Upper House Speaker Receives PLO Delegation

Speaker of Morocco's House of Councillors, Mohammed Ould Errachid, received, on Thursday in Rabat, a high-level delegation from the Palestine Liberation Organization (PLO), led by Ahmad Al-Tamimi, member of the Organization's Executive Committee and head of its Department of Human Rights and Civil Society. On this occasion, Ould Errachid reiterated Morocco's constant position, under the enlightened leadership of His Majesty King Mohammed VI, Chairman of the al-Quds Committee, which considers the Palestinian issue a national cause, the Upper House said in a press release. He also underlined the unanimity of the Moroccan people in their continued support for and solidarity with the brotherly Palestinian people, in the defense of their legitimate rights and the strengthening of their resilience, particularly in the midst of the difficult circumstances in the Gaza Strip. Ould Errachid furthermore expressed the House of Councillors' willingness to elevate the level of cooperation ties with the Palestinian National Council, to bolster efficient parliamentary communication and promote the exchange of experiences and expertise in the different fields of mutual interest. For his part, Al-Tamimi, who was accompanied by the ambassador of the State of Palestine to Morocco, Jamal Choubki, commended the Kingdom's leading role, under the leadership of His Majesty King Mohammed VI, in supporting the Palestinian cause. He also highlighted the Kingdom's continuous interest in this cause, through the initiatives and projects of the Bayt Mal Al-Quds Asharif Agency, reflecting the depth of the historical and human ties between the two brotherly peoples. Moroccan diplomacy regarding the Sahara issue has adopted, in recent years, a proactive approach grounded in established historical legitimacy, solid legal arguments, and ambitious development projects, said on Monday in Rabat, the Speaker of the House of Councillors, Mohamed Ould Errachid. Speaking at the opening of a symposium titled 'Parliament and the Moroccan Sahara issue: for efficient parallel diplomacy and effective institutional advocacy,' Ould Errachid noted that this strategic shift has led to significant progress, particularly in terms of growing international support for Morocco's autonomy initiative, widely viewed as the only serious and credible solution to the regional dispute over the Moroccan Sahara. He highlighted that this substantial support has come from key partners of the Kingdom, including the United States, Spain, and France, as well as several African, Arab, and European countries. In addition to this accelerated international momentum, Ould Errachid underscored the strong internal consensus and national unity around the Sahara cause, under the enlightened leadership of His Majesty King Mohammed VI. He emphasized the collective, responsible, and ongoing mobilization in defense of Morocco's territorial integrity, which he described as a vital asset reinforcing the credibility and effectiveness of the national campaign. Ould Errachid commended the key role played by national forces represented in Parliament, political parties, trade unions, and business associations, which have consistently been at the forefront of defending Morocco's position on the Sahara issue. These actors, he said, have built strong positions, undertaken meaningful diplomatic initiatives, and led impactful institutional advocacy efforts both at home and abroad. He stressed that this advocacy now forms a cornerstone of Morocco's diplomatic achievements, enabling the House of Councillors to play a proactive and influential role in the national effort to safeguard territorial sovereignty and national unity. The Upper House, he noted, is also strengthening its presence in regional and international parliamentary fora. Development, he added, remains a defining pillar of Morocco's vision for affirming sovereignty over the Sahara. He pointed to the profound transformation underway in the Kingdom's southern provinces, driven by large-scale royal development programs and strategic African-oriented initiatives, mainly the Nigeria-Morocco Gas Pipeline and the Atlantic Initiatives. 