Free UPSC coaching for persons with disabilities at Pondicherry University
The Higher Education for Persons with Special Needs (HEPSN) and the Centre for Study of Social Inclusion (CSSI) of Pondicherry University propose to organise a 12-month, free-of-cost UPSC coaching programme exclusively for persons with disabilities (PWDs).
According to a press note, the Department of Empowerment of Persons with Disabilities (DEPWD), under the Ministry of Social Justice and Empowerment, will render financial support for the programme.
The launch of the initiative is scheduled for May 29 on the university campus. The entire coaching will be provided through physical mode only.
The course is open to PWDs aged 20 to 41 years, with annual family income of less than ₹8 lakh, who have completed a degree, or are set to appear/appeared for their final semester and those having a Unique Disability Identity Card.
Accommodation will be arranged inside the university campus for outstation candidates. Those who are selected shall get an exposure to training from qualified experts, 24×7 free accessible library of Pondicherry University and a monthly stipend of ₹6,000 which shall be transferred to participants' respective bank account on a quarterly basis.
Interested persons with disabilities are invited to apply by filling up the google form https://forms.gle/7GrACguPiRVrWHfY8 by uploading the required supportive documents on or before May 25, 2025.
Only selected candidates will be intimated to join the classes. Classes are expected to start by the end of May or the first week of June. A high-level selection committee has been nominated to carryout the selection process and the decision of the committee will be final.

Tamil Nadu to frame rules for nominating PwDs to local bodies after governor assents to Bills
CHENNAI: The state government will soon frame rules for nominating persons with disabilities (PwDs) to all local bodies since the Tamil Nadu Urban Local Bodies (Amendment) Act, 1998, and the Tamil Nadu Panchayats (Amendment) Act, 1994 became laws after Governor RN Ravi gave assent to the two Bills. The Bills were published in the state gazette on Monday. When contacted, a senior official told TNIE that the government would soon begin the process of drafting rules in consultation with legal experts. 'It usually takes some time, but the government will take prompt action in this regard,' the official said. The legislation paves the way for the nomination of around 14,000 PwDs to urban and rural local bodies, ensuring their voices are heard in local governance and enabling them to take up leadership roles. A total of 650 PwDs will be nominated to urban local bodies. Similarly, 12,913 PwDs will be nominated to village panchayats, 388 to panchayat unions, and 37 to district panchayats. Chief Minister MK Stalin had introduced the two Bills in the Assembly on April 16. They were passed on April 29.

TN RIGHTS census to identify disabled begins in Erode, seven other districts
COIMBATORE: The TN RIGHTS project, functioning under the Department of Welfare for Differently-Abled Persons, has launched a Social Registry Enrollment (SRE) census to identify persons with disabilities (PWD) in eight additional districts, including Coimbatore, Erode and Salem in the western region. The state is implementing the TN RIGHTS project, supported by World Bank funds, to strengthen the differently-abled department's ability to promote inclusion, accessibility, and opportunities for people with disabilities. The focus of the project is to enhance social protection systems for them. As part of these efforts, the department is conducting area-wise SRE census to assist the government in improving the management of services for beneficiaries, and the drive was launched on Monday. This initiative is designed to collect data on disabled people across all blocks, town panchayats, municipalities and Coimbatore corporation. Volunteers will visit every household to identify PWDs. P Sundareswaran, project officer for TN RIGHTS in Coimbatore district, said they have appointed 200 volunteers who will meet targeted individuals in 20 blocks, with 12 blocks located in rural areas and 4 blocks covering corporation and municipality limits.

/ Visitors to Collectorate raise a stink over poor condition of its toilets
A. Prema, one of the petitioners who visited the District Collector Office on Monday, remarked: 'Look at these toilets. They are stinking! The floors are almost black. The Collector must inspect these facilities, and ensure better amenities for the public.' The toilet facilities, close to the District Office for Differently-abled (North Chennai) on the Collectorate premises, are in a poor condition as they have not been cleaned for over three months, the petitioners say. Over 300 people use these facilities daily — two toilets for persons with disabilities (PwDs), a women's restroom with just two water closets, and one for men with a urinal and a water closet. The women's restroom has only one door for both the water closets, rather than separate ones for each facility. R. Geetha, another petitioner, noticed stagnant wastewater in one of the two toilets designated for PwDs, and rusted hand rails in the other, and flinched. 'The latches in the women's restroom are broken, and there is a large hole in the door. So, we use the facilities meant for PwDs. Further, empty liquor bottles, leaves, and waste are scattered over the floor. We are afraid of contracting infections from these unhygienic toilets,' she said. Meanwhile, the facilities in the main Collectorate building are better now, compared to the previous years, the petitioners say. 'However, the toilets outside are more accessible for those who need to visit other departments within the campus. I had no choice but to use them despite their pathetic condition as it was an emergency,' Ms. Prema said. 'Two nearby toilets designated for officials are always closed. Opening these to the public would be helpful since officials can use toilets in their offices or elsewhere in the building,' she further said. Prabhu K. of the December 3 Movement said he had flagged the issue multiple times with the Collectorate, but no action was taken. When asked about this, a Tahsildar at the Collectorate said the Public Works Department (PWD) was responsible for the facilities' maintenance, and that the concerned authorities were notified of the problem. Later in the day, PWD officials at the Collectorate employed conservancy workers to clean the campus, and said the broken doors and latches would be replaced. A senior official at the Collectorate said there were plans to renovate the toilets, but the funds had not yet been allocated for the same. However, it was expected to be done in March 2026. 'Collectorate officers have been urging the PWD to ensure the regular cleaning of toilets but it has not been done,' she added.
