Security forces engage in encounter with Naxalites in J'khand's Jhariakela

The security forces engaged in an encounter with members of banned Naxalite organisation CPI (Maoist) at around 12 PM on May 30. The encounter occurred in the hilly/forest areas of Vangram Tirilposi under Jhariakela Police Station in Jharkhand, a press release said. During the encounter, seeing the security forces gaining an upper hand, the Naxalites fled from the incident spot by taking advantage of the forests and mountains. Explosives and other daily-use items were recovered and seized by the security forces during the search operation. Recently, the Indian forces conducted a major anti-Naxal operation in Chhattisgarh's Narayanpur, eliminating 27 Naxals, which included top commander Basavaraju. Basavaraju, the general secretary of CPI (Maoist), has been involved in Naxalite activities for the past 40-45 years and has been involved in more than 200 Naxalite activities. Meanwhile, Naxal activity in Bastar and many regions of India has "reduced significantly" as a result of carrying out operations against the banned and "illegal" CPI-M outfit, a police official said on Wednesday. Inspector General (IG) of police, Bastar, P Sundarraj told ANI, "As a result of carrying out operations against the banned and illegal CPI-M outfit, Naxal activity in Bastar and many regions of India has reduced significantly... 4 districts of Bastar sub-division, Bijapur, Sukma, Narayanpur, and Kanker were identified as the most affected LWE districts... 6 districts of Chhattisgarh, including Bastar, Dhamtari, and Rajnandgaon, will be specially monitored by us for any kind of resurgence". The IG stated that most of the districts in Chhattisgarh are seeing a drop in naxal activity. "In the country, only 18 districts are Naxal-affected and 28 districts are included in the list of districts of maximum thrust... District of maximum thrust means that naxal activity in the district has reduced to a great extent, but strict observations are still required... Most of the districts in Chhattisgarh are seeing a drop in naxal activity...," he said.

RAIPUR: Once synonymous with the rise of Maoist insurgency, Bastar, along with Kondagaon, have been removed from the list of Left Wing Extremism (LWE)-affected districts by Union home ministry, marking a turning point in Chhattisgarh's mission against Naxalism. Bastar had been on the LWE-affected districts' list for at least 25 years. Bastar and Kondagaon have now been sub-categorised as 'districts of legacy and thrust', which means Maoist activities have come down to a great extent. Bastar range IG P Sundarraj told TOI, "Kondagaon and Bastar are among 30 districts across the country now brought under 'districts of legacy and thrust' category. This removes them from the category of LWE-affected regions but they need development and vigilance on the operational front. " Other districts of Bastar division - Sukma, Bijapur, Narayanpur and Kanker - are still categorised as 'most affected LWE districts' while Dantewada features among 'other LWE districts'. Dhamtari, Kabirdham, Khairagarh-Chhuikhadan-Gandai and Rajnandgaon have also been sub-categorised under 'legacy and thrust districts'. Bastar and Kondagaon were once counted among the hotbeds of Maoist insurgency, but incidents of violence have dropped significantly in recent years. Meanwhile, in a major success for the Chhattisgarh government's anti-Naxal campaign, 18 Naxals, including four members of the dreaded Battalion No. 1, surrendered before the police in Sukma district on Tuesday. According to the officials, the surrender took place under the influence of the state government's rehabilitation initiative, Niyad Nellanar. The surrender came as a boost to ongoing efforts in South Bastar, a region long affected by Naxal violence. Among the 18 who surrendered, several were known to be active in four different Naxal battalions, according to the police. Earlier, Sukma Superintendent of Police Kiran G Chavan said, 'Influenced by 'Niyad Nellanar' scheme, 18 naxals have surrendered today. Four naxalites are associated with Battalion No. 1. Naxalites belonging to 4 battalions have surrendered. Naxalites active in South Bastar have also surrendered.' The SP further assured that the surrendered militants would receive full support and rehabilitation benefits under the government's surrender policy. 'As they have surrendered, they will get all the benefits of the schemes functioning under the state government... I appeal to all the naxals to surrender,' Chavan added. (ANI)

Bastar and Kondagaon have now been sub-categorized as 'districts of legacy and thrust', which means Maoist activities have come down to a great extent but still need sustained vigilance and developmental / operational focus. Other districts of Bastar division — Sukma, Bijapur, Narayanpur and Kanker — are still categorized as 'most affected LWE districts' while Dantewada is identified among 'other LWE districts'. Dhamtari, Kabirdham, Khairagarh-Chhuikhadan-Gandai and Rajnandgaon have also been sub-categorized under 'legacy and thrust districts'. This indeed removes Bastar and Kondagaon from the category of LWE-affected regions but it should be understood as the districts with significantly reduced Maoist activities that need development and vigilance on the operational front.' In the recent notification issued by MHA, 18 districts in the country are identified as 'LWE-affected', 'other LWE-affected' or 'districts of concern', including six in Chhattisgarh. 'It is worth mentioning that due to effective anti-Naxal operations in recent months, we have seen remarkable and positive outcomes in the overall LWE scenario in Bastar Range. Categorization of Kondagaon and Bastar as 'districts of legacy' is a significant step closer to being Maoist-free. In the forthcoming months, all our efforts would be focused on ensuring Naxal menace is totally finished off in the entire Bastar Range,' Sundarraj told TOI. The re-categorization underlines a shift in the LWE landscape of Bastar Range, particularly with Kondagaon and Bastar transitioning towards Naxal-free status. With sustained efforts in both security and development domains, the region is moving decisively toward complete elimination of LWE. The coming months will be critical in translating these gains into permanent peace and inclusive governance, IG added. Sources said that no formal disbursement of central financial aid has been made by MHA for the fiscal yet. Bastar has been receiving grants from Centre under LWE schemes, aimed at infrastructure development and counter-insurgency efforts.
