Chirag targets Nitish over Muzaffarpur case, flags ‘breakdown' in Bihar law & order, healthcare
In the letter, a copy of which is with ThePrint, Paswan urged Kumar to take 'strict action' in the 'heart-rending' gang rape and murder of a Dalit girl in Muzaffarpur, and highlighted what he called 'gross negligence' on the part of the Patna Medical College and Hospital (PMCH).
Both Kumar and Paswan are allies in the NDA, and the letter assumes political significance ahead of the crucial Bihar assembly elections. According to sources, Paswan's intervention also underscores the internal complexities of the alliance and signals his intent to 'carve a larger role for himself in the state'.
New Delhi: Union Minister Chirag Paswan has written to Bihar Chief Minister Nitish Kumar over the Muzaffarpur rape-murder case, expressing concern about the 'profound failure' of law and order and the public health system in the state.
Criticising the PMCH, Paswan wrote: 'Instead of providing the necessary treatment to save the girl, the hospital left her in the ambulance, wasting precious time. This is not just negligence, but a crime against humanity.'
'The incident of gang rape and the subsequent attempted murder of a nine-year-old Dalit girl in Muzaffarpur's Kudhni area on 26 May has shaken the entire state. This horrific crime is not only the brutal killing of an innocent life but also highlights a deep breakdown in law and order, social consciousness, and the public health system of Bihar,' he added.
The victim succumbed to her injuries at the PMCH on 1 June. Paswan alleged that she had to wait for over six hours in the ambulance before being admitted, severely affecting her chances of survival.
This isn't the first time Paswan has positioned himself in opposition to Kumar. In the 2020 assembly elections, the Lok Janshakti Party (LJP)—before the split between Chirag Paswan and his uncle Pashupati Paras—had contested solo, despite being part of the NDA at the Centre. The party won just one of the 137 seats it contested, but inflicted significant damage on JD(U), which saw its tally drop to 43 from 71 in 2015. LJP's 5.7 percent vote share reportedly affected JD(U)'s fortunes in at least 28 constituencies.
'Nitish Kumar ji was once synonymous with good governance—that situation has changed drastically. Chirag Paswan is only reflecting the reality on the ground. Issues of lawlessness and crumbling healthcare must be urgently addressed ahead of the elections,' said a senior LJP (Ram Vilas) leader.

Speculation after posters go up projecting Paswan as CM face
During his 2020 campaign, Chirag had openly targeted Kumar and JD(U), while carefully maintaining his support for the BJP. His recent statement indicating willingness to contest the upcoming assembly polls has once again stirred political speculation. Posters projecting him as a potential chief ministerial face have surfaced across Bihar, though in an interview with ThePrint, Paswan reiterated that Kumar remains the NDA's CM candidate.
Paswan further stated that the perpetrators of the gang rape were 'as guilty as the doctors and administrators at PMCH who failed to provide immediate care'. He called this 'a crime against humanity'.
The union minister has urged the CM to arrest the accused immediately and ensure they receive the 'harshest' punishment. He has also called for a high-level judicial inquiry into the conduct of the PMCH hospital staff, demanding that 'criminal charges be filed against those who deliberately delayed treatment' and that 'immediate suspension and departmental action' follow.
Representatives of the Lok Janshakti Party (Ram Vilas) have visited the victim's family and assured them of 'every possible effort to ensure justice.' 'But until firm and transparent action is taken against all responsible—both within the government and the administration—justice will remain incomplete and unacceptable,' Paswan concluded.
The Opposition has also slammed the Bihar government over the case.
ThePrint has sought a comment from the JD(U). This report will be updated if and when a response is received.
However, a senior JD(U) leader, speaking on condition of anonymity, said this was not the first time that Paswan had publicly criticised the Bihar government.
'He is part of the NDA, but from time to time he raises issues to distinguish himself as a different kind of leader. He is trying to carve his own path. But such tactics may not help him in the long run. He could have communicated these issues without going public,' said the JDU leader.