'These are not merely infrastructure projects,' Ould Errachid said, 'but strategic foundations aimed at redefining Morocco's geopolitical role, positioning the Moroccan Sahara as a hub for stability and development, and a gateway linking North and Sub-Saharan Africa, thus bolstering regional integration and reinforcing Morocco's leadership in the region.' He emphasized the importance of parliamentary diplomacy as a key partner in promoting this momentum on the international stage, highlighting the need to showcase the effectiveness of the development model in the southern provinces and defend its strategic dimensions to strengthen Morocco's image as a reliable regional and continental actor. The unprecedented momentum surrounding the Sahara issue, he said, has compelled members of the House of Councillors to fulfill their national and constitutional responsibilities by adopting parliamentary resolutions in support of Morocco's territorial integrity and its bold autonomy initiative, while also cementing Morocco's pioneering role in addressing development challenges and advancing South-South cooperation. Ould Errachid concluded that the House of Councillors continues to strengthen its strategic position within regional parliamentary unions and expand its bilateral relations through the signing of numerous cooperation agreements and memoranda of understanding, as well as hosting multilateral events that have significantly highlighted Morocco's leadership on the regional and international scenes. Several of these initiatives, he said, have culminated in the signing of Joint Declarations in Laayoune, all reaffirming support for Morocco's territorial integrity and its sovereignty over its entire territory. Doha – Speaking at a public debate during the 150th Inter-Parliamentary Union (IPU) Assembly in Tashkent, Mohamed Ould Errachid, President of the House of Councillors, declared that certain parties have been exploiting international forums to raise the Western Sahara issue outside the United Nations framework. 'Some parties have made it a habit to exploit international forums to raise the Western Sahara question outside the UN framework and UN process, which remain the sole legitimate framework to address this regional dispute,' Ould Errachid stated Monday in Uzbekistan's capital. Ould Errachid, who represents the southern provinces in local and regional councils and hails from Laayoune, voiced that such attempts reflect 'premeditated intentions to exploit the Western Sahara issue for narrow geopolitical purposes, serving agendas planned behind the scenes.' Such 'deviant attitude' does not serve population interests nor shows real willingness to contribute to efforts aimed at reaching a political solution to this regional dispute, he added. The House of Councillors President also noted the UN General Assembly President's decision to appoint Morocco's permanent representative as co-facilitator of the UN negotiation process for the upcoming World Social Development Summit's political declaration, calling it a recognition of Morocco's role as a 'responsible and committed actor.' 'The principles of non-alignment guide our path' During Sunday's Fourth Conference of the Non-Aligned Movement Parliamentary Network, Ould Errachid outlined Morocco's strategic vision based on promoting international peace and security. He stated that Morocco 'firmly defends' the principles that inspired the Non-Aligned Movement's creation, including 'respect for sovereignty, territorial integrity, political independence of states, non-interference in internal affairs, and peaceful conflict resolution.' He referenced King Mohammed VI's launch of 'strategic and fruitful partnerships' and 'pioneering initiatives' to strengthen cooperation and solidarity, particularly in the South. These strategic projects, he noted, aim to enhance regional security and stability while promoting sustainable development, especially at African and Atlantic levels. Strategic diplomatic dialogues The Moroccan parliamentary leader also convened a series of momentous bilateral meetings on the sidelines of the IPU Assembly, which runs from April 5 to 9. In one such meeting with Bahrain's Council of Representatives President Ahmed bin Salman Al Musallam, both officials pledged to strengthen parliamentary visits and experience-sharing. They also discussed activating the friendship group's role and coordinating efforts in international parliamentary forums. During a separate meeting with Kazakhstan's Parliament Speaker Yerlan Koshanov, the latter similarly called for leveraging both countries' strategic positions and economic potential. Koshanov proposed establishing a logistics platform to enhance trade exchanges, while Ould Errachid welcomed the bilateral agreement to create a joint governmental commission and a Morocco-Kazakhstan business council. In another key engagement, discussions with Azerbaijan's Parliament Speaker Sahiba Gafarova centered on expanding collaboration between parliamentary committees. Gafarova detailed the institutional framework of the Parliamentary Network of the Non-Aligned Movement under Azerbaijan's chairmanship, while Ould Errachid reaffirmed Morocco's interest in cooperating with the network to address global challenges. The high-level meeting, which took place during the Andean Parliament's historic session in Morocco, centered on expanding parliamentary cooperation and strengthening economic partnerships. Ould