai karamchari registered bodies under the Build Operate and Transfer (BOT) model to adopt a pay-and-use system for 10 years. The agency needs to reconstruct toilets with amenities, including structural, plumbing, electrical, and lighting works. It should provide essential services such as liquid soap, napkins, dustbins, mirrors, and exhaust fans for users. Chennai Corpn appoints independent consultant to monitor solid waste management in PPP zones

In a bid to strengthen the monitoring of solid waste management operations in the city, the Greater Chennai Corporation (GCC) has appointed a private agency to supervise the collection and transportation of solid waste in selected zones under a Public-Private Partnership (PPP) model. While 14 of the city's 15 zones have already been entrusted to private agencies for waste collection and transport, the GCC has now initiated the appointment of Independent Engineers (IE) — private consultants tasked with overseeing the proper implementation of waste management services in specific areas. The new arrangement is currently being rolled out in Zones 5 and 6, which cover Royapuram and Thiru Vi Ka Nagar, comprising 28 wards and spanning an area of 38.92 sq km. According to the latest proposal, the private concessionaire responsible for waste handling will manage the collection and transportation of solid waste, street sweepings, silt removed from drains and canals, horticultural waste, and domestic hazardous waste within the designated zones. To ensure effective service delivery, the project includes a performance-linked payment model. 'Under the new system, 50 per cent of the monthly payment to the concessionaire is fixed, while the remaining 50 per cent is tied to performance. This performance is evaluated through a set of Key Performance Indicators (KPIs),' a senior GCC official explained. The Independent Engineer will be responsible for monitoring and supervising all aspects of the concession agreement, including physical and financial progress, adherence to KPIs, and service delivery parameters. 'The IE can appoint personnel for daily monitoring and must verify the reports submitted by the concessionaire, generate independent assessments, and submit these to the authorities,' the official added. The project is being implemented under the Design, Build, Finance, Operate, and Transfer (DBFOT) model in accordance with the Tamil Nadu Infrastructure Development Board (TNIDB) Act and the Tamil Nadu Transparency in Tenders (PPP Procurement) Rules, 2012. GCC officials believe that deploying independent oversight will ensure accountability and consistent service delivery, ultimately improving sanitation standards across the city.

Umashankar, Secretary, Ministry of Road Transport and Highways , spoke on significant progress in highway construction over the past decade but noted a recent dip in the pace of awards, necessitating a recalibration of direction, including improving and making more attractive the Build–Operate–Transfer (BOT) Model of highways further outlined that highway construction globally and in India as well occurs in spurts, with the country's road infrastructure buildup expected to see saturation within the next 15-20 Kaswan, Member of Parliament and Member, Standing Committee on Transport, highlighted that while India has made strides in highway development, the infrastructure continues to face issues such as a lack of white lines and lane segmentation, faulty entry/exit points, improper compaction leading to road settlement, and potholes. He called for such issues to be addressed by the ministry and National Highways Authority of India in order to prevent the number of accidents on India's Gen Raghu Srinivasan, Director General, Border Roads Organisation, underlined that since 2014, significant government impetus on infrastructure has led to a surge in border connectivity, transforming remote villages and ensuring strategic sovereignty. Major projects like the Sela Tunnel, the upcoming Shinku la Tunnel, and the Indo-Myanmar border fencing underscore the organisation's expanding scope and its commitment to developing vital infrastructure despite extreme Jhala, Member of Parliament and Member, Standing Committee on Transport, stated that for the future, the focus should be on developing climate-resilient infrastructure to withstand the impacts of global warming and sporadic weather discussions amongst various stakeholders from the industry and government deliberated on relevant roles of Infrastructure Investment Trusts (InvITs), Toll-Operate-Transfer (TOT) and Build–operate–transfer (BOT) Model, as well as budgetary support to the roads and highway development along with the need for sustainable practices were also among the key topics of discussion at the summit was supported by industry partners Arcadis, Welspun Enterprises, Bosch, Autodesk, Xpedeon, CP Plus, ACE (Action Construction Equipment), Khaitan & Co, Equirus Raghnall, JSA, Dextra, associations included Pradhan Mantri Gram Sadak Yojana, NAREDCO, CSIR-Central Road Research Institute, Construction Industry Development Council, National Rural Infrastructure Development partners included International Road Federation (India Chapter), Construction Federation of India, National Highways Builders Federation.