‘Tejashwi Yadav leading Bihar alliance coordination panel … not our mandate to announce anyone as CM face': Congress state in-charge
As the NDA and INDIA bloc begin gearing up for the Bihar Assembly polls, with Prime Minister Narendra Modi and Leader of Opposition Rahul Gandhi visiting the state at regular intervals, the Congress's Bihar in-charge Krishna Allavaru speaks to The Indian Express about the party's revival strategy, ties with ally Rashtriya Janata Dal (RJD), and the challenges posed by the ruling NDA and newcomer Prashant Kishor. Excerpts: * The Congress has been in the shadows in Bihar for almost 30 years now. How are you planning to re-energise the party? The Congress got so weak in the past that its repair will take time. But we have been working hard on all fronts, right from social justice to political justice. When we say political justice, we are talking about representational politics. Our Bihar team, led by Pradesh Congress Committee president Rajesh Kumar, will announce its committee soon. We will try for a much better social balance than in past teams. * There has been criticism that choosing Rajesh Kumar, a Dalit leader, as the state Congress chief is just symbolism… No. Rajesh Kumar has been associated with the party for a long time and has contributed immensely to the organisation. Along with Congress Legislature Party leader Shakil Ahmad Khan, he is our Bihar face. Rahul Gandhi has been focusing on representation from as many social segments as possible. We have also redone our district committees, giving good representation to the Other Backward Classes (OBCs), Extremely Backward Classes (EBC), minorities, and Dalits. * What is the Congress's strategy to convince voters? We have been talking about migration, unemployment, poor quality education, and greater participation of women in politics, government and non-government sectors. Rahul Gandhi has been addressing 'Samvidhan Bachao (Save the Constitution)' meetings. He also met EBC, OBC, and Dalit students in Darbhanga. The Bihar government has been so terrified by our plans to reach out to students that they tried their best to stop Rahul Gandhi from meeting the students. Haven't BJP and JD(U) leaders organised functions in schools and colleges? But they foisted a false case on our leader for holding a meeting without permission. * What do you make of the Centre announcing a caste enumeration in the next population Census? They have done so under our pressure. The demand for a nationwide caste census has been our agenda. We still think that the NDA is not serious about it. Their conscience is not clear. Had it been so, it would have devised policies as per the findings of the Bihar caste-based survey. But we will keep talking about it in a phased manner through meetings and yatras. Rahul Gandhi is in Nalanda on June 6 to further pitch for social and political justice. * How are the Congress's ties with the RJD? Is Tejashwi Yadav the leader or the chief ministerial face of Mahagathbandhan? Our INDIA bloc allies have their distinct strengths. We have to complement and supplement one another. The coordination committee is the supreme body for discussing all issues, from joint rallies to seat sharing. There have been coordination committee meetings at the district level, too. As for Tejashwi, he is the leader of the coordination committee. It is not the Congress's mandate to announce anyone as the CM face. It is the collective job of all allies to announce their leader at the right time. * Is the 'jungle raj' tag for the RJD holding the Congress back from declaring Tejashwi as the Mahagathbandhan's leader? The real 'jungle raj' is being witnessed under the current NDA regime. One can see the rising graph of crime in recent times. There has been too much interference from the bureaucracy in governance. * Is there any concern that you may end up contesting fewer seats as part of the alliance since it won just 19 of the 70 seats it contested in 2020? We cannot speculate on seat sharing. We aim for a strong Congress that will make the INDIA bloc stronger. Our campaign is not region-specific; our focus is on quality seats. Seat sharing will be completed well ahead of the polls. * What is the Congress's view on National Students' Union of India (NSUI) in-charge Kanhaiya Kumar's role? Can one see Tejashwi and Kanhaiya sharing the dais during campaign events? Kanhaiya is a very good orator. People come to listen to him. He connects well with people. We hope Tejashwi and Kanhaiya share the dais. This is more a matter of perception than reality. We have a vast line-up of leaders who will campaign in Bihar. Besides national party president Mallikarjun Kharge and LoP Rahul Gandhi, Priyanka Gandhi, Sachin Pilot, and other senior leaders will campaign. * Will the NDA's nationalism pitch following Operation Sindoor make things tough for the Opposition in the elections? Ours is a win-win alliance. On the contrary, we see the NDA constituents wavering. Chief Minister Nitish Kumar has switched sides so many times that we will not be surprised if he does it again. LJP (RV) leader Chirag Paswan looks non-committal towards the NDA with his recent statements (on wanting to contest the Assembly polls). Rashtriya Lok Morcha leader Upendra Kushwaha is also wavering. As for the nationalistic pitch around Operation Sindoor, US President Donald Trump exposed the myth of Narendra Modi's nationalism with his social media post on brokering the ceasefire between India and Pakistan. * How big a factor will Nitish Kumar be? Nitish Kumar is a nice person. But he is no longer running his party or the government. A handful of people have taken control over him. He has not been able to provide employment. Nor could he bring big industries to Bihar as was done during the Congress's rule. Whatever little employment the Bihar government could give, it was during the Mahagathbandhan government. * Will Jan Suraaj Party founder Prashant Kishor be a factor in the Assembly polls? He is trying hard to be a factor. But he is struggling.

