Maharashtra govt clears Rs 49 crore disaster aid; Vidarbha gets Rs 15 crore for post-disaster relief
Nagpur: In a major step towards expediting post-disaster relief, the Maharashtra govt approved Rs 49 crore to support victims of house collapses and damages caused by natural disasters. Of this, Vidarbha's Nagpur and Amravati divisions will receive Rs 10 crore and 5 crore respectively, enabling immediate assistance for house repairs and reconstruction. The Government Resolution (GR) of May 30, issued under the revenue and forest department, aims to speed up financial relief in the aftermath of natural calamities — cutting down the long wait for victims that typically follows the Panchnama process. The funds are allocated in accordance with the State Disaster Response Fund (SDRF) norms and will be disbursed via the BEAMS system. Apart from Vidarbha, significant allocations have also been made to other regions: Rs 12 crore each to Pune and Chhatrapati Sambhajinagar divisions, Rs 5 crore to Konkan division, and Rs 5 crore to Nashik division. This move brings significant relief to disaster-prone parts of Vidarbha, particularly rural pockets where homes are often ill-equipped to withstand floods. Under the new mechanism, divisional commissioners will directly receive funds and are empowered to sanction aid without having to wait for centralised approval. This decentralisation is expected to improve efficiency and reduce bottlenecks. Funds will be tracked via the National Disaster Management Information System (NDMIS), ensuring transparency. Each division is required to update expenditure data monthly and submit utilisation certificates to the Accountant General and the state govt. For Vidarbha, where monsoons trigger localised flooding and structural damage in low-income settlements, the approved funds will help rebuild damaged homes before the next seasonal wave hits. Sources in the department said preparations are nearly complete for the upcoming monsoon to enable rapid deployment of aid as soon as severe weather strikes. This urgency is heightened by the early onset of the monsoon this year. Notably, Nagpur — which usually sees temperatures soaring above 45°C during this period — experienced heavy rains during Nautapa, an unusual shift that has put authorities on high alert. This decision was cleared following an informal agreement from the finance department dated May 30, 2025. Division — Allotment Nagpur — 10 Cr Amravati — 5 Cr Pune — 12 Cr Chhatrapati Sambhajinagar — 12 Cr Konkan — 5 Cr Nashik — 5 Cr

A total of 5 teams have been kept in Mumbai while a team each has been kept at Satara, Palghar, Thane, Raigad, Ratnagiri, Kolhapur, Sangli and Solapur. One each SDR team has been deployed at Nanded and Gadchiroli. Deputy CM Ajit Pawar toured rural Pune throughout Monday to monitor rainfall conditions and held telephonic consultations with district collectors from the affected districts to assess the ongoing relief operations and issued instructions to conduct damage assessments of crops, livestock and homes. He emphasized that state and district-level officials should remain vigilant, maintain close coordination and act promptly in rescue and relief work. Fadnavis on Monday directed the Chief Secretary as well as various disaster management agencies to be alert and prepared. He also gave various instructions to the NDRF – SDRF, fire, revenue administration and home department etc. to take urgent measures and be prepared for relief and rescue through control rooms. The Chief Minister has also directed to maintain continuous coordination with the Water Resources Department. The India Meteorological Department (IMD) has forecast intense rainfall in the coming hours, particularly in coastal and western regions. In view of this, Deputy CM Eknath Shinde held a review meeting on the situation in rain-hit districts, including Thane, and interacted with disaster management officials to assess preparedness. After visiting the disaster management room at the BMC headquarters, he also visited state government's State Emergency Operation Centre on Monday afternoon. 'We have not claimed that 100 per cent nullah cleaning was over. The work was in progress when Mumbai faced heavy rainfall. It is true that people have experienced some problems, but the situation is coming back on track,' Shinde said. Emphasising the need to prevent any loss of life or property, he instructed officials to keep all emergency response systems fully equipped and operational. 