THIRUVANANTHAPURAM: The finance department has asked public sector enterprises (PSEs) under the state government to finalise their accounts in a time-bound manner. A circular by Additional Chief Secretary (Finance) K R Jyothilal warned of withholding future grants to organisations failing to do so. It directed secretaries of administrative departments to ensure the direction is followed by the PSEs under their control. The circular cited the CAG's observations in the State Finances Audit Report 2022-23 that had flagged the issue. The report, tabled in the assembly this March, had pointed out that 24 autonomous bodies had not submitted annual accounts to the CAG and 79 accounts were pending for one to 10 years. The CAG report had said only 16 of 131 PSEs submitted accounts for audit. This constituted 12.21% of the total PSEs under CAG's audit jurisdiction. The circular asked all PSUs as well as autonomous bodies to ensure their accounts are up to date and 50% of the pending audit paras/annual accounts should be reduced/completed within September 30. 'Any lapse will be viewed seriously, the finance officers concerned will be held responsible and will lead to denial of further access to government grants and funds,' it said.

After a first test in 2022, with a shared store opened in Paris (at Les Halles), management intends to intensify the implementation of boutiques housing the offer of both brands. There are currently four such stores. This format is set to proliferate, sometimes on larger surfaces. A new boutique concept is also due to be launched in a few months' time. But this strategy goes hand in hand with a program of store closures, for which the PSE is currently being negotiated with employee representatives. According to newspaper Le Monde, a third of the total number of stores is to be affected, i.e. 26 out of the 90 units operated by the two banners, and 65 jobs. On July 10, the CFDT organized a rally in front of the Uniqlo Opéra store in Paris to protest against the provisions of the redundancy plan, with compensation packages "far inferior" to those obtained during the 2021 and 2023 PSEs. "We refuse to be the collateral victims of a legal choice that allows management to make savings on the backs of its teams", wrote the union in a leaflet, calling for "a real reflection on the future of our brands, refocused on their identity, their history, their know-how, and built with the field. Not yet another meaningless standardization." In an attempt to revive their business, the two labels chaired by Kunii San had announced in the spring of 2024 that they would lower their selling prices by around 30%, in order to reach a wider customer base, particularly the 25-35 age group. Their products have also found a place in some Uniqlo stores. A policy questioned by several fashion industry observers, as described by The Japanese group, which still has the wind in its sails thanks to the Uniqlo locomotive (with sales up 10.7% in the first half of 2024/25), acquired Princesse Tam Tam and Comptoir des Cotonniers just twenty years ago.

Net-metering adds 2,813MW to power generation capacity

LAHORE: An installed capacity of 2,813MW from net-metering has resulted into an increase in Pakistan's total installed electricity generation capacity. As of July-March FY 2025, Pakistan's total installed electricity generation capacity stood at 46,605MW, reflecting a 1.6 percent increase compared to 45,888 MW recorded in the corresponding period of FY 2024. According to Economic Survey of Pakistan, the percentage shares of hydel, nuclear, renewable, and thermal are 24.4 percent, 7.8 percent, 12.2 percent, and 55.7 percent, respectively. The share of thermal power as a dominant source of electricity supply has declined over the past few years, showing an increased reliance on indigenous sources. Out of the total electricity generation of 90,145 GWh, the share of hydel, nuclear, and renewable stands at 53.7 percent. This shift marks a positive development of the economy, as the energy mix transitions away from thermal generation towards more sustainable and environmentally friendly alternatives. A number of fast track solar initiatives have been taken to reduce the impact of high prices of oil and LNG in the international markets resulting in high electricity tariffs and drain foreign exchange reserves, the government has approved the Framework Guidelines for Fast-Track solar PV Initiatives 2022 for fast-track deployment of solar PV. The framework is based on three key pillars, including substitution of expensive imported fossil fuels with Solar PV Energy, Solar PV Generation on 11kV Feeders and solarization of public buildings. For solarization of 11kV feeders, solar PV-based power generation capacity shall be procured for the substitution of expensive imported fossil fuels used for power generation. Exact quantum will be determined on approval of the IGCEP by NEPRA. For solarization of 11kV Feeders, PPIB has prepared and shared the standard RFP and Energy Purchase Agreement with all DISCOs for approval from their respective Boards. Under Public Building Solarization, PPIB has prepared model RFP documents and contract agreements to facilitate Public Sector Entities (PSEs) in the solarization of their buildings. PPIB conducted competitive bidding for 330 buildings on the Lease Purchase Model and 85 buildings on the own-cost model.
