Adolescent romance can't be grounds to lower age of consent: Government
NEW DELHI: The Centre told Supreme Court Thursday that diluting the age of consent from 18 to 16 years would make young girls vulnerable to predators within and outside their family but conceded courts could exercise judicial discretion to determine whether an alleged 'rape' was actually adolescent romance warranting leniency. The Centre said, "Diluting age of consent or introducing exceptions in the guise of adolescent romance would not only be legally unsound but also dangerous, as it would provide a defence mechanism even to those abusers who exploit the child's emotional dependence or silence." The Centre quoted a nearly two-decade-old study by the WCD ministry, which found that 53.2% of children reported facing one or more forms of sexual abuse, and 50% of abusers were persons in positions of trust or authority, such as parents, relatives, neighbours or school staff.

In response, Singh said the Government of India maintains country-wise data of the Indian diaspora, categorised into NRIs , PIOs , and Indian students studying abroad. As of January 2025, there are 17.17 million NRIs and 17.18 million PIOs residing across the world, including 1.88 million Indian students studying abroad. "The Government has not carried out any exercise to categorise the Indian diaspora on the basis of their discipline/subject expertise or to map their skill sets," he said. According to a PIB press release on March 2025, the Centre had launched 'a comprehensive awareness programme on digital arrest scams which, inter-alia, include; newspaper advertisement, announcement in Delhi Metros, use of social media influencers to create special posts, campaign through Prasar Bharti and electronic media, special programme on Aakashvani and participated in Raahgiri Function at Connaught Place'.

Nicobar tribes watch as key road project gathers pace in the region
The Andaman and Nicobar Administration has invited financial bids to conduct a social impact assessment for land proposed to be acquired for an arterial road at Great Nicobar Islands (GNI) under the Great Nicobar Holistic Development Project , according to documents seen by HT. The so-called trunk road infrastructure will involve acquisition of approximately 90.935 hectares of private land for which a social impact assessment is mandatory. A total of 666.44 hectares is likely to be impacted by the trunk infrastructure, a notification issued by the directorate of social welfare, A&N administration on April 11 stated. The notification is available on the website of directorate of social welfare, A&N. 'ANIIDCO Ltd Sri Vijaya Puram will be undertaking the work of constructing Trunk infrastructure at Great Nicobar Islands. The proposed land is admeasuring an area of 666.44 ha and the affected area to be covered under SIA study is 90.943 ha,' the notification says adding that the SIA report and social impact management plan should be completed within 6 months of issuance of the notification.
