IPOH: Awareness and educational campaigns will be carried out to ensure the Jalur Gemilang is displayed properly, says Sandrea Ng. The Perak local government committee chairman said the government and its agencies have always encouraged the display of the national flag during the National Month celebration to foster patriotism. "There had been recent issues of the flag being displayed incorrectly. "We are taking note of this and will provide information through awareness and educational campaigns so the issue does not arise again," she told reporters after closing the Perak Pawsitive Initiative at the Red Crescent Hall here on Sunday (Aug 17). "It is a straightforward matter, but we need to be more careful when displaying our flag to avoid unnecessary disputes," she said. "The government, through the relevant authorities, will continue to emphasise the correct information, tips and reminders to be disseminated so that the public are properly informed and for the national month's celebrations to run smoothly," she added. Ng said it is not mandatory for business premises to display the Jalur Gemilang, but strongly encouraged them to do so. "At present, some premises have already put up the Jalur Gemilang, but these are not under the jurisdiction of local councils. "We are working with private organisations, assemblymen's service centres and local councils to give out the flags," she said.

IPOH, Aug 13 — The Perak government plans to establish temporary shelters for stray animals to address the issue of abandoned animal populations. State Housing and Local Government Committee chairman Sandrea Ng Shy Ching said the state is working closely with non-governmental organisations (NGOs) to identify suitable locations for the purpose. 'These shelters will be run by NGOs with the state facilitating the process at minimal cost, while we look for adoption centres and other solutions. 'The shelters will provide a place to care for stray animals, especially those involved in complaints. We hope more parties will continue to work with us,' she said at a press conference after officiating the 2025 Perak Pawsitive Initiative for the Kinta district here today. Earlier, the Raja Permaisuri of Perak, Tuanku Zara Salim, graced the event's opening ceremony and visited the exhibition booths at the Malaysian Red Crescent Hall in Ipoh. Also present were the wife of Perak Menteri Besar, Datin Seri Aezer Zubin, and Ipoh Timur member of parliament Howard Lee Chuan How. Sandrea said the initiative is necessary as the growing population of stray animals is often linked to owners who do not neuter their pets, leading to unplanned litters and eventually abandoned animals that disrupt public order. 'As of April this year, the 15 local authorities in the state received 1,421 dog-related complaints, which shows the seriousness of the problem. The state hopes this awareness campaign will continue to gain momentum,' she said. She said the state government has conducted a subsidised neutering campaign, public awareness programmes through the Friends of Pawsitive Initiative platform, as well as photography and art competitions, and pet adoption drives to address the issue. As of June 23, 2025, a total of 301 dogs and 254 cats have been neutered, and 498 local authority licences have been issued under the initiative. — Bernama

IPOH: The Perak government is working with non-governmental organisations (NGOs) to identify suitable locations to be turned into animal shelters, as part of efforts to address the growing stray population in the state. State housing and local government committee chairman Sandrea Ng Shy Ching said the aim was to provide a minimal-cost facility for NGOs to manage, ensuring rescued animals have a place to be housed and cared for before adoption. Ng said such shelters would also help in cases where people lodge complaints on strays, and when the animals are caught they then could be placed at such shelters. 'As of April this year, a total of 1,421 dog-related cases have been reported to the 15 local councils in Perak. 'This shows how serious the issue is,' she told reporters after the launch of the Perak Pawsitive 2025 campaign for the Kinta district at the Red Crescent Hall here on Wednesday (Aug 13). The event was officiated by the Raja Permaisuri of Perak Tuanku Zara Salim. Also present was Perak Mentri Besar's wife Datin Seri Aezer Zubin. Ng said therefore the state government hoped that through the Perak Pawsitive Initiative awareness campaign, especially with the subsidised neutering initiative, they are able to tackle the root cause of preventing the birth of unwanted animals that end up as strays. 'At the same time, we want to make adoption a common practice. 'When NGOs rescue strays, there must be somewhere they can be kept while waiting to be rehomed,' she said. Ng said the stray overpopulation was largely due to irresponsible pet ownership, with many owners failing to neuter their pets, and the babies often ended up abandoned, creating public safety concerns and disturbing community harmony. 'The campaign, which began last year, includes subsidised neutering and awareness activities such as photography and drawing competitions, as well as adoption drives. 'Since its launch, a total of 301 dogs and 254 cats have been neutered through the campaign. 'Licensing has also been a focus, with 498 dog licences issued during the campaign after officials found many owners had not registered their pets,' she said. Ng said the subsidised neutering drive is primarily targeted at pet owners, but applications from NGOs or individuals with strays would be considered on a case-by-case basis. 'For strays, many NGOs are already running their own trap-neuter-return (TNR) programmes, while the state government focuses on domestic pets whose owners have the facilities to care for them,' she said.

State housing and local government committee chairman Sandrea Ng said the first initiative is a proposal to make it compulsory for dogs to be microchipped to increase traceability of pet ownership. 'This move aims to introduce a more transparent and responsible pet ownership system. With microchipping, authorities will be able to trace the owner's identity, and the animal's vaccination records and neutering history. 'This would allow dogs to be identified and reunited with owners in the event of disturbances, loss or complaints. It is also expected to reduce cases of owners abandoning their dogs, an act which burdens the community and state resources,' she said after launching the Perak Pawsitive Initiative for the Teja constituency here yesterday. Ng said the feeder mapping system aims to recognise and regulate those who voluntarily feed stray animals. She said many feeders have been operating independently for years, often without proper coordination. 'In some cases, feeding areas have led to public complaints due to disturbances, hygiene issues or increasing numbers of strays. 'Through this initiative, feeders will be encouraged to register with the cooperation of local authorities and animal welfare NGOs. 'This will help ensure that feeding areas are monitored, dogs in those zones are neutered and cleanliness is maintained,' she said, adding that a basic digital platform will be developed to map feeding hotspots, allowing complaints to be addressed more effectively, aid to be channelled accurately and intervention strategies to be planned in advance. 'This is not just a technical effort but also an acknowledgement of the community's role and effort as part of the state's goal of transforming into a smart city,' she said. Ng added that the government is studying aspects such as cost implications, record management systems and enforcement methods. 'We will finalise it by the end of the year. The priority is to deve­lop a fair, efficient and enforceable framework for long-term use,' she said.
