‘Nalam Kakkum Stalin' scheme launched in Madurai

Chief Minister M.K. Stalin inaugurated medical camps under the 'Nalam Kakkum Stalin' scheme through video conference in Madurai on Saturday. The camps held in the presence of 17 specialised doctors aimed at delivering healthcare to people at doorsteps, especially from economically weaker sections. Five camps under Corporation limits and 39 in 13 blocks will be conducted every Saturday in the district. People with diabetes and high blood pressure, heart patients, lactating mothers and pregnant women among others could attend the camps. Specialist doctors from various departments who would be overseeing and diagnosing patients could provide expert opinions based on the reports of the test results. At the medical camps, public could undergo tests for blood pressure, diabetes, and could also get screened for early stages of cancer. They could also receive an echogram, x-ray, ECG, and an ultrasound scan. Treatment for ENT, eye, dental, psychiatry, physiotherapy, cardiology, skin, and consultation for general surgeries would also be provided. Organisers said that elaborate arrangements had been made to clinically screen visitors and give certificates to the differently abled and an identity card for the Chief Minister's Comprehensive Health Insurance Scheme. These camps will be held on Saturdays from 9 a.m. to 4 p.m. Minister for Commercial Taxes and Registration P. Moorthy inaugurated the camp at Government Girls Higher Secondary School and distributed nutrition kit for the family members of tuberculosis patients. Collector K.J. Praveen Kumar was present at the event.

Minister launches ‘Ungaludan Stalin' camps in Madurai

Minister for Commercial Taxes and Registration P. Moorthy on Tuesday launched the 'Ungaludan Stalin' programme at Chettikulam village in Madurai West Panchayat Union. A total of 347 special camps is to be held in the district. During the camps, 43 services through 13 departments would be provided in the city and 46 services through 15 departments in rural areas. Mr. Moorthy said that as many eligible women were found to have been left out of the Kalaignar Magalir Urimai Thogai scheme, the camp could be utilised to get their names added. Also, all department heads would be present at the camps, and even plea on patta name change and electricity connection could be registered online. Ahead of the camps, volunteers were utilised to spread information about the camp and its benefits through pamphlets and wall posters. District administration sources said that so far about 85,000 pamphlets regarding the camp had been distributed to the volunteers. As per the instruction of Chief Minister M.K. Stalin, action would be taken on petitions within 45 days, officials said. Collector K. J. Praveen Kumar said the camps would be held at Usilampatti Uthapanayackanur Lakshmi Hall, Alanganallur Thanichiyam Mandhai Thidal, P. Kondureddypatti village Shanmuga Hall (T. Kallupatti), Sedapatti Perungamanallur Veerathyagigal Mani Mandapam, Chellampatti Seelakari Amman Marriage Hall and Kallikudi Koodakovil Community Hall on July 16.. Facility for differently abled A. Balamurugan, district secretary, Tamil Nadu Association for the Rights of All Types of Differently Abled and Caregivers Association, said the camp that is to be held at Tourism Department office near Periyar Bus Stand on July 17 was not disabled friendly. As there were steps leading to the venue, wheelchair bound people would not be able to access it without a ramp or railing. Hence, before the camp commenced on July 17, the district administration must arrange the necessary facilities for differently abled people, he added.

The Tamil Nadu Hindu Religious and Charitable Endowments (HR&CE) Minister P.K. Sekar Babu said preparation for kumbabhishekam of Sri Subramanian Swamy Temple had been completed and consecration would be held on July 14. Speaking to media persons here on Tuesday, he said the government had spent ₹2.37 crore for the Subramanian Swamy Temple consecration and it would be performed between 5.25 a.m. and 6.10 a.m. on July 14 by priests. He said that yagasala pujas would commence on July 10 and conclude on July 13. He said 3,000 police personnel would be deployed to ensure the safety of the devotees. Thanking the authorities for the excellent arrangements made at Tiruchendur Subramanya Swamy Temple kumbabishekam held on July 7, he said that not a single untoward incident was recorded by the police. This showed the meticulous planning and execution by the official machinery. He said that on July 7 alone, kumbabishekams were performed to 114 temples in different parts of the State, which reflected on the government's commitment to the people. To a specific query, he said that the HR&CE department had spent ₹2.37 crore for the temple's consecration ceremony here apart from ₹22 crore being spent on construction of marriage halls, inns, etc. He said elaborate arrangements had been made for devotees to view the kumbabhishekam through LED screens installed at vantage locations. Basic needs, including drinking water facility, accessible toilets and proper waste disposal among others would be taken care by Madurai Corporation. The Fire and Rescue personnel, '108' ambulance team and other emergency services would be ready as a precaution. Earlier, Commercial Tax and Registration Minister P. Moorthy, Collector K.J. Praveen Kumar, Police Commissioner J. Loganathan, Corporation Commissioner Chitra Vijayan and others inspected the preparations on Tuesday along with the HR&CE officials, temple chairperson and trustees.

