Puducherry: Pondicherry University (PU) has established two research centres offering one-year postgraduate diploma courses in agamic studies and rock art. The Centre for Agamic Studies and Indian Knowledge Systems aims to study the dynamic role of temples in medieval Indian society. The centre would also study the role of agamic texts in the growth and expansion of the professional arts and crafts among the lower sections of society. A statement from the university said that agamic texts help unravel their role as contributors to sustainable development in medieval times, which can provide lessons in implementation of sustainable development goals in contemporary times. The centre will focus on the evolution of cognitive capabilities of the human species and their manifestation in the form of paintings and engravings, it added. Both centres are part of the university's department of history. Pondicherry University vice-chancellor P Prakash Babu said the courses offer exciting avenues for the young generation to explore the fascinating world of agamic temple culture, encompassing the entire gamut of contemporary society. "The programme will equip the students with the necessary skills to get employed in eco-tourism, adventure tourism, as well as making them qualified site managers of the rock art locations," said the statement.

1 2 Chandigarh: Despite the Supreme Court's recent observations on the misuse of NRI quotas in medical colleges in Punjab, Panjab University has retained its existing eligibility criteria for NRI admissions for the 2025-26 academic session. The latest guidelines, suggest that the definition of who qualifies as an NRI continues to be broad, leaving room for interpretation and, critics argue, manipulation. As per the university's norms, candidates are eligible under the NRI category if a parent, sibling, grandparent, legal guardian, or first cousin has been residing abroad for more than one year. No proof of foreign citizenship or permanent residency is required. Basic documentation such as tax returns or employment certificates from overseas, or even an affidavit from a relative, is sufficient to establish eligibility. In effect, the policy allows applicants with relatively distant family connections abroad to seek admission through the NRI channel, often at significantly higher tuition fee, but with relaxed academic thresholds, especially in professional courses. As per this year's guidelines, 10 percent of seats over and above the sanctioned strength is reserved for NRI candidates. Along with NRIs, the wards of NRIs are also included in this. First priority is to be given to NRIs over wards of NRIs. Educationists have pointed out that the broad definition of "relative" enables candidates with weak academic records but strong foreign ties to secure seats meant for NRIs. PU had sought legal opinion on the matter in Sep 2024 after the Supreme Court's order regarding NRI admissions in Punjab medical colleges. Authorities said the university was advised that the order applied specifically to medical colleges in Punjab, not to PU. Based on this interpretation, the university has continued with a similar NRI admission policy for the 2025–26 session. As it stands, the presence of a family member abroad, however loosely defined, continues to be enough for a student to enter through a separate admission track.

1 2 3 Patna: Patna University (PU), established in 1917, is set to bid farewell to its iconic administrative building on Ashok Rajpath and relocate to a new G+8 storey complex under construction at Krishna Ghat. Simultaneously, around 18 postgraduate departments under the faculties of humanities and social sciences will shift from the 70-year-old Darbhanga House to a new G+9 academic block adjacent to the administrative complex. Both the administrative and academic buildings, being constructed by the Bihar State Educational Infrastructural Development Corporation (BSEIDC) at a cost of Rs 139 crore, are nearing completion and are expected to be handed over to PU shortly. "The PU office and all PG departments located at Darbhanga House will be shifted to their new buildings by Dec this year," PU engineer Sachin Dayal said. PU's office has had a nomadic history since its inception. For the first five years, it operated from a wing of the then newly built Patna High Court. From 1922, it functioned out of offices near Golghar vacated by the Board of Revenue. Darbhanga House, a former palace built in 1901 on a 15-acre plot, became the home of PU's humanities and social sciences postgraduate departments in 1955. It was handed over to the university by the erstwhile Maharaja of Darbhanga for Rs 7 lakh. The building, with its carpeted wooden staircases, ornamental carved friezes, covered verandas and terraces, has seen only minor alterations since. It was renovated by BSEIDC around a decade ago. However, the structure has long struggled to accommodate the growing number of students enrolled in various courses. "With the considerable increase in the number of students in different courses, the classroom accommodation at Darbhanga House was proving too short for the conduct of smooth academic pursuits. Hence, another academic block was constructed for PU," said development officer Khagendra Kumar. The new G+9 academic block will feature a cafeteria on the ground floor and two departments per upper floor on average. It will also include a library and a dedicated reading room. Once vacated, Darbhanga House is likely to be taken over by Vanijya Mahavidyalaya. The administrative building will accommodate the general, establishment, registration and other essential university departments. It will also house the offices of the vice-chancellor, pro-vice-chancellor, the syndicate, the academic council and a conference hall, the development officer added.

KUALA LUMPUR: The Malaysian Automotive Association (MAA) has urged the government to expedite its decision-making and communication about the implementation of the new excise tax regulations under the PU(A) 402/2019 - Excise Tax Regulations (Determination of Value of Locally Manufactured Goods for Excise Duty) Regulations. MAA president Mohd Shamsor Mohd Zain said that delays and ambiguity in the decision-making process regarding the revised open market value (OMV) excise duties could result in car prices increasing by up to 30 per cent. He said the industry is still waiting for formal details on how the new method of calculating import and excise duties will be implemented from January 2026. "Definitely, we will have an engagement with the government on this, and hopefully we will be able to look into it as soon as possible. "The next five months are a very short time for any production-related response. "When we talk about supply chains, it involves the entire logistics impact and more. "We need at least six months, at a minimum, to adapt to any changes. So, we hope to receive updates on the next steps as soon as possible," he said. Mohd Shamsor said this after the Review of Motor Traders and Manufacturers' Performance for the First Half of 2025 event held here today. He said that due to the requirements under PU(A) 402/2019, as well as relevant regulations and the Customs Act, the current formula needs to be revised to ensure it is fair and transparent. Nonetheless, he believed that the Finance Ministry (MOF) would look into the matter more proactively to minimise or ideally avoid any impact on the industry. Mohd Shamsor said that time is running short and that the roughly five-month window before the implementation of the reform does not provide sufficient time for manufacturers to respond, particularly in terms of the supply chain and logistics. "We need at least six months to adapt to existing changes, so we hope to get an update on the next steps as soon as possible," he reiterated. In February, MOF denied media reports claiming that vehicle prices in Malaysia are expected to rise significantly from 2026 onwards, following the full implementation of the new excise tax regulation under PU(A) 402/2019. The ministry had earlier clarified that the claim was inaccurate and said that MOF, together with the Investment, Trade and Industry Ministry, is reviewing the vehicle valuation method to ensure that taxes are imposed fairly, neutrally, and consistently. — BERNAMA

1 2 Patna: Patna University (PU) will notify its online link for admission of students to its postgraduate (PG) courses (both under conventional and self-financed streams) in the session 2025-26 on Tuesday. Candidates desirous of admission in PU can submit their online applications on the admission portal from July 15 to 31. Giving the details of postgraduate admissions in the faculties of arts, science, commerce, education and law faculties, PU students' welfare dean Anil Kumar said the link for online submission of applications for admission to all PG courses will start operating from Tuesday. "The admission to all the regular PG (MA, MSc and MCom) courses running under the choice-based credit system (CBCS) will be made on the basis of marks obtained by the students in the last qualifying degree examinations," he said, adding that the admission to the self-financed courses will be made on the basis of the merit list to be prepared by the university through an entrance test. In the self-financed courses, where the total number of applications received is less than 50% of the sanctioned seats, there will be no entrance test. "The applicants in these courses will be admitted on the basis of undergraduate marks and personal interview," the dean said.
