Bihar Cabinet approves one crore jobs, employment opportunities in next five years
The Bihar cabinet on Tuesday (July 15, 2025) gave its nod for creation of new one crore jobs and employment opportunities in the state over the next five years by 2030. Giving approval to the Labour Resources Department's proposal, the cabinet set a target of creating new one crore jobs and employment opportunities over the period of five years between 2025-2030. The jobs & employment opportunities will be created both in government and private sector apart from firms/entrepreneurs getting aid in any form from the government, Cabinet Secretariat Department's Additional Chief Secretary (ACS) S Siddharth said at a post cabinet briefing in Patna. A total of 30 decisions were taken at the cabinet meeting chaired by Chief Minister Nitish Kumar. It also decided to set up a 12-member high level committee chaired by the Development Commissioner to give its suggestions to the government after considering all the possibilities and alternatives for the purpose. The committee will comprise of 11 department heads - Additional Chief Secretary/Principal Secretary/Secretary – of Finance, General Administration Department, Agriculture, Rural Development, Animal and Fish Resources, Industries, IT, Science & Technology, Education, Tourism and Labour Resources. Mr. Siddharth said that the decision would help the state's youths financially, besides giving a boost to investment that would in turn spur industrial activities. In another decision, the cabinet also decided to extend the benefit of the social security scheme to the non-corporate tax-payers who are residents of the state and their businesses are registered in the state. It approved the Commercial Taxes department's proposal 'Bihar Vyavsayi Durghatna Mrityu Anudan Yojana, 2025' (Bihar Businessmen Accident Death Scheme, 2025) in this regard, Mr. Siddharth said. As per the proposal, the state government would give ₹5 lakh as an ex-gratia to the next of kin of a businessman if he/she dies in an accident, provided the businessman is the resident of Bihar or has registered his business in the state. Apart from benefitting the state's businessmen, it would also cover the GST tax-payers. The cabinet also sanctioned ₹394.41 crore as grant in aid to secondary and higher secondary schools for payment of lump-sum amounts to teaching and non-teaching staff. Mr. Siddharth explained that after abolishing the unaided education policy, the government gives grants to such schools based on the number of students passed from the school in different divisions. It also sanctioned ₹179.37 crore for maintenance of the priority corridor of Patna Metro Rail Project for a period of two years and eight months (August 2025 and March 2028), Siddharth said and added that the sum would be paid to the Delhi Metro Rail Corporation. Besides, it also approved ₹21.15 crore for taking on rent the three-car single train set metro for a period of three years. The metro train is first expected to begin its service on the priority corridor on an elevated section between Malahi Pakri and New ISBT. The cabinet further decided to give a one-time honorarium of ₹6000 to 77,895 Booth Level Officer (BLO) and 8245 BLO Supervisors for carrying out Special Intensive Revision (SIR) electoral roll in the state. The cabinet sanctioned ₹51.68 crore for the purpose. The cabinet also sanctioned an estimated ₹7832.29 crore for expansion, renovation and modernisation work of Western Kosi Canal Project. The project is expected to be completed by the end of March 2029. On the completion of the project, it is expected to benefit 16 blocks of Darbhanga district and 20 blocks of Madhubani district. The project's cultural command area (Krishi Yogya Command Kshetra) is 2,15,672 hectare and annual irrigation capacity is 2,91,158. The cabinet approved the finance department's proposal for payment of 30% of basic salary to the Bomb Disposal Squad personnel, subject to the maximum payment of ₹25,000 per month. It also approved a proposal to give an annual increment to the officers of Bihar Judicial Service with effect from January 01, 2016 on the lines of state government employees. Mr. Siddharth added that the cabinet also approved ₹5119 crore for the development of Munger (Safiyabad)-Bariyarpur-Ghorghat-Sultanganj (42 km) and ₹4849 crore for Sultanganj-Bhagalpur-Sabour(40.80 km) under Ganga Path Project that will be executed on Hybrid Annuity Model (HAM). Under the project, an alternate bypass and Ganga Path along river Ganga will be constructed in order to provide a smooth and safe ride.

