Bhopal: As metro operations approach their launch, a significant portion of Bhopal City Link Limited (BCLL) city buses are currently non-operational. The metro system requires a supporting feeder network, primarily relying on BCLL services. However, BCLL's effectiveness hinges on the arrival of 100 electric buses to adequately meet passenger requirements. The anticipated deployment of electric buses via the PM e-Bus Sewa scheme offers a prospective resolution to address this challenge in the transportation network. BCLL CEO Anju Arun Kumar explained the issue with the BCLL bus service stemmed from a disagreement with an existing operator. While efforts are underway to resolve it, the matter had gone into litigation. In the meantime, the city has received approval for around 100 electric buses under the PM e-Bus Sewa scheme. These are expected to start arriving by the end of the year. Alongside this, work is also in progress to develop the required charging infrastructure. Routes Await Ridership There are about 80 diesel buses and around 77 CNG buses which are on road. 149 buses are parked stationery under litigation. "If ridership picks up, service can resume on those routes," said Kumar. She mentioned that work is in progress to optimise bus routes, with required approvals being pursued from the regional transport office for implementing these route modifications. Most of the existing operators are still functioning, and there haven't been major problems with them. The number of buses on the road is above 100. Routes became slightly less profitable due to reduced ridership, which led to fewer buses operating on certain routes, she added. BCLL which is wholly owned subsidiary BMC, anticipates it will be first city off the block to start e-bus service. It is expected to receive first lot of electric buses before the year concludes. The administration has initiated tenders for charging facilities and depots, implementing the gross cost contract framework. The central administration will finance charging equipment entirely, while depot construction costs are shared between central and state authorities. BCLL has also proposed enhanced intracity transport connections to alleviate urban route congestion. Mayor Pass In Limbo BCLL and BMC are yet to decide whether mayor pass, a subsidised travel card to ensure affordable transport for students and economically disadvantaged passengers, will be part of e-bus service.

The central govt should provide direct subsidies to state govts to procure electric buses under the PM e-Bus Sewa scheme, instead of allocating them to private operators under the PPP model, said Karnataka transport minister Ramalinga Reddy. He was speaking after inaugurating the new automated driving test track at Kamblapadavu in Pajir village, Ullal taluk, on Sunday. The procurement and operation of electric buses was easy during the UPA regime. While the central govt was providing 50 per cent of the fund, the state and its transport corporations had to invest 25 per cent each to operate buses. Now, under the NDA regime, buses are not given directly to states but instead procured through tenders, and the subsidy goes to the participating bidders. They will own the buses, hire drivers, and also maintain the vehicles while the state corporations have to appoint conductors and pay the operators on a kilometre basis. The minister suggested that the central govt should directly pay the subsidy to the state transport corporations across the nation. He added that a discussion in this regard was held with Union minister HK Kumaraswamy too. On 100 electric buses sanctioned to Mangaluru under the PM-eBus Sewa Scheme, the minister said the depot and terminal will be developed soon after land was identified. On the new automated driving test track, Reddy said Karnataka will have the highest number of automated driving test stations in the country. "In fact, chief minister Siddaramaiah was scheduled to inaugurate the facility, which was developed at a cost of Rs 7.5 crore. However, due to technical reasons, the programme was postponed. Govt has been providing automated driving test tracks at 42 centres covering all districts in the state," he said. Karnataka assembly speaker UT Khader presided while Dakshina Kannada MP Capt Brijesh Chowta, among others, were guests. Automated test to begin in 10 days RTO Sridhar K Mallad said the new automated driving test station set up as per the guidelines of the central govt will replace the manual inspections. "Further, it will increase efficiency while preventing corruption and interference of middlemen. There are separate automated driving test tracks for two-wheelers, light motor vehicles, and heavy vehicles," he said. "The manual facility at Vamanjoor will be shifted to the new facility at Kamblapadavu within a few days. The new automated driving test track will be made operational within 10 days after the services are linked to the NIC. Once the linking process is completed, applicants can book slots for tests online," he said.

Tricity public transport faces crisis as 100 buses to be phased out and replacements delayed

Come November, the Chandigarh Tricity public transportation system will face a major crisis. Eighty percent of the Chandigarh Transport Undertaking (CTU) buses on the Tricity routes will be off the road, and their replacements — 100 electric buses — are stuck in legal and procedural delays. Out of the 358 diesel buses on local routes, 100 will complete their 15-year service limit by Nov this year, and these will have to be phased out. "All of these are on the Tricity routes — Mohali and Panchkula districts — comprising 80 per cent of the total buses on these routes. Taking off these buses will leave a large number of Tricity passengers using public transport in the lurch," said a UT official. "This is more so as the CTU is the mainstay of the public transport system in the Tricity, with Mohali having no Tricity bus service available and Panchkula having a very limited local bus service. When these 100 buses are taken off the road, there will be a consequent reduction in bus services within the Tricity." The process to replace these 100 diesel buses with e-buses started a couple of years ago. "The buses were being purchased under a central govt scheme, and even the tendering process was completed last year. But since then, litigation plagued the execution of the tender. On July 2, there was a final judicial pronouncement expected to resolve the issue, but it didn't happen, and legal proceedings are still going on," said the official. Meanwhile, a UT proposal to procure 100 e-buses by initiating the tendering process at its own level is pending with the ministry of home affairs (MHA). "Recently, the MHA got the nod from the ministry of housing and urban affairs (MoHUA) for the proposal. Thereafter, the MHA sent the proposal to the department of expenditure, ministry of finance," said the official. The new 100 e-buses were to be ultra-low entry (ULE) vehicles of 12m length. The existing e-buses with CTU are 9m long and of low entry. The 100 buses are to be availed under the PM e-Bus Sewa scheme . One option is to relax the norm for the 15-year rule on the service tenure of govt buses. "The central govt rules categorically stipulate taking out of service vehicles completing a 15-year tenure. But the department would propose to the competent authority to relax this norm for these 100 buses," said the official. Another option the department is working on is to divert some of its long-route buses to Tricity routes. "Though it will help Tricity passengers, CTU long-route buses will suffer. CTU will also lose its long-route passengers to other carriers. It will entail major losses for the CTU," said the official.

This move is part of India's push to decarbonise public transport in major urban centres. The tender, issued by Convergence Energy Services Ltd (CESL) on June 27, covers five key cities. Bengaluru leads the allocation with 4,500 buses, followed by Delhi (2,800), Hyderabad (2,000), Ahmedabad (1,000), and Surat (600). This government-backed initiative is being executed under the Gross Cost Contract (GCC) model, where bus operators are compensated based on kilometres run, ensuring long-term revenue visibility for fleet providers and OEMs. The scope includes procurement, supply, operations, and maintenance, along with charging and civil infrastructure development. With bids set to open on August 12, the tender is expected to attract significant interest from leading EV manufacturers like Olectra Greentech and JBM Auto, both of whom are already key players in India's electric bus space. Olectra Greentech shares opened at ₹1,221.00 today, touching a high of ₹1,230.30 and a low of ₹1,202.80. The stock's 52-week high stands at ₹1,960.00, while the 52-week low is ₹989.95. On the other hand, JBM Auto shares opened at ₹656.05, hit a high of ₹657.70, and dropped to a low of ₹642.00 during the session. The stock has a 52-week high of ₹1,169.38 and a low of ₹489.80.
