New Delhi: The Union Cabinet on Thursday approved a total outlay of Rs 6,520 crore for the ongoing Central Sector Scheme, Pradhan Mantri Kisan Sampada Yojana (PMKSY), for the period of the 15th Finance Commission cycle (2021-22 to 2025-26). The approved amount includes an additional allocation of Rs 1,920 crore to support new and existing projects under the scheme. Of the total outlay, Rs 1,000 crore has been earmarked to set up 50 Multi-Product Food Irradiation Units under the component scheme Integrated Cold Chain and Value Addition Infrastructure (ICCVAI) and 100 NABL-accredited Food Testing Laboratories under the Food Safety and Quality Assurance Infrastructure (FSQAI) component. These initiatives are in alignment with announcements made in the Union Budget. The remaining Rs 920 crore will be used to sanction projects under various other components of PMKSY during the current Finance Commission cycle. Both ICCVAI and FSQAI are demand-driven schemes, with proposals to be invited through Expressions of Interest (EOIs) from eligible entities across the country. Projects will be selected following scrutiny based on the eligibility norms outlined in the scheme guidelines. According to the Ministry of Food Processing Industries, the 50 irradiation units are expected to create additional preservation capacity ranging from 20 to 30 lakh metric tonnes (LMT) per annum, depending on the types of food processed. These units will play a crucial role in extending the shelf life of agricultural produce, thereby reducing post-harvest losses. In parallel, the proposed 100 food testing labs in the private sector are aimed at developing advanced infrastructure for analysing food samples. The Ministry said these facilities would help strengthen food safety mechanisms and ensure the availability of safe, quality-compliant food products in the market. The Pradhan Mantri Kisan Sampada Yojana, launched in 2017, seeks to create modern infrastructure and efficient supply chains for the food processing sector.

New Delhi: The government on Thursday approved a raft of decisions aimed at boosting rural lending, expanding food processing infrastructure, and strengthening India's railway network—all with an eye on improving farm incomes and economic connectivity. The decisions were taken at a meeting of the Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi. Among the key measures was the approval of a ₹ 2,000 crore central sector scheme titled Grant-in-Aid to the National Cooperative Development Corporation (NCDC). The scheme will run for four years, from FY26 to FY29. The enhanced capital infusion will allow the NCDC to raise roughly ₹ 20,000 crore from markets during this period. This in turn will enable the agency to scale up loans to around 2.9 crore members of 13,288 cooperative societies spanning sectors such as dairy, livestock, fisheries, sugar, textiles, food processing, storage, cold storage, labour, and women-led cooperatives. In a separate move targeting the farm sector, the Union Cabinet also cleared a ₹ 6,520 crore outlay for the ongoing Pradhan Mantri Kisan Sampada Yojana (PMKSY) during the 15th Finance Commission cycle (2021–22 to 2025–26). This includes an additional allocation of ₹ 1,920 crore. Of this, ₹ 1,000 crore has been earmarked to support the creation of 50 multi-product food irradiation units under the Integrated Cold Chain and Value Addition Infrastructure component of PMKSY. Another ₹ 920 crore has been approved for projects under various other PMKSY component schemes, including the establishment of 100 NABL-accredited food testing labs under its Food Safety and Quality Assurance Infrastructure programme. 'The implementation of the proposed 50 multi-product food irradiation units is expected to create total preservation capacity ranging from 20 to 30 lakh metric tonnes per annum, based on the type of food products irradiated under these units," said Union minister Ashwini Vaishnaw in a press briefing after the cabinet meeting. The establishment of 100 NABL-accredited food testing laboratories in the private sector will help build advanced infrastructure for testing food samples, ensuring compliance with food safety standards and the supply of safe foods, Vaishnaw added. The Cabinet Committee on Economic Affairs also cleared four railway infrastructure projects with a combined outlay of approximately ₹ 11,169 crore. These are aimed at increasing capacity on critical and strategic rail corridors. The approved projects include a fourth line between Itarsi and Nagpur; doubling of the Aurangabad (Chhatrapati Sambhajinagar)–Parbhani line; and third and fourth lines on the Aluabari Road–New Jalpaiguri and Dangoaposi–Jaroli routes. The Jalpaiguri line, which passes through the strategically sensitive 'chicken's neck' corridor, is considered crucial for faster movement of passengers, goods, and military personnel. 'The increased line capacity will significantly enhance mobility, resulting in improved operational efficiency and service reliability for Indian Railways. These multi-tracking proposals are poised to streamline operations and alleviate congestion,' Vaishnaw said. The four projects will span 13 districts across Maharashtra, Madhya Pradesh, West Bengal, Bihar, Odisha, and Jharkhand, adding about 574 kilometers to the rail network. According to the government, the expansion will improve connectivity for approximately 2,309 villages, representing a population of about 43.6 lakh. These routes are vital for transporting key commodities including coal, cement, clinker, gypsum, fly ash, containers, agricultural goods, and petroleum products. The capacity enhancements are expected to support an additional 95.91 million tonnes per annum (MTPA) of freight traffic. Officials also underscored the environmental and economic impact of rail transport, noting that the projects could help India reduce logistics costs, cut oil imports by 160 million liters, and avoid 5.15 billion kilograms of CO₂ emissions—equivalent to planting 2 billion trees.

