Hungary's newly launched fixed 3 percent home loan for first-time buyers is unmatched across Europe, Panyi Miklós, Parliamentary and Strategic State Secretary at the Prime Minister's Office, said on Monday. Panyi emphasized that the government designed the new loan scheme to support young people in acquiring their first homes without inflating housing prices. 'Even with little savings and average income, and without a family, one can now safely buy a home and start an independent life,' he said. 'The left-liberal opposition knows this too—that's why they attack the program in unison,' he added. The fixed-rate loan, launching on 1 September, offers up to HUF 50 million with a maximum 25-year term. It applies exclusively to first-time home purchases, with the eligibility definition adapted to real-life situations—such as allowing those who inherited small rural properties to participate. To limit price increases, the program includes strict price caps: properties must not exceed HUF 1.5 million per square metre, and total prices are capped at HUF 100 million for apartments and HUF 150 million for houses. The government has also initiated a Housing Capital Program with a HUF 300 billion budget to boost new residential construction. Panyi said Hungary currently has around 100,000 properties on the market that meet the program's criteria, and this number is expected to rise as more previously unsold properties are relisted. He noted that major property developers are prepared to launch large-scale projects, with tens of thousands of new homes and private constructions set to begin in the coming years. 'The combination of ample housing supply, growing development, and price restrictions ensures affordability while delivering meaningful assistance to young homebuyers,' Panyi concluded.

State Secretary: Home Start programme could support ‘normalisation or even reduction' of rental rates

State Secretary Miklós Panyi said a subsidised credit scheme for first-time home buyers could boost the rate of owner-occupied residential property in Hungary, supporting the 'normalisation or even reduction' of rental rates. In a talk on the Home Start Programme with Gergely Gulyás, the head of the Prime Minister's Office, Panyi said the Home Start Programme could give people looking for investment real estate an incentive to put their money elsewhere, causing the market to 'cool'. The programme, set to launch on September 1, will offer all first-time home buyers, regardless of age or family status, a 3pc fixed-rate loan up to HUF 50m for the purchase of flats in multidwelling units up to HUF 100m and detached homes up to HUF 150m. The down payment for borrowers is set at 10pc. Panyi said that ownership of real estate with a value under HUF 15m or of a part of a home, up to 50pc, would not exclude potential borrowers from the Home Start Programme.

State Secretary Miklós Panyi said the Home Start Programme, a recently announced scheme offering subsidised credit to first-time home buyers, could help tens of thousands of young Hungarians purchase their own home. From September, the government will offer first-time home buyers loans of up to HUF 50m with fixed rates of 3pc. The loans will be available to first-time home buyers regardless of age or family status. After talks with the Hungarian Banking Association on Tuesday, Panyi said the banking association was involved with the drafting of the scheme, but there were still more details that needed to be hammered out. Work on fleshing out the rules for the credit is underway, he added. Anna Florova, who heads the banking association's retail lending working group, noted that subsidised credit accounted for 20-25pc of home loans at present. She said that commercial banks were eager to participate in the Home Start Programme and were getting ready for the scheme's launch on September 1. Panyi said instalments on Home Start loans could be even lower than monthly rents.

Background: On Friday, Ukraine's Security Service announced it had uncovered a Hungarian military intelligence network engaged in espionage in Zakarpattia Oblast in Ukraine's west. The network was reportedly assessing the mood of local residents and gauging their reaction to the possible presence of Hungarian peacekeepers in the oblast. Initially, Hungarian Foreign Minister Péter Szijjártó said Budapest had not received any official notification from Kyiv about the uncovered Hungarian spy network, and referred to the reports as "anti-Hungarian propaganda". However, a few hours later, Budapest announced the expulsion of two Ukrainian diplomats, accusing them of espionage. The Hungarian authorities asserted that Ukraine's statement about uncovering a Hungarian intelligence network on its territory indicates cooperation between Kyiv and the Hungarian opposition party Tisza.
