Bhatti vows Telangana govt will complete Palamuru-Rangareddy Lift Irrigation scheme

: Deputy Chief Minister Mallu Bhatti Vikramarka has reiterated the Telangana government's commitment to complete the Palamuru-Rangareddy Lift Irrigation Scheme (PRLIS) and turn the barren lands in backward Mahabubnagar district fertile. Mr. Bhatti was addressing a public meeting in Devarakadra constituency of the erstwhile Mahabubnagar district after laying foundation stones for 12 sub stations on Friday (June 6, 2025). 'During the BRS [Bharat Rashtra Samithi] regime, neither water flowed nor funds remained — everything vanished. The previous rulers looted whatever they could like thieves and are now trying to appear as saviors, but their own family members are revealing the truth: they had no love for the people,' he remarked. He said the government would fast-track the completion of the Palamuru-Rangareddy scheme and release the required funds without delay. He announced that funds for Rehabilitation & Resettlement (R&R) and land acquisition would be released immediately. The gap between the Narlapur and Edula reservoirs will be filled with necessary funding. 'When ₹70 crore was needed for the Uddandapur R&R package, we released them without hesitation. In the future too, the government is ready to release any amount required,' he said. Referring to the Krishna River, the Deputy Chief Minister said that people of Palamuru dreamed of utilising its waters for their lands — the reason they demanded a separate State. However, in ten years, the previous rulers couldn't provide irrigation even to a single acre. He said all major irrigation projects in the old Mahabubnagar district — Jurala, Koilsagar, Bheema, Nettempadu, and Kalwakurthy — were completed during the Congress government. The current Indiramma government, he said, has launched the Indira Solar Giri Jal Vikasam scheme to empower tribal people with dignity. Under this scheme, the government is distributing free borewells, solar pump sets, and plants like avocado across 6.7 lakh acres owned by tribal communities.

Nagam diluted PRLIS case after joining BRS: TPCC president Mahesh

HYDERABAD: TPCC president B Mahesh Kumar Goud on Monday came down heavily on BRS working president KT Rama Rao for claiming that the Supreme Court had vindicated the BRS' stance that it had done nothing wrong in the execution of the Palamuru-Rangareddy Lift Irrigation Scheme (PRLIS). Speaking to the media here, Goud said that the BRS leader should bear in mind that Nagam Janardhan Reddy had filed the petition when he was in the Congress. The BRS, after admitting him into the party later, had the case diluted which led to the apex court dismissing the petition. 'How can Nagam Janardhan Reddy fight against KCR while continuing in the BRS?' he wondered. Goud also slammed Rama Rao for calling the BRS regime the 'golden period' of Telangana and mocked his claim that there was no corruption at any point during that time. Further, the TPCC chief challenged Rama Rao on whether he could write a letter to the chief minister demanding a CID or judicial probe into the Palamuru-Rangareddy Lift Irrigation Scheme, as he was alleging no corruption took place in its execution. 'Let him do that. Then facts will come out as to how corruption had taken place,' he said.

SC junks Nagam's plea against Palamuru-Ranga Reddy scheme

Hyderabad / New Delhi: The Supreme Court on Wednesday dismissed the Special Leave Petition (SLP) filed by former minister Nagam Janardhan Reddy, which alleged financial irregularities in the Palamuru-Rangareddy Lift Irrigation Scheme (PRLIS). The Supreme Court bench headed by Justice B V Nagarathna and comprising Justice Satish Chandra Sharma after an elaborate hearing on Wednesday dismissed the SLP recording that there are no merits in the case to interfere with the Order of the High Court of Telangana which had earlier dismissed the Public Interest Litigation filed by Dr Nagam Janardhan Reddy vide Order dated 03.12.2018. The Supreme Court bench observed that four other cases filed by Dr Nagam relating to the very same project before the High Court have been either dismissed or disposed and have attained finality as no appeals are pending. It also recorded that the Central Vigilance Commissioner (CVC), while dealing with the complaint filed by very same Nagam on this issue, had given a clear finding that the allegations are unsubstantiated. The bench questioned the senior counsel Prashant Bhushan, who appeared for the petitioner Dr Nagam, as to how a prayer can be sought before the High Court in a Writ Petition to declare the revision of rates as fraudulent. Responding to this, Bhushan urged the bench to ignore that part of the prayer and focus on the second part which was seeking a direction to the Central Bureau of Investigation to investigate the alleged fraud. Justice Nagarathna stated that any revision of rates or ratios could have been exercising of commercial wisdom by the State and wondered how can the courts give a direction to the CBI to investigate. She said courts cannot be a monitor for every action of the State. Senior counsel and former Attorney General, Mukul Rohtagi, appearing for Megha Engineering & Infrastructures Ltd (MEIL), in his submissions raised objections about the maintainability of the SLP itself. He informed the court that the very same petitioner Dr Nagam has been filing one after another cases for the last 10 years before the High Court, CVC etc against them as a form of harassment. He drew the attention of the court to the finding given by the CVC on the complaint made by Dr Nagam. After hearing submissions on both sides in detail, the Supreme Court bench pronounced its order dismissing the SLP.