T.N. government introduces Bill making original documents necessary for immovable property registration

Within a month of the Supreme Court's judgment striking down Rule 55-A of the Tamil Nadu Registration Rules, 1949, the State government tabled a Bill in the Assembly on Monday (April 28, 2025) that seeks to make the registration of immovable properties possible only with the production of original documents, along with the encumbrance certificate, among other requirements. On April 7 this year, the Supreme Court, in its judgment, held that the rule-making power under Section 69 cannot be exercised to make a rule that was inconsistent with the provisions of the Registration Act, 1908. The apex court had also declared Rule 55-A (i) of the Tamil Nadu Registration Rules, 1949, ultra vires. The Bill, tabled by Tamil Nadu Registration Minister P. Moorthy in the House, said: 'In the said circumstances, in order to achieve the object behind the said rule 55-A by giving legal sanctity thereto and thereby to protect the interests of the public, who may be affected by fraud, forgery, and impersonation in the registration of documents, the government has decided to incorporate suitable provisions in the Registration Act, 1908.' The Bill seeks to include a fresh section, '34-C - Production of original documents'. This section states that the registering officer would register immovable properties on production of the 'previous original document by which the right over the subject property was acquired by him along with the encumbrance certificate pertaining to the subject property' by the executant. If the previous original document was lost, the registering officer would not register such document 'unless non-traceable certificate issued by the police department along with the advertisement published in the local newspaper giving the notice of loss of the previous original document are produced.' In case of an encumbrance showing that the property is mortgaged, registration would be permitted upon production of a 'No Objection Certificate' from the mortgagee, the Bill stated. If the property was ancestral and the previous original document was not available, the registering officer would not register the document, unless the patta issued by the Revenue Department was produced. The Bill is expected to be taken up for consideration on Tuesday (April 29, 2025).

'As we have already witnessed the obvious fault lines in traffic management and crowd control that caused the death and stampede of devotees during 2022 Chithirai festival, we should be extra cautious during this year's festival arrangements,' Minister for Information Technology and Digital Services PTR Palanivel Thiaga Rajan has said. The remarks came at a Chithirai festival preparatory meeting held here on Sunday. A study conducted following the incident revealed that of the 200 vehicles on Government Rajaji Hospital Road, more than 100 were parked permanently. Hence, in order to prevent such incidents, police should ensure zero parking in crucial areas 24 hours prior to the event, he said. As major construction works were under way at Goripalayam and other areas, they should be tightly secured and all other places posing danger to the public should be barricaded and restricted. Akin to the Radio Frequency Identification (RFID) pass system or QR code pass system, which were used during the Tiruvannamalai temple event, a similar pass was to be introduced for the Chithirai festival too, he added. 'The system has been introduced to rule out misuse of pass by the public and VIPs,' he further said. He also directed the district administration to deploy senior revenue officials or senior police officials at VIP and VVIP entrances. 'Senior officials would be more suitable to handle important visitors trying to flout the entry rules. Also, in case of VIPs, the situation should be handled calmly and CCTV recordings can be perused for further action.' Instead of allowing devotees to the last temple point, they should be controlled even before the buffer zone of the temple for better crowd management. Learning from past experiences, police, revenue and temple administration officials should work together for better crowd management, he said. Ruling out Mr. Palanivel Thiaga Rajan's statement that the 2022 fatal stampede was due to police mismanagement, Minister for Commercial Taxes and Registration P. Moorthy said the unfortunate event that took place near Thevar statue at Goripalayam had nothing to do with the Vaigai river event. 'The failure of the temple administration to stop Lord Kallazhagar at the 'mandagapadis' caused the devotees to flood the venue to witness the deity,' he said. Madurai City Police Commissioner J. Loganathan said that as a precautionary measure more than 700 police personnel were to be deployed around the temple during the celestial wedding (thirukalyanam) event and 60 teams were to be deployed during Lord Azahagar's entry into the Vaigai. Madurai Lok Sabha MP Su. Venkatesan said that frequently reported issue of the police department and judiciary misusing the event passes should be regulated strictly. On crowd management, he said in addition to deploying police personnel on the left side of Albert Victor bridge, the right side of the bridge, where thousands of people gather to donate hair, should also be monitored and controlled. Also, water facilities should be arranged in all places to prevent devotees from getting dehydrated due to the scorching heat. Officials complained that the State Highways Department was showing slackness in clearing the construction works at the flyover near Goripalayam. The Ministers instructed the district administration to expedite the works and also to clear the water hyacinth in Vaigai River. Collector M.S. Sangeetha, Mayor Indrani Ponvasanth, Corporation Commissioner Chitra Vijayan, Superintendent of Police B.K. Arvind were among those present.
