Panoramic announces major redevelopment of former hospital in Sudbury

To attract builders to create new rental units to meet housing demands, Greater Sudbury is giving new developer tax breaks. Panoramic Properties announced plans Tuesday for a major redevelopment of the former St. Joseph's Hospital on Paris Street in Sudbury. The plan includes three new buildings on the site, including a 20-storey condominium, 16-storey urban loft (rental) building and a 12-storey retirement residence, providing a total of 222 condominium units, 199 apartments, and 109 retirement guest suites. 'This vibrant new community will include both residential and restaurant uses, anchored by a shared parking structure below Paris Street,' the company said in a news release. 'This project will contribute to the transformation of both Sudbury's downtown and Ramsey Lake's waterfront, acting as a catalyst for growth in the City of Greater Sudbury.' A restaurant is proposed on the 20th floor of the condominium building, which will be open to the public 'and feature panoramic views of Ramsey Lake including amenities allowing for outdoor dining and private events on a covered rooftop terrace,' Panoramic said. 'A cafe is also proposed on the ground floor of the retirement residence. These spaces are intended to integrate the site with, and build upon, Bell Park – the gem of the City of Greater Sudbury.' Panoramic president Angelo Butera said in the news release that the company was 'excited' to unveil the plan to the public. 'It is Panoramic's mission to create safe, comfortable and well-maintained living environments that residents and communities will be proud to call home. Our desire is to work in parallel with the City of Greater Sudbury to realize the true untapped potential of this site, its significance to the city and northern Ontario more broadly.' Calls for the site to be developed have grown since the hospital closed in 2010, around the time that three city hospitals merged into a single site at Health Sciences North. Panoramic originally planned a condominium development in 2013, but a lengthy planning approvals process led to delays. Eventually, market conditions changed and the condo plan was shelved. An 80,000-square-foot mural was completed at the site by street artist RISK in summer 2019. The mural has since deteriorated, with the bright colours gradually blending in. The fact it is located in a prominent spot on the shores of Ramsey Lake has made it an especially visible source of frustration for many residents. (File) In Tuesday's announcement, Butera praised Mayor Paul Lefebvre and city council for their role in moving things forward. 'Given the leadership Mayor Lefebvre and council has shown since the fall of 2022, we believe it is time to bring this vision forward,' Butera said. 'We look forward to working with Mayor Lefebvre, council, and city staff upon submission of required official plan and zoning applications in 2023.' Lefebvre said in a statement to CTV News that he is happy with the announcement. 'I am pleased that Panoramic Properties Inc. is moving forward with plans to redevelop this prime location at the heart of our city,' said Lefebvre. 'Thoughtful and sustainable residential development that accommodates the evolving needs and life stages of our community is key to growing our population and local economy. This particular site is one that is meaningful to many of our residents, and I look forward to seeing further details of this innovative proposal as it moves through the development application process.' 'We've seen it where people are trying to get an apartment and they can't,' said city councillor Bill Leduc, in an interview with CTV News. 'If we want to grow this population, this is what we need.' No cost estimate and timelines were included in the original announcement Tuesday. But Panoramic said it expected the project to have a significant impact. 'The redevelopment is intended to bring renewed vibrancy and build upon the sense of place along the Paris Street corridor as new residents will be able to take advantage of the central location, proximity to amenities and services, and active transportation investments,' the company said. Demolition work on St. Joseph's Hospital in Sudbury underway

