MB: Selangor on track to minimise water disruptions

Pengurusan Air Selangor Sdn Bhd has welcomed the state government's implementation of the Water Resources Assurance Scheme (Skim Jaminan Air Mentah or SJAM). SJAM is an initiative to ensure continuous clean water supply, even in the event of raw water source pollution. Selangor Mentri Besar Datuk Seri Amirudin Shari witnessed the handover ceremony and commissioning of the SJAM Pump Stations (packages A and C) in Bestari Jaya, Kuala Selangor. The event marked a critical milestone in Selangor's long-term strategy to address raw water pollution, which has caused major water supply disruptions since 2020. SJAM aims to ensure the continuous operation of main water treatment plants and prevent water supply interruptions. The system uses alternative raw water supply from the Hybrid Off-River Augmentation Storage (Horas) 600 and Hang Tuah Pond. It is channelled directly to the inlet of water treatment plants at Rantau Panjang, Sungai Selangor Phase (SSP) 1, SSP 2 and SSP 3, thus bypassing any polluted river sources. 'SJAM is not only aimed at tackling pollution, but it is also part of the state's long-term plan to ensure the continuity of raw water supply in the face of climate change and drought,' Amirudin said in his speech. 'I am confident that with SJAM, Selangor is now better equipped to prevent up to 95% of treatment plant shutdowns caused by river pollution,' he added. State infrastructure and agriculture committee chairman Datuk Izham Hashim launched Package B under the same scheme last November. Air Selangor chief executive officer Adam Saffian Ghazali said, 'Air Selangor welcomes the SJAM project as it not only protects the continuity of our water treatment plant operations but also strengthens public confidence in reliability of the water system in Selangor.' 'As the implementation partner, Air Selangor will continue working closely with the state government and relevant agencies to ensure the system operates efficiently for the benefit of our 9.62 million consumers in Selangor, Kuala Lumpur and Putrajaya.' Adam Saffian said Air Selangor also supported the state government's multi-layered approach to water sustainability, which includes the Zero-Discharge Policy, Polluters Pay Principle and river-monitoring programmes in collaboration with non-governmental organisations. Also present at the handover ceremony were Selangor State Secretary Datuk Dr Ahmad Fadzli Ahmad Tajuddin, Selangor Deputy State Secretary (Development) Datuk Johary Anuar and Selangor Speaker Lau Weng San.

The recognition came during the Global Water Summit 2025, held over three days in Paris, which brought together global leaders, policymakers, and water industry experts to address pressing challenges and promote sustainable water management. In a statement today, Air Selangor said the summit served as a platform for exchanging insights and fostering innovation in the sector. The company's growing international presence was further bolstered by the shortlisting of its Digital Twin Project at the Semenyih 2 Water Treatment Plant (WTP) for the Water Project of the Year category at the 2025 Global Water Awards, hosted by Global Water Intelligence (GWI). 'These annual awards, presented during the Global Water Summit, celebrate excellence and innovation in the global water industry, with a focus on projects that enhance sustainability and operational efficiency,' the statement read. It said the shortlisted Digital Twin Project has demonstrated the impactful use of advanced technology in water treatment operations. By integrating real-time monitoring, predictive analytics, and automated controls, the plant can operate with minimal human intervention from start to finish. With an average daily output of 100 million litres and a targeted efficiency boost of up to 20 per cent, the project sets a new benchmark for reliability and performance in water treatment systems. Air Selangor's project stands alongside globally recognised initiatives, including the Anabu Modular WTP in the Philippines, the O Casal WTP in Spain, and the Yiwu No. 3 WTP Expansion Project in China. Commenting on the recognition, Air Selangor chief executive officer Adam Saffian Ghazali said it affirms the company's commitment to digital transformation in water services and inspires continued innovation across the industry.

Selangor assembly to discuss vape ban, says MB
KUALA SELANGOR: A proposal to ban the sale of electronic cigarettes (vapes) in Selangor will be tabled at the state legislative assembly meeting. Selangor Mentri Besar Datuk Seri Amirudin Shari stated he had instructed public health and environment executive councillor Jamaliah Jamaluddin to prepare the paper before making any decision on the matter. "The state government should look into this matter comprehensively so it can guarantee the health of members of the future generation," he said. Amirudin addressed the press at an event where the Raw Water Guarantee Scheme (SJAM) Package A and C project was handed over to Pengurusan Air Selangor Sdn Bhd. Currently, Johor and Terengganu have banned the use of vape due to alleged usage by minors to consume drugs. On another matter, Amirudin said the Selangor state government was ready to act as intermediaries in negotiations between victims of the Putra Heights gas pipeline blast and insurance companies concerning claims for home and vehicle damage. He mentioned the issue will be discussed with the state's disaster management unit. Amirudin added the claims will involve terms stipulated in the respective insurance policies between residents and insurance companies. "The state government can perhaps help to mediate as the agreements (in the policies) are between the residents and the insurers," he said.

