Habagat to prevail over most parts of country
The Southwest Monsoon (Habagat) will affect Central and Southern Luzon, Visayas, and Mindanao, PAGASA said in its Tuesday afternoon forecast.
It is expected to cause occasional rains over Cavite, Batangas, Zambales, Bataan, Occidental Mindoro, and Palawan, and cloudy skies with scattered rains and thunderstorms in Metro Manila, Visayas, the Bicol Region, and the rest of Central Luzon, CALABARZON, and MIMAROPA.
The Southwest Monsoon may also cause partly cloudy to cloudy skies with isolated rain showers or thunderstorms over Mindanao.
The rest of Luzon will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms.
Flash floods or landslides may occur in some areas due to these weather conditions.
PAGASA is also monitoring a tropical depression outside the Philippine Area of Responsibility (PAR).
The tropical cyclone was seen 610 kilometers west of Iba, Zambales, as of 3 p.m.
The cyclone had maximum sustained winds of 55 km/h and gustiness of up to 70 km/h and was moving northwest at 10 km/h.
Meanwhile, moderate to strong winds with moderate to rough waters will be observed in the western sections of Southern Luzon and Visayas, while the rest of the country will have light to moderate winds with slight to moderate coastal waters.

PAGASA: LPA likely to become tropical depression within 24 hours
State weather bureau PAGASA on Thursday said that the low pressure area (LPA) being monitored over Northern Luzon now has a "high" chance of developing into a tropical depression within the next 24 hours. According to a Balitanghali report, as of 10:00 a.m., the LPA was spotted over the waters near Itbayat, Batanes. Should it intensify, the weather system will be named Tropical Depression Auring, the first tropical cyclone to enter the Philippine Area of Responsibility (PAR) this rainy season. Meanwhile, Tropical Storm Wutip, which remains outside PAR, continues to move toward Southern China. It was last seen 1,085 kilometers west of Northern Luzon, packing maximum sustained winds of up to 65 kilometers per hour. Despite the presence of Wutip and the LPA, PAGASA emphasized that it is the southwest monsoon or habagat that is currently causing widespread rains across the country. The agency warns that heavy to intense rainfall may lead to flash floods and landslides, particularly in Luzon and Mindanao — areas already experiencing rain showers due to the monsoon flow. Rainy weather in most of PH on Independence Day due to LPA, Habagat

As of 3 a.m., the LPA was estimated at 235 kilometers east of Calayan, Cagayan.
