The Uttar Pradesh government on Saturday said the state was the nation's frontrunner in cow protection and livestock development, accounting for 16 percent of India's cattle population. It said that cows are not only revered in UP, but are also powering the rural economy, creating jobs and strengthening livelihoods. The government claimed, citing the 20th Livestock Census (2019),the state is home to 1.90 crore cattle, including 11.84 lakh stray cattle, a figure that has grown from over 12 lakh in 2017, before formal policies were in place. The government further claims, after Yogi Adityanath became Chief Minister in 2017, cow protection became a top priority in the state. On January 2, 2019, UP became the first state in the country to launch a policy for the protection of stray cattle. According to the governmentdata there are 7717 cow shelters in the state, housing 12.52 lakh (1.25 million) government spends Rs 50 per animal per day, around Rs 7.5 crore daily, for their care. For every large cow protection center, Rs 1.60 crore is being invested in construction. According to the offcial data the state produces 5,500 tonnes of cow dung daily, which is being used to make various products like vermicompost, flower pots, cow-based lamps, cow-dung wood, incense sticks, Panchgavya, Jeevamrit, and Ghanamrit. According to the government, the state has a Gross State Domestic Product (GSDP) of rupees 25.63 lakh crore of which the livestock sector contributes rupees 1.67 lakh crore. While livestock contributes to 4.11 percent to India's overall GDP, While livestock contributes 4.11% to India's GDP overall, UP contributes a much higher, 7.1 percent according to the government. The state also produces 390 lakh metric tonnes of milk every year, strengthening the rural economy. Under the Chief Minister's Indigenous Cow Promotion Scheme and the Nandini Krishak Samriddhi Yojana, native breeds like Sahiwal, Gir, and Tharparkar are being promoted. These schemes provide 40–50% subsidy and rewards of Rs 10,000–15,000 through Direct Benefit Transfer (DBT) to over 6,500 cattle rearers. The government data stated, to encourage artificial insemination in cattle, 3.08 lakh free procedures were done in 2024–25. Under the Animal Husbandry Infrastructure Development Fund and National Livestock Mission, 44 and 292 projects are being implemented with investments of Rs 1,094.38 crore and Rs 144.29 crore, respectively. Under the UP Global Investors Summit (UPGIS) 2023, 578 dairy and livestock units have attracted investments worth Rs 2,221.99 crore and created 1.23 lakh jobs. Through schemes like the Nandini Krishak Samriddhi Yojana, the government is helping set up units with 25 milch cows, with 50% of the beneficiaries being women. Under the Fodder Policy 2024, Napier grass is being grown on 230 hectares of land, aiming to produce 1.73 lakh quintals of green fodder. In addition, 9,449.82 hectares of pasture land have been freed from illegal occupation, and fodder has been planted on 5,458.93 hectares. Women's participation in cow dung and urine-based product units has made many rural women self-reliant, the data reveals.

Lucknow: Aiming to encourage natural farming and increase organic agricultural productivity, the state govt is planning to use growth promoters and organic pesticides in all 75 districts of the state. According to experts, this will ensure the safety of crops and increase productivity by 20%. The spokesperson said that a comprehensive plan was prepared for the production and marketing of 'Panchgavya' products made from cow dung, cow urine, milk, curd, and ghee. By joining this scheme, women in rural areas will become self-reliant, and local youth will get new employment opportunities at the local level. Under the scheme, women of self-help groups in each district will be given the responsibility of manufacturing, marketing, and training of Panchgavya-based products. In addition, farmers will be given special training programs so that farming can be made chemical-free and environmentally friendly. Anurag Srivastava, OSD of Uttar Pradesh Gau Seva Commission, said that recently the commission conducted a state-wide inspection and studied livestock density, available land, water sources, and cow shelters. Besides this, an action plan was made to connect local youth in the marketing of growth promoters and organic manure. "This will give new impetus to organic farming. On the other hand, local employment opportunities will be generated in the rural economy," the spokesperson said.

Lucknow: The state govt has announced plans to set up Panchgavya medicine units, cow dung paint production centres, and organic fertiliser plants across all 75 districts. The move aims to promote cow-based rural enterprises and generate local employment through the 'One District-One Innovation' model. "Under the initiative, one cow shelter (gaushala) from each district will be developed as a self-reliant unit. These centres will be equipped to produce a variety of organic and cow-based products, including dung-based bricks, biogas, bio-seeds, and cow urine-based medicines," an official said. "The project is designed to utilise local resources and provide economic opportunities, particularly to youth and women-led self-help groups (SHGs)," he said. Officer on special duty (OSD), Uttar Pradesh Gau Seva Commission, Anurag Srivastava said, "Each selected gaushala will be developed into a hub of cow conservation and allied economic activities. Biogas units will also be installed to provide clean energy solutions, and cow dung bricks will be promoted as an eco-friendly alternative for construction and fuel." The govt has prepared district-specific plans to support rural innovation, with a focus on making villages self-reliant by tapping into indigenous practices and materials.

Bhopal: State govt has approved a policy to establish self-sustaining cow shelters where stray cattle would be cared for. Chief minister Mohan Yadav said that the govt approved Policy for Establishment of Self-Sustaining Cow Shelters (Kamdhenu Niwas) in Madhya Pradesh, 2025, to find a permanent solution for stray cattle care. As per the policy, self-sustaining cow shelters would be set up across the state, each housing a minimum of 5,000 cattle. Of these, up to 30% may be high-yielding dairy breeds. The govt will grant cow shelter operators rights to use up to 125 acre govt land. For shelters housing more than 5,000 cattle, an additional 25 acres per 1,000 cattle will be allotted. The animal husbandry and dairy department will prepare a land bank. The land will remain under department's ownership, and a usage agreement will be executed between Madhya Pradesh Cow Protection Board and the operating organisation. The land will be allotted on an "as-is" basis, and the operating institution will be responsible for development work. Registered entities such as firms, trusts, societies, companies, or a consortium of up to five such institutions will be eligible to establish these 'Kamdhenu Niwas' shelters. Consortia comprising more than five entities will not be recognised under this scheme. In addition to cattle care, these shelters will facilitate commercial activities such as Panchgavya product manufacturing, biogas production, organic fertilisers, breed improvement, dairy processing, solar energy, and other sustainable initiatives.
