Egypt assumes presidency of Union for Mediterranean Parliamentary Assembly - Foreign Affairs

Egypt has taken over the presidency of the Parliamentary Assembly of the Union for the Mediterranean (PA-UfM), succeeding Spain. The handover was formalised during the Assembly's 18th Plenary Session, held on Thursday in Spain. Deputy Speaker of the Egyptian Parliament, Mohamed Abou El-Enein, was unanimously elected as PA-UfM President with the support of 43 parliamentary leaders across the Mediterranean. He succeeds Spanish Parliament President Francina Armengol. Egypt's regional priorities In his address, Abou El-Enein presented Egypt's strategic vision for addressing ongoing crises in the Mediterranean. He praised the Assembly's efforts to advance regional development and integration. Still, he warned that instability—particularly the ongoing conflict in Gaza—continues to threaten cooperation among member states. Describing Israel's war on Gaza as 'brutal aggression' amounting to genocide, Abou El-Enein accused Israel of seeking to expand regional conflict and obstruct diplomatic efforts. He reiterated Egypt's rejection of any attempts to forcibly displace Palestinians. He underscored President Abdel-Fattah El-Sisi's stance in support of a two-state solution. 'A just and lasting peace in the Middle East is a prerequisite for genuine regional cooperation,' he said, calling for the establishment of an independent Palestinian state based on the 1967 borders with East Jerusalem as its capital. He also commended President El-Sisi's handling of tensions involving Israel and Iran, positioning Egypt as a stabilizing force in the region. Assembly members echo support Several members of the Assembly echoed Egypt's concerns, condemning Israel's actions in Gaza and calling for accountability. They voiced support for Egypt's opposition to the displacement of Palestinians. They backed the two-state solution as the foundation for lasting peace. Egypt's role in the PA-UfM Abou El-Enein stressed that Egypt's diplomatic approach—both parliamentary and governmental—prioritizes dialogue and cooperation. He noted that Egypt is assuming the presidency during a critical period for the Euro-Mediterranean region, which is facing mounting challenges to both security and development. He thanked the Spanish Parliament for its leadership during its term and reaffirmed Egypt's longstanding commitment to the PA-UfM. He described the Assembly as a crucial platform for dialogue and coordination among Mediterranean countries. Parliamentary leaders also praised Egypt's early recovery and reconstruction plan for Gaza. They expressed confidence in El-Sisi's leadership in promoting regional stability. Upcoming UfM events in Egypt According to the Middle East News Agency (MENA), Egypt will host a preparatory meeting of the PA-UfM Bureau in Sharm El-Sheikh from 11–14 September. An international conference on political and economic issues in the Mediterranean is also scheduled for 28–30 November. The PA-UfM serves as a regional platform for fostering political dialogue and cooperation among countries bordering the Mediterranean through parliamentary diplomacy. Egypt was elected unanimously by the member states, who voted for MP Mohamed Abou El-Enein, Deputy Speaker of the Egyptian Parliament, to assume the presidency of the Mediterranean Parliament. This victory is the result of Egypt's foreign policy and the world's growing confidence in the wisdom of President Abdel Fattah El-Sisi, who was able to restore Egypt's regional and international position with steady steps and a clear vision. MP Mohamed Abou El-Enein emphasized this in his speech after assuming the presidency, where he spoke about President Sisi's wisdom, leadership, and wise leadership that has restored Egypt's leadership in its region and the world, and about the major role played by the Egyptian Parliament in its current session, headed by Counselor Dr. Hanafi El-Gebali, and the achievements made during the recent period. He presented a comprehensive roadmap for cooperation between the two shores of the Mediterranean, based on the principle of equality and equivalence, far from conditional aid or unbalanced relations, with an ambitious vision that takes relations from words to implementation, from crises to practical solutions, in the spirit of true cooperation. I was there and I felt proud as an Egyptian, as my heart was filled with pride for my country since it gained the world's respect and appreciation. I saw looks of respect directed at Egypt, not only for its historical weight, but also for its role and its plans for the future. Egypt's selection to assume the presidency of the Parliamentary Assembly