The Centre Thursday approved a proposal to provide a grant in aid of Rs 2,000 crore to the National Cooperative Development Corporation (NCDC) over a period of four years till 2028-29. The move will enable the NCDC to provide loans to cooperatives either through the state governments or directly. The Cabinet also approved a Rs 1,000 crore budget for setting up 50 multi-product food irradiation units. As per an official statement, the source of finance of Rs 2,000 crore (Rs 500 crore each year from Fiscal Year 2025-26 to 2028-29) grant to NCDC shall be through budgetary support from the Centre. As per an official statement, 'On the basis of grant in aid of Rs 2,000 crore to NCDC from FY 2025-26 to FY 2028-29, NCDC will be able to raise Rs 20,000 crore from open market over a span of four years. 'These funds will be utilized by NCDC for granting loans to Cooperatives for setting up new projects/ expansion of plants and loans for meeting the working capital requirements.' 'Approximately 2.9 crore members of 13,288 Cooperative societies of various sectors like Dairy, Livestock, Fisheries, Sugar, Textile, Food Processing, Storage and Cold Storage; Labour and Women-led cooperatives across the country are likely to get benefitted,' it added. On implementation strategy and targets of the decision, the statement said that the NCDC will be the executing agency for this scheme for the purpose of disbursement, follow-up, monitoring of implementation of the project, and recovery of loans disbursed out of the fund. 'NCDC will provide loans to cooperatives either through state government or directly, as per NCDC guidelines. Cooperatives, which are meeting the criteria of direct funding guidelines of NCDC would be considered for financial assistance directly against admissible security or state government guarantee,' the statement further said. 'NCDC will provide loans to cooperatives, long-term credit for setting up/ modernization/ technology upgradation/ expansion of project facilities for various sectors and working capital to run their businesses efficiently and profitably,' it said. In a separate decision, the Cabinet also approved an additional outlay of Rs 1,920 crore for the ongoing 'Pradhan Mantri Kisan Sampada Yojana' (PMKSY) during the 15th Finance Commission Cycle (FCC) (2021-22 to 2025-26). With this move, the overall outlay of the PMKSY will be Rs 6,520 crore. 'Approval includes (i) Rs 1000 crore to support setting up of 50 Multi Product Food Irradiation Units under the component scheme-Integrated Cold Chain and Value Addition Infrastructure (ICCVAI) and 100 Food Testing Labs (FTLs) with NABL accreditation under the component scheme – Food Safety and Quality Assurance Infrastructure (FSQAI) of Pradhan Mantri Kisan Sampada Yojana (PMKSY), in alignment with the budget announcement and (ii) Rs 920 crore, for sanctioning projects under various component schemes of PMKSY during the 15th FCC,' as per an official statement released after the Cabinet meeting. The decision in this regard was taken in the meeting of the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi."The outlay of PMKSY has been increased to Rs 6,520 crore," I&B Minister Ashwini Vaishnaw told reporters after cabinet launched in 2017, was extended for one more year till the end of the current 2025-26 fiscal with an allocation of Rs 4,600 crore. Now, the Cabinet has decided to enhance the allocation by Rs 1,920 crore to implement the budget announcement for the food processing sector.