Errachid noted the transformative impact of King Mohammed VI's 2004 visit to Chile, which he described as opening 'promising new prospects for elevating bilateral ties into a model of South-South cooperation.' Ossandón, serving in his dual role as Chilean Senate President and Vice President of the Andean Parliament, bestowed the Senate medal (Medalla del Senado) – the Chilean upper chamber's highest honor – upon his Moroccan counterpart. The Chilean leader extended an invitation to Ould Errachid to visit Chile, while expressing his satisfaction with an invitation to participate in the South-South Parliamentary Dialogue Forum. Both officials agreed to reactivate joint work based on the cooperation agreement signed in 2017. The visit included substantive talks with Morocco's Foreign Minister Nasser Bourita, where discussions covered tariff policies and trade enhancement strategies. At the conclusion of their meeting, the Chilean Senate President also presented the Moroccan diplomatic authority with the Senate medal (Medalla de la Cámara Alta). 'Chile seeks to strengthen economic cooperation with Morocco and benefit from its experience, particularly in migration flow management, food security, and renewable energy,' Ossandón stated during the meetings. Trade relations between the countries have seen noticeable growth. While Chilean exports to Morocco reached $17.78 million in 2024, Moroccan exports to Chile have surged dramatically from $11 million in 2021 to $86 million in 2024, driven primarily by mineral fertilizers and automotive sector expansion. The visit coincided with a broader diplomatic initiative as the Andean Parliament, comprising Bolivia, Colombia, Ecuador, Peru, and Chile, convened its plenary session in Rabat. Established in 1979, the institution granted Morocco observer status in July 2018, making it the sole Arab and African country to hold this position. Ould Errachid hailed the Andean Parliament's session in Morocco as a powerful symbol of strengthening inter-regional ties. Speaking during the session, he said that 'this reflects the serious and sincere commitment to elevate friendship, brotherhood, and partnership relations to superior levels.' Vice President of the Andean Parliament, Oscar Dario Perez, acknowledged Morocco's economic transformation, citing advancements in infrastructure development, energy transition initiatives, and sustained GDP growth. The parliamentary delegation expressed particular interest in Morocco's strategic position as a vital link between Europe and Africa. During the discussions, both parties explored opportunities for academic collaboration through the Andean Network of Universities, aiming to establish research programs focused on Arab world studies, Moroccan affairs, and African development. The meetings came to an end with agreements to strengthen South-South parliamentary dialogue and enhance bi-regional cooperation between Africa and the Andean region, marking a new chapter in Morocco's diplomatic relations with Latin America. Doha – The Moroccan Parliament's Upper House concluded its fall session today with the approval of 32 legislative texts, including a landmark organic law regulating the right to strike, according to House of Councillors President Mohamed Ould Errachid. The Royal Cabinet received a message from Ould Errachid to King Mohammed VI, expressing loyalty on behalf of all chamber members at the session's closure. In his closing address, Ould Errachid extolled the passage of Organic Law 97.15, which establishes conditions for exercising the right to strike. The law was adopted following what he described as 'serious and constructive dialogue' among chamber members. The legislative body focused on issues affecting citizens across economic, financial, agricultural, industrial, and social sectors. Key attention was given to territorial organization, urban rehabilitation, and accelerating the implementation of advanced regionalization. Two thematic working groups were established during the session. The first will prepare for the annual discussion on public policies related to investment and employment, while the second will develop a report on Morocco's territorial integrity. The legislative achievements included the ratification of international conventions aimed at strengthening Morocco's bilateral and multilateral relationships and reinforcing its international position. The Chamber maintained its oversight role through oral and written questions, and monthly sessions dedicated to public policy inquiries. These sessions addressed citizen concerns regarding urban development and regional implementation programs. With an eye on the future, the Chamber plans to intensify its efforts based on its strategic plan, with a particular focus on parliamentary diplomacy and territorial integrity matters.