A historic and colourful old hospital will soon disappear from the Sudbury skyline. Greater Sudbury Mayor Paul Lefebvre announced the city has approved the demolition permit for the site of the former St. Joseph's Hospital on Paris street, during a news conference in Bell Park Friday morning. "What's next for the old St. Joes Hospital has been a topic of discussion in our city for more than a decade. Since I've taken office in 2022, it's something that I've heard about from residents almost every week," Lefebvre said. The mayor thanked city staff for delivering the demolition permit in less than half of the normal time "while upholding high standards for safety, engineering and accountability." Signs reading "danger due to demolition" and "danger due to falling debris" are now posted on the fence surrounding the property. Construction crews can also be seen working on-site and will be using "heavy machinery" to complete the process," according to Lefebvre. The building has been vacant since 2010, when Niagara Falls-based developer Panoramic Properties purchased the site. In 2012, city council approved the company's plan to convert the hospital into 125 condominiums and build an adjacent structure with an additional 85 units, but that redevelopment never materialized. Although the building was transformed into Canada's largest mural in 2019 with a vibrant paint job, many Sudbury residents have continued to see it as an eyesore. In 2023, Panoramic announced a new plan to demolish the 75-year-old hospital and replace it with three new residential towers. The proposed development includes dedicated to seniors' living, offering 109 units, complete with nursing stations and common areas. The remaining two towers will feature 421 condominium and apartment units. Last year, Mayor Paul Lefebvre said the city would give Panoramic $1.7 million to help develop the downtown Scotia Tower, which is also owned by the Panoramic if the company started working on demolishing the hospital. CBC News has reached out to Panoramic for comment but has not yet received a response. At Friday's news conference, Lefebvre said he's developed a "good working relationship" with Panoramic and it's estimated the complete demolition of the building will take place over the next few months. He said council has discussed raising property taxes on vacant properties to prevent similar situations in the future. However, Lefebvre said the old hospital case is an exception, and the city does not expect to encounter such situations moving forward. "For me, the fact that they want to invest this important capital in our community and create over 500 units right over here, to me, it's gonna it's gonna be transformational for our city," Lefebvre said. About six years ago the Up Here festival commissioned the artist, known as RISK, to paint the 80,000 square foot mural on the hospital. Jaymie Lathem, the general manager of We Live Up Here, the Sudbury-based non-profit that puts on the Up Here festival said the organization began conversations about the mural with Panoramic in early 2019, with the understanding that the building was going to be demolished the following year. "We wanted to kind of build this vibrant and colourful farewell to this historical landmark by turning it into a really large contemporary art piece," she said. "We always had the understanding that it was going to be demolished the following year and was going to act as a temporary mural." As time went by and the building was still standing, Lathem said, "we were just as disheartened as the majority of Sudburians." She says public art is supposed to only last for a short period of time and that the mural on the hospital was never meant to stay an extra five years. "I think any building that is left unattended for this period of time will deteriorate and become an eyesore," Lathem said. She said her organization supports taking down the building and repurposing it. CBC News spoke with people at nearby Bell Park this week. All of them said they're relieved to see the building demolished. Sudbury resident Debbie Rodgers said she's "glad it's being torn down," calling the property an eyesore, especially with its smashed windows. Sandra Harris agreed, saying the former hospital "looks like a mess." Her friend Colleen Joyce agreed. "I am so grateful they're gonna tear it down," Harris said. "I mean, [Bell Park] is our pride and joy here, and people are seeing [the hospital] and driving past… and it just looks terrible. It's an eyesore." Others had mixed feelings. Pablo Gil-Alfau said he appreciated the building's historical presence, but added it's time for change. "I do like history being shown and being able to see it when you'd like to, especially for young people. You don't have to see what it looked like in a book," he said. "However, everything has its time, has its place. Even this interesting decor was nice for a while, but I see it's time for it to come down."

Works starts on converting downtown Sudbury office building into apartments

Work has started to convert a commercial building in downtown Sudbury into an 83-unit apartment complex. Panoramic Properties is investing $19.8 million to convert the downtown Scotia Tower into apartments. Last year, Greater Sudbury Mayor Paul Lefebvre said the city would give Panoramic $1.7 million to help develop the property if the company started work on demolishing the former general hospital, which it also owns. Panoramic Properties is planning three towers at the former hospital location on Paris Street. One would contain 109 units for seniors and would include nursing stations and common spaces. The other two would accommodate 421 condos and apartments. Former city councillor Geoff McCausland, now the development and project manager with Mallette-Goring Real Estate, said both projects would be welcome additions for the city. "There's lots of people looking for places to live right now, less than a one per cent vacancy rate," he said. McCausland said he does not know the specific details of the Scotia Tower project, but said it appears to be an ideal building to convert into apartments. "If you have the right shape of the building to have a double-loaded corridor, like a main corridor with space for two stairwells at either end and units all the way around, that's a slam dunk," he said. "And it does look like that's what's possible at that location." McCausland said he hopes projects like that one can help revitalize Sudbury's downtown core, which has seen some businesses shutter their doors as the city grapples with the addiction and homelessness crises that have affected many northern Ontario communities. He expects Panoramic would charge market rates for the apartments, which is around $1,800 a month for a single-bedroom apartment and up to $2,500 a month for two-bedroom apartments. The CBC asked to speak with Panoramic president Angelo Butera, but he was not made available.
