TN RIGHTS census to identify disabled begins in Erode, seven other districts

COIMBATORE: The TN RIGHTS project, functioning under the Department of Welfare for Differently-Abled Persons, has launched a Social Registry Enrollment (SRE) census to identify persons with disabilities (PWD) in eight additional districts, including Coimbatore, Erode and Salem in the western region. The state is implementing the TN RIGHTS project, supported by World Bank funds, to strengthen the differently-abled department's ability to promote inclusion, accessibility, and opportunities for people with disabilities. The focus of the project is to enhance social protection systems for them. As part of these efforts, the department is conducting area-wise SRE census to assist the government in improving the management of services for beneficiaries, and the drive was launched on Monday. This initiative is designed to collect data on disabled people across all blocks, town panchayats, municipalities and Coimbatore corporation. Volunteers will visit every household to identify PWDs. P Sundareswaran, project officer for TN RIGHTS in Coimbatore district, said they have appointed 200 volunteers who will meet targeted individuals in 20 blocks, with 12 blocks located in rural areas and 4 blocks covering corporation and municipality limits.

Pondicherry University has extended the deadline for applying for the year-long free UPSC coaching programme, exclusively for persons with disabilities (PWDs) to June 10. A press note from the University said interested persons with disabilities can apply by filling up the Google form and uploading the required supportive documents on or before the stipulated last date. The course jointly organised by the Higher Education for Persons with Special Needs (HEPSN) and the Centre for Study of Social Inclusion (CSSI) of Pondicherry University is financially aided by the Department of Empowerment of Persons with Disabilities (DEPWD), under the Ministry of Social Justice and Empowerment. Only selected candidates will be intimated to join the classes. A high-level selection committee has been nominated to carry out admissions and the decision of the committee will be final. The course is open to PWDs aged 20 to 41 years, with an annual family income of less than ₹8 lakh, who have completed a degree, or are set to appear/appeared for their final semester and those having a Unique Disability Identity Card. The entire coaching will be provided through physical mode only. Accommodation will be arranged inside the university campus for outstation candidates, the University said.

Panaji: Govt is spending Rs 3.3 crore to make 11 govt buildings in Pernem, Mapusa, and Bicholim accessible to persons with disabilities (PWDs). The work to install ramps, handrails, and other accessibility features is likely to take four to six months to execute, said officials. The 11 buildings are part of phase II of govt's Accessible India initiative to make all govt offices accessible to PWDs. Though the deadline was April 2023, govt has quite a few buildings that PWDs find cumbersome to access. Recent efforts include installing ramps and other accessibility features in various buildings. The govt is also conducting accessibility audits of public buildings. In Pernem, the PWD has identified the electricity board building, govt complex, Pernem civic body building, and police station, with Rs 1 crore allocated for the works. In Mapusa, another Rs 1 crore will be spent to make the civic body building, Asilo Hospital, and govt complex accessible to all. an amount of Rs 1.3 crore will be spent on the Bicholim civic body building, primary health centre, govt complex, ITI Bicholim. According to PWD officials, in phase I, 21 buildings were made fully accessible, with another 45 planned for phase II. The drive to make govt buildings accessible comes at a time when Goa's department for empowerment of PwDs has announced an accessibility audit of public buildings, transportation systems, educational institutions, and recreational facilities.

PUP offers free college courses in open university program

The Polytechnic University of the Philippines (PUP) has made it easier for those wishing to obtain a college education. In her report on '24 Oras Weekend', Bernadette Reyes said the PUP Open University System offers free tuition and flexible time. 'Kabilang ang PUP Open University System doon sa free tuition na nasa batas natin. Hindi ito yung traditional system na papasok ka araw-araw. Actually meron tayong combination ng synchronous and asynchronous,' said Dr. Rudolf Lacerna, the executive director of the PUP Open University System. (The PUP Open University System is among those offering free tuition that is provided by law. It differs from the traditional system where you need to have to attend daily classes. Actually we have a combination of synchronous and asynchronous classes.) Starting from two courses, the system has since expanded to at least 10 undergraduate programs where applicants can sign up. For example under Business Administration, applicants can choose courses such as Marketing Management, Office Administration and Tourism Management. Among Communication courses, one can select from Journalism, Advertising and Public Relations. There are Engineering and Information Technology programs being offered as well. Aside from working parents who wish to continue or finish their post-high school education, the Open University also welcomes Persons with Disabilities (PWDs), Persons Deprived of Liberty and survivors of serious illnesses. There is also no age limitation. Lacerna said applicants only need to pass the entrance examination and submit a number of requirements such as a birth certificate, credentials from the high school where they studied that coincides with the curriculum when they were enrolled. —RF, GMA Integrated News

Free UPSC coaching for persons with disabilities at Pondicherry University

The Higher Education for Persons with Special Needs (HEPSN) and the Centre for Study of Social Inclusion (CSSI) of Pondicherry University propose to organise a 12-month, free-of-cost UPSC coaching programme exclusively for persons with disabilities (PWDs). According to a press note, the Department of Empowerment of Persons with Disabilities (DEPWD), under the Ministry of Social Justice and Empowerment, will render financial support for the programme. The launch of the initiative is scheduled for May 29 on the university campus. The entire coaching will be provided through physical mode only. The course is open to PWDs aged 20 to 41 years, with annual family income of less than ₹8 lakh, who have completed a degree, or are set to appear/appeared for their final semester and those having a Unique Disability Identity Card. Accommodation will be arranged inside the university campus for outstation candidates. Those who are selected shall get an exposure to training from qualified experts, 24×7 free accessible library of Pondicherry University and a monthly stipend of ₹6,000 which shall be transferred to participants' respective bank account on a quarterly basis. Interested persons with disabilities are invited to apply by filling up the google form by uploading the required supportive documents on or before May 25, 2025. Only selected candidates will be intimated to join the classes. Classes are expected to start by the end of May or the first week of June. A high-level selection committee has been nominated to carryout the selection process and the decision of the committee will be final. A.