of the Union for the Mediterranean (PAUfM), with the unanimous support of 38 countries, confirms that it remains the cornerstone of stability in the region and the natural bridge linking the North to the South, and Europe to the Arab world and Africa. MP Mohamed Abou El-Enein, the new President of the Euro-Mediterranean Parliament, is a highly experienced parliamentarian with a long history of international engagement. He possesses a capacity for influence, dialogue, and joint construction. This is what made his selection widely welcomed and appreciated. Taarek Refaat In a significant diplomatic milestone, Egypt has assumed the presidency of the Parliamentary Assembly of the Union for the Mediterranean (PA-UfM), with Deputy Speaker of the Egyptian House of Representatives Mohamed Abou El-Enein, formally receiving the presidency during the 9th Summit of Speakers and 18th Plenary Session held in Spain. The handover comes at a time of unprecedented challenges in the Euro-Mediterranean region, marked by escalating conflicts, mounting humanitarian crises, and growing calls for deeper regional integration. A Call for Shared Responsibility and Regional Unity In his keynote address during the official handover ceremony, Abou El-Enein emphasized Egypt's unwavering commitment since the inception of the Parliamentary Assembly of the Mediterranean (PAM) to the principles of shared ownership and collective responsibility. These principles, he argued, are essential for achieving sustainable growth and prosperity for the peoples of the region. 'Egypt has always believed that no real cooperation can take place without laying the foundation for a just and lasting peace in the Middle East,' he declared. 'At the heart of this foundation lies the unassailable right of the Palestinian people to establish an independent state on the borders of June 4, 1967, with East Jerusalem as its capital, in accordance with international legitimacy.' The summit took place under the looming shadow of the ongoing war in Gaza, which Abou El-Enein described as an 'act of genocide' by Israeli forces. He warned that Israel's continued escalation and disregard for international law undermine efforts to foster meaningful cooperation between member states of the Union. Despite the the union's accomplishments in development and regional integration programs, the Egyptian deputy speaker cautioned that the intensifying regional crisis threatens to derail these gains. 'The current phase is critical. It demands unified efforts and coordinated activities to confront the threats to security and development in the region,' he said. Highlighting Egypt's balanced and proactive diplomacy, Abou El-Enein underscored the country's dual-track approach—both governmental and parliamentary—rooted in dialogue, mutual respect, and regional stability. 'Egyptian diplomacy is founded on the language of cooperation,' he affirmed, noting that parliamentary engagement plays a key role in bridging gaps and fostering consensus among diverse stakeholders. Parliamentary Assembly Echoes Egypt's Stance At the close of the session, members of the PA-UfM issued a strong condemnation of Israel's violations in Gaza, calling for senior Israeli officials to be referred to the International Criminal Court. The Assembly reiterated its support for Egypt's unwavering stance on the Palestinian issue, particularly its categorical rejection of the forced displacement of Palestinians and its demand for a sovereign Palestinian state in line with international resolutions. Egypt's new leadership of the Assembly signals not only a shift in parliamentary momentum within the Mediterranean basin but also a reaffirmation of Cairo's central role as a mediator, advocate, and voice for justice in the region. MADRID, April 5 (MENA) - Deputy Speaker of the Egyptian Parliament Mohamed Abou El-Enein was unanimously elected President of the Parliamentary Assembly of the Union for the Mediterranean (PA-UfM), the first time in over 15 years that Egypt has presided over the regional parliamentary bloc. The voting took place during a session of the Parliamentary Assembly of the Union for the Mediterranean, held in Spain over the past two days in the presence of King Felipe VI of Spain and the speakers and representatives of the parliaments of 38 countries. Meanwhile, Spanish Parliament Speaker Francina Armengol announced that Egypt will succeed Spain as chair of PA-UfM new session in June. She commended President Abdel Fattah El Sisi for his leading peacemaking role in the Middle East, affirming her country's support for the Egyptian plan to rebuild Gaza and resolve the Palestinian conflict by working towards a two-state solution.