'Ensure swift and effective rescue operations wherever needed. Pay special attention to waterlogged roads, bridges, power lines, and dangerous or dilapidated buildings,' he said. Districts such as Mumbai, Thane, Raigad, Ratnagiri, Sindhudurg, Pune, and Nashik are currently experiencing heavy rains. IMD records show that at 295 mm, the Colaba observatory in Mumbai has now recorded the highest rainfall in May, shattering the previous record of 279.4 mm reported in May 1918. 'Every effort must be made to avoid disruption to daily life. All concerned departments should act swiftly and in coordination,' he said, adding that the state government is closely monitoring the situation and taking all necessary steps to safeguard the public. Shinde highlighted the need to maintain suburban rail services in cities like Mumbai and Thane, and to manage crowd movement in case of disruptions. The Deputy CM urged citizens to follow weather advisories and remain cautious, especially those residing in low-lying areas. 'The administration is fully prepared to assist, but public cooperation is equally important,' he added. Shinde also stressed the need to evacuate residents from structurally unsafe buildings and ensure smooth suburban rail operations in areas like Mumbai and Thane. 'In case of major obstructions, prompt assistance should be provided to commuters. Rescue and relief teams must respond quickly wherever needed,' he said.

Madras HC Allows ED to Continue Probe Against TASMAC in PMLA Case
The Madras High Court on Wednesday dismissed the petitions filed by the Tamil Nadu government and the Tamil Nadu State Marketing Corporation (TASMAC) that sought to nullify recent search operations conducted by the Enforcement Directorate (ED) at the TASMAC headquarters on March 6 and March 8. The division bench comprising Justice S.M. Subramaniam and Justice K. Rajasekar ruled that in matters involving alleged money laundering, procedural discomforts must yield to economic justice. The court underscored that judicial forums cannot entertain political interpretations, particularly concerning search and seizure proceedings linked to enforcement agencies. Rejecting the State's allegation that the searches were timed to influence upcoming elections, the bench clarified that such claims are to be judged by the electorate, not by courts. "Judicial forums are not venues for election-related speculation; the public's verdict holds greater relevance," the bench stated. The court permitted the ED to continue its investigation, dismissing all contentions raised by TASMAC and the State Government. The order came after the conclusion of hearings earlier this week, where multiple senior counsels, including Vikram Chaudhri and Vikas Singh for the petitioners, and ASG S.V. Raju with ED Special Prosecutor N. Ramesh for the respondents, presented their arguments. Originally, the case was listed before a different bench that recused itself after orally requesting a temporary pause in ED proceedings. Subsequently, the matter was re-assigned. During the pendency of hearings, the petitioners also approached the Supreme Court seeking transfer of the case, but the plea was withdrawn after the apex court showed reluctance to intervene. The High Court later criticized the State and TASMAC for failing to disclose the Supreme Court approach, citing it as disrespect toward the proceedings. In their arguments, TASMAC challenged the ED's legal standing to initiate a probe without establishing a scheduled offence under the Prevention of Money Laundering Act (PMLA). The petitioners claimed the searches were exploratory and unsupported by factual grounds, alleging that ED did not provide the "reasons to believe" mandated under the Act before executing the search under Section 17. They further argued that assistance under Section 54 could have been sought instead. ED representatives countered by pointing out that multiple FIRs had been filed by the state police concerning alleged corruption within TASMAC, including bribery, price manipulation of liquor products, and irregular transfers. The agency asserted that these complaints were sufficient to warrant investigation and that courts are not entitled to interfere with the operational scope of enforcement searches. The ED also rebutted the harassment claims, citing records showing that officials were not detained overnight and were allowed to return home. It noted that the Panchnama was accepted and signed by TASMAC personnel. The ED further contended that the petitioners bypassed procedural channels by directly moving the High Court instead of the Adjudicating Authority under Section 17(2) of PMLA. The agency argued that delays in notifying the adjudicating authority were justifiable and documented.