Selangor developing comprehensive plan to secure water supply, says MB
KUALA SELANGOR: Selangor is developing a master plan to address various aspects of the state's water supply, including storage and catchment pond locations. The master plan will serve as a guideline to manage both dry and rainy seasons. Selangor Menteri Besar Datuk Seri Amirudin Shari stated that the Water Master Plan would cover all matters related to water supply comprehensively, including a long-term flood control system. According to Amirudin, the plan is expected to be completed within a year. "If there is less water, we will face supply problems, and if there is excess water, there will be floods. "This master plan will look comprehensively into both aspects," said Amirudin at an event where the Raw Water Guarantee Scheme (SJAM) Package A and C project was handed over to Pengurusan Air Selangor Sdn Bhd. Amirudin added that more than 100 water catchment ponds have been identified throughout Selangor, with most currently in the process of being gazetted as strategic storage areas. The state government's SJAM implementation will also be part of the Water Master Plan, with SJAM expected to ensure sufficient water supply for at least the next 50 years. On another matter, Amirudin said the Selangor Water Management Board (LUAS) enactment would be streamlined to punish those caught polluting the environment. He added that punishment could include fines up to RM1mil and a mandatory jail term not exceeding three years. Amirudin noted that despite identifying pollution causes, the burden of proof often results in offenders escaping legal action. "Smell pollution, for example, takes more than 18 to 24 hours to reach the Selangor dam. "Meaning that if anything occurs in Batang Kali it would take 15 to 16 hours for it to reach here, and evidence becomes erased. "That is one of the challenges we face," he added. He said the streamlining of the enactment would allow state government enforcement to carry out thorough investigations and prosecutions. Amirudin mentioned that sometimes pollution is detected, but the source cannot be identified when the party causing the pollution stops the act. "So, we can counter the pollution, but unfortunately we cannot detain and prosecute," said Amirudin. On the SJAM, Amirudin said handing over the two packages complemented two other packages already in operation, guaranteeing continuous water supply to four million residents of Selangor, Kuala Lumpur, and Putrajaya. He added that RM320mil has been spent on the SJAM to ensure water supply to 1.2 million consumer accounts, even in the event of pollution.

Air Selangor App now lets users report leaks in real time
KUALA LUMPUR: A total of 9.62 million water consumers in Selangor, Kuala Lumpur, and Putrajaya can now report pipe leakages through the upgraded Air Selangor 2.0 app, effective today, said Pengurusan Air Selangor Sdn Bhd (Air Selangor) chief executive officer Adam Saffian Ghazali. He said the improved mobile application now features a 'Report Leaks' function, allowing users to report leaking or burst pipes, faulty meters, and illegal connections in real time. 'This initiative aims to reduce the Non-Revenue Water (NRW) rate and ensure more efficient water management,' he said in a statement today. He said the Air Selangor 2.0 app was revealed during the MADANI Smart Water Campaign launched by Deputy Prime Minister Datuk Seri Fadillah Yusof earlier today. Adam Saffian added that the app also includes a water usage monitoring feature through the Litres per Capita per Day (LCD) indicator, allowing consumers to assess and manage their daily water consumption. 'They can compare their consumption against the benchmark recommended by the National Water Services Commission (SPAN), which is 160 litres per day, and receive water-saving tips tailored to their household profile,' he said. According to Adam Saffian, Air Selangor has implemented multiple digital initiatives as part of its sustainability commitment to promoting smart water usage among consumers. On the MADANI Smart Water Campaign conducted by SPAN and the Ministry of Energy Transition and Water Transformation, he said it is a national initiative to nurture prudent water usage among the public to ensure water supply sustainability. He said the campaign aligns with the memorandum of collaboration signed between Air Selangor and Monsta Studios Sdn Bhd in April to bolster efforts to raise water-saving awareness among the younger generation. The three-year collaboration aims to implement more creative programmes and activities involving the younger generation to raise awareness about water conservation from an early age, he added.