CPI MP writes to president alleging misuse of governor's office in opposition-ruled states
New Delhi, CPI Rajya Sabha MP P Sandosh Kumar on Friday wrote to President Droupadi Murmu alleging "misuse' of gubernatorial authority in the opposition-ruled states. Mentioning a recent incident in Kerala where a portrait of 'Bharat Mata' was used at an event at the Raj Bhavan, leading to a boycott of the function by a state minister, Kumar expressed serious concern over the "continued misuse of gubernatorial authority in the opposition-ruled states". Kumar said it was most recently reflected in the conduct of the Kerala governor during the Environment Day celebrations at the Raj Bhavan, where a "particular version of the Bharat Mata image" was displayed without consulting the state government. "The arbitrary imposition of a particular version of the Bharat Mata image – without consultation with the elected government – forced Agriculture Minister P Prasad to boycott the event," Kumar said. Claiming that it was not an isolated episode, the CPI leader said, 'We are witnessing a pattern where governors in states like Kerala and Tamil Nadu repeatedly act as political agents, converting Raj Bhavans into ideological outposts of the RSS, disregarding constitutional norms, federal principles and the mandate of democratically elected governments.' He alleged that the Kerala incident also "potentially contravened" the Emblems and Names Act, 1950, and the Prevention of Insults to National Honour Act, 1971, "by misusing national symbols for political or sectarian purposes". "The Bharat Mata image, originally envisioned by Abanindranath Tagore during the Swadeshi movement as a unifying emblem of anti-colonial resistance, has in recent years been altered and weaponised by an organisation notorious for its divisive politics. 'It is unacceptable that such reimagined and controversial symbols are now being forced upon official functions and public institutions, further polarising our society," Kumar alleged. The CPI leader urged the president to "take serious note of this trend and take immediate steps to ensure that governors do not overstep their constitutional mandate". The presence of a Bharat Mata portrait, allegedly associated with RSS 'shakhas', at a World Environment Day event at the Raj Bhavan in Thiruvananthapuram on Thursday led to the state government boycotting the programme. Kerala Agriculture Minister P Prasad, who boycotted the event, said while the state government respects Bharat Mata, using an image commonly associated with RSS 'shakhas' for an official function at the Raj Bhavan was 'unconstitutional'. In a statement issued by the Raj Bhavan, Governor Rajendra Vishwanath Arlekar said, "Whatever be the pressure from whichever quarters, there will be no compromise whatsoever on Bharat Mata."

'Mountain Man' Dasharath Manjhi 's son Bhagirath, who recently quit Bihar Chief Minister Nitish Kumar 's JD(U) to join the Congress, on Friday disclosed that he wanted a party ticket in the upcoming assembly polls. Bhagirath spoke to PTI ahead of Gandhi's visit to Beldaur, the village to which his legendary father belonged. He said, "You can look at our house. We still do not have a pucca house. "What benefit did my father and his family get from that show? Of course, Nitish Kumar may have got some brownie points", said the embittered son. Live Events Dashrath Manjhi earned fame for his feet of flattening a hill, just with a hammer and a chisel, after his wife stumbled while bringing him food from their home. It took several years for Manjhi, who passed away in 2007, to achieve his goal which reduced by over 40 km the distance between two administrative blocks of the district of Gayaji. The poignant life story also inspired a biopic "Manjhi - The Mountain Man" in which the titular role was played by National Award-winning actor Nawazuddin Siddiqui. Bhagirath, who was inducted into JD(U) last year, but joined the Congress in February this year, weeks after attending Gandhi's 'Samvidhan Suraksha Sammelan' in Patna, also said he would seek a ticket in the polls which are barely a few months away. He said, with candour, "When Rahul Gandhi comes here, I am going to ask him for a party ticket from Bodh Gaya". Named after the international Buddhist pilgrim town, Bodh Gaya happens to be a reserved constituency. The seat is currently held by the RJD, the Congress' senior ally in Bihar.
