Census To Be Conducted By 2027 In Two Phases With Caste Enumeration: Centre Tells Lok Sabha
The Centre said the estimated financial outlay for conducting the Census is under finalisation, and no decision has been taken to update the National Population Register. The Central government on Tuesday responded to a written question in Lok Sabha in connection with the upcoming caste census, and reiterated that it will be conducted in two phases by March 1, 2027. 'The Government of India has notified its intent to conduct Census in the Gazette on 16th June, 2025. The Census will be conducted in two phases. In phase one, i.e. houselisting and housing Census, the housing conditions, assets and amenities of each household will be collected," Minister of State for Home Affairs Nityanand Rai said in a written reply. 'Subsequently, in the second phase, i.e. Population Enumeration, the demographic, socio-economic, cultural and other details of every person in each household will be collected. In Census Caste enumeration will also be done." The government outlined that the reference date shall be 00.00 hours of the 1st day of March, 2027 (For UT of Ladakh and snow-bound non-synchronous areas of the UT of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026). 'The estimated financial outlay for conducting the Census is under finalisation. No decision has been taken to update the National Population Register. The intent to conduct Census has been notified. The period of conducting houselisting and housing Census will be notified in due course," Rai added. Earlier, the government on June 4 said that India's next census will be held across India by March 1, 2027. Census 2027 Preparations Begin: Digital Data, Caste Enumeration, Two Phases Confirmed
The preparation for Census 2027 has started, and a two-day conference of Directors of Census Operations was held in this regard at the beginning of this month, Ministry of Home Affairs (MHA) told the Lok Sabha on Tuesday. The two-day conference was held on July 3-4 in New Delhi and its was attended by Directors of Census Operations, senior officers from Directorates of Census Operations and officers from Office of Registrar General and Census Commissioner, India, Minister of State for Home Nityanand Rai informed the house in a written reply. Rai also pointed that the preparation for Census 2027 starte with the publication of gazette notification dated June 16, 2025 expressing the intent of the Government to conduct Population Census. The Central government earlier last month announced that the Population Census-2027 will be conducted in two phases, and for the first time, it will also include enumeration of castes. Ministry of Home Affairs then made the announcement through a statememt mentioning that the census will follow different reference dates depending on the region, in accordance with logistical and climatic factors. "It has been decided to conduct Population Census-2027 in two phases along with enumeration of castes," a Home Ministry statement then mentioned. According to the MHA statement, the reference date for the "Population Census-2027 will be 00:00 hours on March 1, 2027, for most parts of the country." However, for the Union Territory of "Ladakh, and the non-synchronous snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the reference date will be 00:00 hours on October 1, 2026." The government has also indicated that a notification of intent to conduct the census, adhering to the above-mentioned timelines, will be published in the Official Gazette on June 16, 2025. This will be done under Section 3 of the Census Act, 1948, which governs the legal framework for the decennial census exercise in India. This development marked a significant step in the preparation for the upcoming national census, which was delayed due to the COVID-19 pandemic and is now slated to be one of the most comprehensive data-gathering exercises undertaken by the Indian government. The Census of India is conducted under the provisions of the Census Act, 1948 and the Census Rules, 1990. The last Census of India was conducted in 2011 in two phases, namely i) Phase I - House Listing (HLO) (1 April to 30 September 2010) and (ii) Phase II - Population Enumeration (PE) (February 9 to February 28, 2011) with reference date - 00:00 hours of the first day of March 2011, except for snow-bound non-synchronous areas of Jammu and Kashmir, Uttarakhand and Himachal Pradesh for which it was conducted during September 11 to 30, 2010 with reference date as 00.00 hours of the first day of October 2010. Census 2021 was also proposed to be conducted in two phases in a similar manner with phase I during April-September 2020 and second phase in February 2021. All the preparations for the first phase of the Census to be conducted in 2021 were completed and field work was scheduled to begin in some States/UTs from April 1, 2020. However, due to the outbreak of COVID-19 pandemic across the country, the census work was postponed.