Nitish cabinet approves target of 1 crore jobs by 2030
Patna, July 15 (UNI) In a significant move, the Bihar cabinet today approved creation of one crore jobs and employment opportunities over the next five years (2025–2030) in the state. The decision was taken in a meeting of the cabinet held here during the day under the leadership of Chief Minister Nitish Kumar. The cabinet, in the meeting sanctioned 30 important agendas paving the way for massive employment and infrastructure development in the state. To facilitate the ambitious plan to create one crore jobs and employment opportunities over the next five years, a high-level 12 membered committee will be constituted under the development commissioner. The committee will advise the government on employment generation strategies. The cabinet also sanctioned a one-time additional honorarium of Rs 6,000 to each of the 77,895 Booth Level Officers (BLOs) and 8,245 BLO supervisors in the state. The one-time honorarium will be in addition to their annual honorarium for conducting the Special Intensive Revision of Electoral Rolls. A total of Rs 51,68,40,000 has been sanctioned for the one-time honorarium. While approving the agenda of urban development and housing department, the cabinet sanctioned allocation of Rs 179.37 crore, excluding service tax, to Delhi Metro Rail Corporation Limited (DMRC) on a nomination basis for the maintenance work of the Priority Corridor under the Patna Metro Rail Project for a period of 2 years and 8 months commenting from August 2025 and ending on March 2028. Additionally, approval has been given for the lease of a 3 trainset for a period of 3 years for the operation of the Priority Corridor. The total cost for this lease, including other associated costs and Goods and Services Tax (GST), amounts to Rs 21,1544646 crore. Further, the responsibility for managing this arrangement has also been approved to be assigned to Delhi Metro Rail Corporation Limited (DMRC) on a nomination basis. The cabinet also approved the proposal to transfer a total of 112 Industrial Training Institutes (ITIs) — including 81 ITIs (with 3,020 created posts) established under the 'Establishment of New Industrial Training Institutes' scheme and 31 Women ITIs (with 855 created posts) under the 'Establishment of New Women ITIs' scheme to the Non-Plan Head under the category of Establishment and Other Committed Expenditures, along with a total of 3,875 sanctioned posts. Several large-scale infrastructure projects cleared by the cabinet include Bhagalpur Ganga Path Project, a 40.8 km road between Sultanganj-Bhagalpur-Sabour with a budget of Rs 4,850 crore and Munger Ganga Path Project, a 42 km stretch between Munger–Bariarpur–Ghorgat–Sultanganj, sanctioned at Rs 5,120 crore. Following the discontinuation of the non-financial education policy, the state has allocated Rs 394.41 crore for assistant grants to teachers and education workers in aided secondary and higher secondary schools for the fiscal year 2025-26. A drive to generate one crore jobs in the next five years, accidental death compensation for businessmen, honorarium to Block-level Officers who are part of enumeration exercise – that is among the 30 significant new proposals that the Nitish Kumar Cabinet approved Tuesday ahead of Bihar's Assembly election. Making the announcement, S Siddharth, additional cabinet chief secretary of the Cabinet Secretariat Department, said that the Labour Resources Department had said it would create one crore jobs in across the public as well as private sectors between 2025 and 2030. 'A 12-member high-level committee will be formed, headed by the Development Commissioner, to examine the scope and options for implementing the proposal. It will include heads of 11 departments, Finance, General Administration, Agriculture, Rural Development, Animal and Fish Resources, Industries, IT, Science and Technology, Education, Tourism, and Labour Resources, tasked with recommending ways to achieve the job target,' the ACS said. Among other major decisions, the Cabinet approved the Bihar Vyavsayi Durghatna Mrityu Anudan Yojana, 2025, under which the government will pay Rs 5 lakh as ex-gratia to the family of a businessman who dies in an accident. The scheme applies to non-corporate taxpayers who are Bihar residents or have registered their business in the state, as well as GST-registered traders. The Cabinet also sanctioned Rs 394.41 crore as grant-in-aid for secondary and higher secondary schools to pay teaching and non-teaching staff – a move that comes months after Chief Minister Nitish Kumar scrapped the states two-decade old unaided education policy. Ahead of election, the Cabinet has approved one-time honorarium of Rs 6,000 to 77,895 Booth Level Officers (BLOs) and 8,245 BLO supervisors currently engaged in the Election Commission of India's ongoing Special Intensive Revision of electoral rolls in Bihar. The cabinet has earmarked Rs 51.68 crore for this. Additional approvals include Rs 80 crore for equipment upgrades in Bihar's 46 polytechnic colleges, Rs 90 crore for government engineering colleges, and 7,832.29 crore for the expansion and modernisation of the Western Kosi Canal Project, scheduled to be completed by March 2029. Besides this, the Cabinet has also approved Rs 5,119 crore and Rs 4,849 crore for two stretches of Ganga Path Project — a four-lane expressway along Ganga in Patna, Bihar. Other significant decisions include a monthly cap on Rs 25,000 on the special allowance for Bomb Disposal Squad personnel, and annual increments for Bihar Judicial Service officers in line with state government employees, with retrospective effect from January 1, 2016. Patna Metro's first corridor set to roll by August 15: 6.5km 'blue line' nears finish line; key stations almost ready, trial runs soon
Patna's first metro corridor, the 'blue line', is nearing completion and is expected to be operational by August 15, 2025. This elevated section of Corridor II includes five stations and is 6.49 km long. PATNA: Patna's first metro corridor, the 'blue line', is expected to become operational within the next 60 days. This elevated section of Corridor II (Patna Junction-ISBT) of the Patna Metro Rail Project is nearly complete. The 6.49-km route includes five elevated stations - Malahi Pakri, Khemnichak, Bhoothnath, Zero Mile and ISBT. Metro officials said 90% of the work on the priority corridor has been completed and operations are scheduled to begin by Aug 15, 2025. "Final touches are being given at some stations while others are in the last phase of civil and electrical works. Installation of tracks and electric poles is ongoing," they said. U-girders have been placed at Khemnichak, platform casting has started at ISBT and purlin installation is underway at Bhoothnath station. Civil works at the ISBT Metro Rail Depot - spanning 76 acres - are complete with finishing work in progress. Regular review meetings are being held to meet the project deadline. Urban development and housing minister Jibesh Kumar said the corridor was in its final stage. The development area will also include an auditorium, training school, canteen, and operational control centre. An auxiliary substation of 2,500 KVA will support the power needs of the depot.
