New Delhi: Union Minister Chirag Paswan has written to Bihar Chief Minister Nitish Kumar over the Muzaffarpur rape-murder case, expressing concern about the 'profound failure' of law and order and the public health system in the state. Criticising the PMCH, Paswan wrote: 'Instead of providing the necessary treatment to save the girl, the hospital left her in the ambulance, wasting precious time. This is not just negligence, but a crime against humanity.' 'The incident of gang rape and the subsequent attempted murder of a nine-year-old Dalit girl in Muzaffarpur's Kudhni area on 26 May has shaken the entire state. This horrific crime is not only the brutal killing of an innocent life but also highlights a deep breakdown in law and order, social consciousness, and the public health system of Bihar,' he added. The victim succumbed to her injuries at the PMCH on 1 June. Paswan alleged that she had to wait for over six hours in the ambulance before being admitted, severely affecting her chances of survival. This isn't the first time Paswan has positioned himself in opposition to Kumar. In the 2020 assembly elections, the Lok Janshakti Party (LJP)—before the split between Chirag Paswan and his uncle Pashupati Paras—had contested solo, despite being part of the NDA at the Centre. The party won just one of the 137 seats it contested, but inflicted significant damage on JD(U), which saw its tally drop to 43 from 71 in 2015. LJP's 5.7 percent vote share reportedly affected JD(U)'s fortunes in at least 28 constituencies. 'Nitish Kumar ji was once synonymous with good governance—that situation has changed drastically. Chirag Paswan is only reflecting the reality on the ground. Issues of lawlessness and crumbling healthcare must be urgently addressed ahead of the elections,' said a senior LJP (Ram Vilas) leader. His recent statement indicating willingness to contest the upcoming assembly polls has once again stirred political speculation. Posters projecting him as a potential chief ministerial face have surfaced across Bihar, though in an interview with ThePrint, Paswan reiterated that Kumar remains the NDA's CM candidate. Paswan further stated that the perpetrators of the gang rape were 'as guilty as the doctors and administrators at PMCH who failed to provide immediate care'. He called this 'a crime against humanity'. The union minister has urged the CM to arrest the accused immediately and ensure they receive the 'harshest' punishment. He has also called for a high-level judicial inquiry into the conduct of the PMCH hospital staff, demanding that 'criminal charges be filed against those who deliberately delayed treatment' and that 'immediate suspension and departmental action' follow. Representatives of the Lok Janshakti Party (Ram Vilas) have visited the victim's family and assured them of 'every possible effort to ensure justice.' 'But until firm and transparent action is taken against all responsible—both within the government and the administration—justice will remain incomplete and unacceptable,' Paswan concluded. The Opposition has also slammed the Bihar government over the case. ThePrint has sought a comment from the JD(U). This report will be updated if and when a response is received. However, a senior JD(U) leader, speaking on condition of anonymity, said this was not the first time that Paswan had publicly criticised the Bihar government. 'He is part of the NDA, but from time to time he raises issues to distinguish himself as a different kind of leader. He is trying to carve his own path. But such tactics may not help him in the long run. He could have communicated these issues without going public,' said the JDU leader. Patna: Bihar Leader of the Opposition, Tejashwi Yadav, launched a scathing attack on Chief Minister Nitish Kumar and his government on Monday over the Muzaffarpur rape case and medical negligence at PMCH that led to the death of a 10-year-old Dalit girl. Speaking to the media, Tejashwi Yadav said, "Whether it's law and order, healthcare, education, or employment, this double-engine government has failed completely. The Chief Minister has never expressed regret on any such issue. I doubt if he even knows about this brutal rape case." Tejashwi Yadav strongly criticised the Chief Minister and his two deputies for allegedly being preoccupied with political events and election preparations, saying they were ignoring public grievances and justice. "Criminals are dominant in Bihar. Bullets are being fired near the Secretariat and even outside the Chief Minister's residence. There is no law and order left in Bihar," Yadav added, pointing to recent violent crimes across the state. On the victim's death, Yadav claimed the child was left in an ambulance for over four hours without treatment at PMCH, which he described as an inexcusable administrative failure. "No one from the government met the victim's family. This shows the insensitivity of the ruling alliance," he said. When asked about his brother Tej Pratap Yadav's controversy and comments