Unity across castes, religion key to becoming Vishwaguru, says Ashok Gehlot
Former Rajasthan Chief Minister and senior Congress leader Ashok Gehlot asserted that India's dream of being a Vishwaguru will be realised only when people across castes and religions are united. He said that unity among people of all castes and religions can be achieved only through social justice. "I believe everyone should have a mindset like Rahul Gandhi, then only the nation will be strengthened. We talk about becoming the Vishwaguru. The dream of becoming Vishwaguru will be fulfilled when people of all castes and religions are united. And we will be united when social justice is served," Gehlot said while talking to reporters here. Gehlot on Saturday praised Congress MP Rahul Gandhi for raising the issue of caste census, following which the Union Government has agreed to conduct it. He mentioned that India cannot become a world leader until untouchability is removed from society. The Congress leader held a meeting of the Congress OBC Cell on Saturday at the State Congress Office (PCC) in Jaipur. Along with Ashok Gehlot, the National Chairman of the OBC Department of the Congress, Anil Jaihind, and the State President, Harshaya Yadav, were present at the meeting. "Rahul Gandhi raised the issue of caste census, and now the government has to do it. Untouchability still exists in the country, how can India become a world leader until there is equality in the society?", Ashok Gehlot said. Gehlot stated that everyone should understand the "essence" of Rahul Gandhi and asserted that social justice should be the basic thinking of every citizen of the country. "The beauty of India in the world is its diversity. Flowers of every colour are the pride of this country. Everyone has to understand the essence of Rahul Gandhi. Social justice should be the basic thinking of every citizen. We started social justice in Rajasthan, we took many steps like giving pension to the employees of Delhi", Gehlot said. The Central government had announced that the Population Census-2027 will be conducted in two phases, and will also include the enumeration of castes.

Nair Service Society opposes Kerala caste census, plans to take legal action
KOTTAYAM: Asserting that the caste census announced by the Union government would divide people on the basis of caste and religion, the influential Nair Service Society (NSS) is planning to challenge the move in court. The Centre had on June 4 announced that Population Census-2027 will be conducted in two phases along with the enumeration of castes. The first phase will begin on October 1, 2026, and the second on March 1, 2027. On Tuesday, the Karnataka government too announced a fresh caste survey. The NSS' move is expected to create significant political challenge for the BJP, which has been making all-out efforts to widen its political base in Kerala ahead of the local body elections this year and the assembly elections in 2026.

In an exclusive interview with CNN-News18's Zakka Jacob, Naidu admitted that southern states had reservations that Census-linked delimitation may reduce their representation in Parliament. 'We had this problem even during the tenure of Atal Bihari Vajpayee. That's why Vajpayee-ji fixed the 1971 census as the cut-off date." Delimitation refers to the process of redrawing parliamentary constituencies and their boundaries. States in South India have emphasised time and again that they shouldn't be penalised for implementing effective population-control measures, given that a delimitation exercise may give more parliamentary constituencies to states that have higher population growth. The TDP supremo, however, denied that his advice to people to have more children was linked to delimitation. 'Population management is a must to avoid the ageing problem. You see, 4-5 crore population has migrated from India. Today, they are servicing the community through public governance or corporate governance. If 20 crore migrate, you can imagine the economic strength of Indians globally." 'Second, South India started early when it came to economic reforms. That had very good impact on living standards. Now, it is our duty to talk about population management; otherwise, we'll have a big setback." Naidu, in his interview, also hailed Prime Minister Narendra Modi's leadership, calling him the 'right leader for the nation at the right time". Sharing his views on the National Democratic Alliance (NDA) completing one year of the third term, the chief minister said India's economy had become the fourth-largest from the 10th place. 'The NDA government is doing very well for the last 11 years. In another two years, India will become the third-largest economy. That is when the real fight will start with China and America. So far, what has been done is one thing. What we are going to achieve next is a different ball game. But everything is possible under Narendra Modi-ji's leadership."
