Habagat to bring rain over most of PH; tropical cyclone remains outside PAR, PAGASA says

The southwest monsoon or Habagat will bring cloudy skies with rain showers over Central and Southern Luzon, Visayas, and Mindanao on Wednesday, PAGASA reported. The state weather bureau also reported that as of 3 a.m. a tropical cyclone outside the Philippine Area of Responsibility (PAR) is being monitored. The location of the tropical cyclone is 610 kilometers west of Iba, Zambales packing maximum sustained winds of 55 kilometers per hour, gustiness of up to 70 kph and moving slowly in the east southeast direction. Zambales, Bataan, Occidental Mindoro, Palawan, and Antique will have monsoon rains due to the southwest monsoon with the possibility that flash floods or landslides will occur due to moderate to heavy with at times intense rains. Metro Manila, CALABARZON, Bicol Region, Caraga, Davao Region, Pangasinan, and the rest of Visayas, Central Luzon, and MIMAROPA will have cloudy skies with scattered rains and thunderstorms due to the southwest monsoon and flash floods or landslides may occur due to moderate to heavy rains. The rest of Mindanao will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the southwest monsoon with possible flash floods or landslides occurring during severe thunderstorms. The rest of Luzon will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms with the possibility that flash floods or landslides will occur during severe thunderstorms. The western sections of Southern Luzon and Visayas will experience moderate to strong wind speed moving southwestward with moderate to rough coastal waters. The wind speed forecast for Northern and Central Luzon is light to moderate moving in the southwest to southeast direction while coastal waters will remain slight to moderate. The rest of the country will experience light to moderate wind speed moving in the southwest to south direction with slight to moderate coastal waters. The rest of the country will have partly cloudy to cloudy skies with the possibility of localized rain showers or thunderstorms, mostly in the afternoon or evening. Meanwhile, moderate to strong southwesterly to southerly winds with moderate to rough seas may be felt over Luzon and the western section of Visayas. Gusty conditions may be observed over Metro Manila, the Ilocos Region, MIMAROPA, the Bicol Region, Isabela, Aurora, Zambales, Bataan, Cavite, Batangas, Quezon, Antique, and Aklan, while light to moderate winds with slight to moderate seas are forecast for the rest of the country. The Southwest Monsoon may also cause partly cloudy to cloudy skies with isolated rain showers or thunderstorms over Mindanao. The rest of Luzon will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. Flash floods or landslides may occur in some areas due to these weather conditions. PAGASA is also monitoring a tropical depression outside the Philippine Area of Responsibility (PAR). The tropical cyclone was seen 610 kilometers west of Iba, Zambales, as of 3 p.m. The cyclone had maximum sustained winds of 55 km/h and gustiness of up to 70 km/h and was moving northwest at 10 km/h. Meanwhile, moderate to strong winds with moderate to rough waters will be observed in the western sections of Southern Luzon and Visayas, while the rest of the country will have light to moderate winds with slight to moderate coastal waters. The low pressure area (LPA) monitored inside the Philippine Area of Responsibility (PAR) has a 'high' chance of developing into a tropical depression within the next 24 hours, PAGASA said Monday afternoon. At 3 p.m., the LPA was located 415 kilometers west of Bacnotan, La Union. For now, the southwest monsoon (Habagat) is expected to bring rain over southern Luzon, Visayas, and Mindanao. In its 4 p.m. daily weather forecast, the state weather bureau said these areas are Zambales, Bataan, Cavite, Batangas, Occidental Mindoro, and Palawan. Metro Manila, Visayas, Bicol Region, and the rest of Central Luzon, MIMAROPA, and CALABARZON will see cloudy skies with scattered rains and thunderstorms also due to the Habagat. These moderate to heavy rains may cause flash floods or landslides. Partly cloudy to cloudy skies with isolated rain showers or thunderstorms will persist over Mindanao due to the Habagat. Meanwhile, the rest of Luzon will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. These severe thunderstorms may trigger flash floods or landslides. State meteorologists also said winds will be moderate to strong, while coastal waters will be moderate to rough in the western sections of Southern Luzon and Visayas. The rest of the country will see light to moderate wind conditions and slight to moderate coastal water conditions.
