Goa to submit eco-sensitive plan to Centre, seeks fresh survey under PMAY
PANAJI : Chief minister Pramod Sawant on Friday said that Goa aims to be the first state to prepare and submit an eco-sensitive plan to the Centre. 'Goa will be the first state to submit an eco-sensitive zone plan to the Centre. We are working on sustainable development; there is no haphazard management,' said Sawant at the regional rural workshop for the Pradhan Mantri Awaas Yojana (Gramin). Sawant said that Goa govt is formulating schemes so that even people from the OBC and economically weaker sections can get proper houses in Goa. 'Under the PMAY , we have just 250 beneficiaries. Of those more than 240 houses were already built. But there is a need to conduct a fresh survey under this scheme,' said Sawant. He said that some of the prospective beneficiaries migrated to other states, while there are some people who did not qualify for the scheme even though they required houses. 'There are some people who are living in a joint family, and they cannot benefit from these schemes. We need to expand this scheme, extend the benefits, but these people must settle in the villages and not in the towns,' said Sawant. The chief minister said that people must be encouraged to stay in the villages. 'If people migrate from villages to towns, the ecosystem will be disturbed. For this ecosystem not to get disturbed, people must be encouraged to stay in the villages. I am sure the Centre will think about this too. It is necessary that people get houses in their own villages,' he said. Sawant said that Goa is the first state to ensure that all central schemes reach every citizen in the state. 'We succeeded in taking all the schemes to at least 90% of the people. There may be a few people who were not able to benefit from the schemes,' he said.

Raipur village fights eviction for ‘MLA colony'
For the past ten days, residents of Nakta village, located approximately 15 kilometres from Chhattisgarh's capital Raipur, have been staging a protest against a recent government directive instructing them to vacate what authorities have termed 'encroachments'. The April 17 order, issued by the Tehsildar Court, identifies the houses of 85 families - 77, according to the government - as unauthorised structures slated for removal to clear land allegedly earmarked for the State Housing Board and a proposed residential colony for MLAs. Many of the affected residents claim to have lived on the land for decades, with some homes constructed as recently as last year under the Pradhan Mantri Awaas Yojana (Grameen). The disputed parcel spans over 15 hectares and is situated less than five km from the Raipur airport, close to the developing administrative hub of Nava Raipur, where the Chief Minister's residence and State Assembly are being shifted. This proximity makes it a potentially high-value real estate site. While official records state that the land falls under a single Khasra number (460) classified as government-owned, villagers contest this assertion. They point to a resolution passed by the gram sabha opposing the transfer of the land to the Housing Board. Revenue department records label the Khasra as Shamlat Charagan - or communal grazing land - with individual names such as Jhadu, Badku, Kesarbai, and six others listed as owners, complicating the issue of title and ownership. Kamla Sahu, a resident, claims that those currently occupying the land are descendants of the original donors. Her son, Ajash Yadav, says their house was constructed with government assistance under the PMAY scheme. He notes that such approvals require involvement from the local sarpanch and panchayat secretary. Village sarpanch Bihari Yadav has publicly supported the claims of the affected families. Commenting on the issue, Durg-based revenue law expert Bheesham Patel said, 'The term Shamlat itself questions the government's assertion, as it implies collective ownership.' Former BJP MLA from the area, Devji Bhai Patel, has also stated that residents have been living on the land since the early 2000s. Lathis versus bulldozers According to the notice, residents were to vacate their homes by May 28. Villagers now fear that demolition could begin at any moment. When The Hindu visited the area on Tuesday, a group - mainly women - had assembled outside the local community hall under a banner reading Jabar Bhuiya Bachav Aandolan (Save the Land Movement, in Chhattisgarhi). Rani Sahu, 30, said, 'I have been living in this house since I got married 12 years ago. My husband's family has been here for over three decades. The monsoon is near, and we've been offered no alternative accommodation. Where will we go with our children? If the bulldozers come, we will drive them away with our lathis,' she said, holding up a wooden stick. Raipur Collector Gaurav Singh said that the residents are occupying government land and that notices have been served over the past two years without any response. 'We had given them notices, and even now they can approach the concerned SDM court with explanations as to why they did not vacate earlier,' he said. While the Collector did not confirm whether the land would be used for an MLA colony, another government official indicated that the site 'might be needed for any upcoming project.'

Mamata Banerjee's absence from NITI Aayog meet draws flak from Opposition
The absence of West Bengal Chief Minister Mamata Banerjee at the 10th Governing Council meeting of the NITI Aayog in New Delhi on Saturday (May 24, 2025) drew sharp criticism from Opposition parties, particularly in light of pending central funds to the State under key schemes. The meeting, chaired by Prime Minister Narendra Modi, was attended by several Chief Ministers, including M.K. Stalin (Tamil Nadu), Bhagwant Mann (Punjab), Revanth Reddy (Telangana), and Hemant Soren (Jharkhand). The theme of the session was Viksit Rajya for Viksit Bharat @2047, and marked the first such interaction since Operation Sindoor and the subsequent conflict with Pakistan. Ms. Banerjee had previously walked out of a NITI Aayog meeting in July 2024, alleging that she had been denied an opportunity to speak. 'The financial vulnerability of West Bengal is at an alarming stage. Unemployment and migrant labour from the State are major concerns. The Chief Minister should have used this platform to seek solutions in collaboration with the Centre,' Mr. Bhattacharya said. 'Instead, she missed a crucial opportunity to present West Bengal's pressing concerns.' Congress leader and former State unit president Adhir Ranjan Chowdhury echoed the sentiment. 'She complains about funds not being disbursed to the State. She should have raised the issue at the meeting. If the Centre did not concede, she could have staged a protest there itself,' he said. In defence of the Chief Minister's decision, Trinamool Congress vice-president Jay Prakash Majumdar said the CM had no reason to attend a forum where she was not allowed to speak. 'Last year, it was proved that the Union government did not desire to listen to what our Chief Minister wanted to say, and hence her microphone was switched off mid-speech. This was an insult. Why would she attend only to face such indignity again?' Mr. Majumdar said. On the same day, political sparring continued over the issue of stalled funds to West Bengal. The BJP's West Bengal unit claimed on social media that ₹41,883 crore had been disbursed to the State under the Pradhan Mantri Awaas Yojana. The Trinamool Congress, however, issued a pointed rebuttal, stating, 'This is an OPEN CHALLENGE to @BJP4India: Release WHITE PAPER on fund allocation to Bengal under Awas Yojana post your humiliating defeat in the 2021 Assembly Elections. Let the facts do the talking.' The State continues to claim that disbursement under schemes such as MGNREGA and PMAY has been halted by the Centre.
