No hostel proposals from Punjab for SC, ST, OBC students in 2 years: Centre

New Delhi, Aug 5 (PTI) The Centre on Tuesday said it has received no proposal from the Punjab government in the last two years demanding funds for construction of hostels for SC, ST, and OBC students. The information was supplied in the Lok Sabha by Minister of State for Social Justice and Empowerment Ramdas Athawale in response to a Punjab-specific query. The minister said, though none from Punjab, a proposal each for a boy and girl hostel was received from Babasaheb Bhimrao Ambedkar University in Lucknow for SC students. No other proposals from states or union territories are currently pending under the hostel scheme for belonging to the three categories, he said. 'During the last two years, no proposals have been received from the State Government of Punjab for construction of hostels for Scheduled Caste (SC), Scheduled Tribe (ST), and Other Backward Classes (OBC)," Athawale said in a written response. He said that though the Centre has not released any funds to Punjab for the construction of hostels for SC or ST students in the past two years or in the current fiscal, it has released Rs 112.5 lakh in the financial year 2025–26 for hostels meant for OBC students. Under the Hostel component of the Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY), financial assistance is provided for the construction and maintenance of hostels, but there is no provision for additional academic support or coaching for students residing in these facilities, the minister added. Bhopal: The state govt on Tuesday tabled the first supplementary Budget for the financial year 2025–26, proposing an outlay of Rs 2,356.80 crore. Of this, Rs 1,003.99 crore falls under the revenue head and Rs 1,352.81 crore under the capital head. The allocation is significantly lower than last year's first supplementary Budget of Rs 22,460.18 crore. Officials attributed the reduced size to the adoption of zero-based budgeting, a budgeting technique wherein all expenses need to be justified for a new period or year starting from zero. Among the major allocations, the health and family welfare department will receive Rs 1,602.30 crore in grants under the 15th Finance Commission's recommendations. The home department has been earmarked Rs 62.20 crore for centralised police call centres and control rooms, Rs 57 crore for crime and criminal tracking systems, and Rs 5 crore for reimbursement of police expenditure shared with the Centre and states. The revenue department was allocated Rs 88.72 cr from the National Disaster Response Fund, while Rs 9.85 crore was proposed for adjustments related to reserved funds and deposit accounts (10% state share). The urban development and housing department has been allocated Rs 142 cr for the construction of Unity Mall. An additional Rs 20 crore was proposed as grants to development authorities, and Rs 9.51 cr under the Cities 2.0 Component 2 (State Action). The public works department has been allocated Rs 50 cr for the construction of new bridges and Rs 40 cr for the major projects. A further Rs 10 cr earmarked for road projects funded by the NDB. The department of technical education, skill development and employment has been allocated Rs 113.15 cr for supporting private technical colleges and institutions, while the SC welfare dept has been allocated Rs 30 cr under the PM-AJAY scheme. The TOI has reported on July 25 that the first supplementary Budget would be of less than Rs 5,000 crore, and would be much lesser in comparison to previous year's supplementary Budget.

UP govt to link grant-in-aid scheme with CM YUVA

Lucknow, April 25 (UNI) In a significant move aimed at the economic empowerment of Scheduled Castes (SC), the Uttar Pradesh government is set to link the grant-in-aid scheme under the Pradhan Mantri Anusuchit Jaati Abhyudaya Yojana (PM-AJAY) with the Chief Minister Yuva Udyami Vikas Abhiyan (CM YUVA), official sources said here on Friday. Sources said that acting on the vision of Chief Minister Yogi Adityanath, this initiative will promote entrepreneurship among SC youth, particularly women, by making them self-reliant and encouraging business ventures. Sources said that to enhance the effectiveness of the grant-in-aid scheme implemented by the Social Welfare Department, CM Yogi has directed that it be tied to employment-oriented training. He emphasised that the scheme must be executed to enable beneficiaries to utilise the grant amount productively, with a special focus on empowering women. Sources said the scheme supports employment-based projects by organising SC beneficiaries under a cluster model. "Each beneficiary is eligible for a grant of up to Rs 50,000 or 50 per cent of the project cost, whichever is lower. With the integration of CM YUVA, this grant will now serve as margin money, paving the way for easier access to institutional loans and enabling beneficiaries to start their enterprises," they said. Sources said that this integrated approach is a strategic step towards elevating SC community above the poverty line by creating sustainable and respectable livelihood opportunities. In a recent meeting of the Social Welfare Department, the CM stressed the importance of ensuring that the schemes deliver tangible results on the ground. He directed departments like MSME, the State Rural Livelihood Mission (SRLM) and CM YUVA to collaborate and develop a joint action plan," they said. Sources said under this innovative model, youth from the SC will benefit from comprehensive vocational training, mentorship, financial literacy and marketing support. "These empowered entrepreneurs will also have access to loans under the CM YUVA scheme, which are backed by government guarantees. This initiative will enable them to establish small and medium-sized enterprises, creating self-employment opportunities and driving job creation for others," they said. Sources said the programme highlights the Yogi government's steadfast commitment to fostering inclusive growth and driving the socio-economic transformation of the SC. UNI AB PRS