SC rejects Nagam Janardhan Reddy's please on Palamuru-Rangareddy Project

New Delhi: The Supreme Court of India has dismissed the Special Leave Petition (SLP) filed by former minister Nagam Janardhan Reddy, which alleged financial irregularities in the Palamuru-Rangareddy Lift Irrigation Scheme (PRLIS). A bench headed by Justice B.V. Nagarathna and including Justice Satish Chandra Sharma found no merit in the case to warrant interference with a prior ruling from the Telangana High Court, which dismissed a Public Interest Litigation filed by Dr. Nagam on 3rd December 2018. The Supreme Court noted that four similar cases filed by Dr. Nagam concerning the same project have either been dismissed or disposed of, attaining finality with no pending appeals. The court highlighted the findings of the Central Vigilance Commissioner (CVC), who stated that the allegations made by Dr. Nagam were unsubstantiated. During the hearing, the bench questioned senior counsel Prashant Bhushan, representing Dr. Nagam, on the grounds for claiming that a revision of rates was fraudulent. Mr. Bhushan requested the bench to focus on the second part of the petition, which sought a directive for the Central Bureau of Investigation (CBI) to probe the alleged fraud. However, Justice Nagarathna expressed scepticism, suggesting that revisions of rates may simply reflect the state's commercial discretion and that courts cannot oversee every government action. Mukul Rohatgi, former Attorney General and counsel for Megha Engineering & Infrastructures Ltd (MEIL), raised concerns about the maintainability of the SLP, stating that Dr. Nagam had filed numerous cases over the past decade as a form of harassment. He pointed to the CVC's prior findings regarding Dr. Nagam's complaints. After thorough consideration of the arguments, the Supreme Court upheld the High Court's discretion to decline the CBI investigation request. The bench concluded that the High Court had justified reasons for its decision, leading to the dismissal of the SLP on the grounds that it lacked merit.

‘Telangana has fulfilled CWC requirements, allot 90 tmcft for PRLIS'

HYDERABAD: Irrigation Minister N Uttam Kumar Reddy has requested Central Water Commission (CWC) chairman Atul Jain to approve water allocations for two key projects — the Palamuru Rangareddy Lift Irrigation Scheme (PRLIS) and the Sammakka-Sarakka Barrage. Accompanied by Engineer-in-Chief (Irrigation) G Anil Kumar and interstate SE Salla Vijay Kumar, the minister met Jain in New Delhi on Wednesday. He also raised concerns over interstate water management, infrastructure safety and the potential impact of Polavaram backwaters. It must be noted that Jain also holds additional charge as chairman of the KRMB and the Polavaram Project Authority. Launched in 2015, the PRLIS aims to irrigate 12.3 lakh acres in drought-prone districts like Mahbubnagar, Nagarkurnool, Vikarabad, Rangareddy and Nalgonda by lifting two tmcft of Krishna river water daily using a series of five pumping stations during the 60-day flood season. Uttam sought an overall allocation of 90 tmcft for the project, with a first-phase sanction of 45 tmcft, noting that all CWC requirements had been fulfilled. For the Sammakka-Sarakka Barrage at Thupakulagudem in Mulugu district, the minister requested 44 tmcft. The barrage, with a capacity of 6.94 tmcft, is meant to stabilise irrigation across 5.55 lakh hectares under the Devadula and Sriramsagar schemes, and also supply drinking water to villages along the route. He said all maps and documentation had been submitted. The minister also expressed concern over Andhra Pradesh's alleged illegal diversion of Krishna water and urged the installation of telemetry instruments at key river points to monitor flow and prevent unauthorised drawals. He noted that Telangana had already released its financial share to the Krishna River Management Board (KRMB) for the purpose. Threat of Polavaram backwaters Highlighting the backwater threat from the Polavaram project, Uttam called for a fresh assessment and safeguards to protect Telangana from possible flooding and displacement. He also sought CWC's cooperation in conducting a geo-technical and structural review of the Kaleshwaram Lift Irrigation Scheme, referencing the National Dam Safety Authority's (NDSA) recommendation for CWC's oversight. After the meeting, Uttam said the CWC chairman responded positively and promised prompt action on the state's representations.