involving the term "Jaichand," Tejashwi said the matter has been handled by RJD national president Lalu Prasad Yadav, and he would not comment on personal issues. On Congress President Mallikarjun Kharge's statement criticising the NDA's focus on optics over substance, Yadav said, "He has only spoken the truth. The incident has triggered massive political outrage and exposed deep flaws in the state's healthcare system. The minor girl, a victim of sexual assault by a villager, was referred from Muzaffarpur to PMCH in Patna, where she was allegedly made to wait in an ambulance for nearly four hours without being admitted, despite being in critical condition. She died during treatment on June 1, sparking widespread protests. After meeting the grieving family, Tejashwi Yadav launched a scathing attack on the Nitish Kumar-led government and Health Minister Mangal Pandey, calling the tragedy a result of the collapsed health infrastructure in Bihar. 'They keep repeating that an investigation committee has been formed. I want to ask them in how many cases has action actually been taken after investigation?' he said. 'If the hospital system was functioning properly, the girl would have been alive today,' Yadav said. Facing mounting pressure, the Bihar government on Tuesday took major disciplinary action. Dr Abhijeet Singh, Deputy Superintendent in charge of PMCH Patna, has been removed from his post for administrative failure and negligence. Dr Kumari Vibha, Superintendent of SKMCH Muzaffarpur, has been suspended with immediate effect for not following referral protocols and showing insensitivity in the victim's treatment. According to the Health Department's official order, the actions were taken based on prima facie findings, and further proceedings, including the preparation of a charge sheet, are underway.

In response to the outrage, the Health Department took action against PMCH Deputy Superintendent-in-Charge Abhijeet Singh, who has been relieved from his post. Kumari Bibha, the Superintendent of Sri Krishna Medical College and Hospital (SKMCH) in Muzaffarpur has also been suspended. 'Extreme insensitivity' The official notification from the Health Department said that the death of a minor rape victim has come to its notice, adding that detailed investigation is being conducted into the matter. It said that, prima facie, it had been found that the Deputy Superintendent-in-Charge of Patna Medical College and Hospital did not discharge his duties properly, indicating administrative failure. 'Superintendent, SKMCH, Muzaffarpur did not follow the referral policy and did not discharge [her] duties properly. Also, extreme insensitivity was shown in the treatment of the victim. Ms. Bibha is suspended with immediate effect till further orders,' the Health Department order said. She has been suspended under the relevant provisions of Rule 9 of the Bihar Government Servant (Classification, Control and Appeal) Rules-2005. A separate charge sheet will be prepared once the investigation is complete. During her suspension period, Dr. Bibha's headquarters will be set as the State Health Department in Patna, and she will only be paid a subsistence allowance, in the light of Rule 10 of the Bihar Government Servant (Classification, Control and Appeal) Rules-2005. Brutal assault, deadly negligence The 11-year old Dalit child was raped and found in a pit at a brick kiln in Muzaffarpur on May 26, according to the police. She had nearly 20 knife wounds on and around her neck. A first information report (FIR) was lodged against a 30-year-old man on the complaint of the girl's uncle, and the accused was arrested the same evening. The child was initially taken to the SKMCH and then transferred to Patna on May 31, for better medical treatment. However, she was allegedly left in pain inside the ambulance outside the Patna hospital for about five hours, and was admitted only after intervention by Bihar Congress president Rajesh Kumar. She died at the PMCH on June 1. 'No one will be spared' The Leader of Opposition in the Bihar Legislative Assembly Tejashwi Yadav visited the child's house in Muzaffarpur on Tuesday (June 3, 2025), and slammed the State government for the death by negligence and the alleged failure of law and order in the State. Attacking Bihar Chief Minister Nitish Kumar, Mr. Yadav said that beds at government hospitals are sold at premium prices. BJP leader and Deputy Chief Minister Samrat Choudhary accepted that the death of the rape victim was due to medical negligence, adding that the State government has taken strict action against the top medical officials of two medical college hospitals. 'No one will be spared and the culprits of rape will be punished by conducting a speedy trial. Nitish Kumar's government works on the policy of zero tolerance towards all kinds of crimes. Strict action will be taken against those found guilty in the Muzaffarpur incident. The Opposition should not do politics on this incident,' Mr. Choudhary told journalists in Patna.
