Centre to extend President's rule in Manipur for six more months, Amit Shah to move resolution in Rajya Sabha
Union Home Minister Amit Shah will on Friday move a resolution in Rajya Sabha to extend President's Rule in Manipur for another six months. The extension will take effect from August 13. "That this House approves the continuance in force of the Proclamation dated the 13th February, 2025, in respect of Manipur, issued under Article 356 of the Constitution by the President, for a further period of six months with effect from 13th August, 2025," a Rajya Sabha Parliamentary bulletin said on Thursday. Manipur was placed under President's Rule after the BJP failed to reach a consensus on a successor to N. Biren Singh, who had resigned as Chief Minister on February 9. He stepped down just a day before his government was due to face a no-confidence motion and a critical floor test. The resignation followed nearly two years of ethnic violence in the state, beginning in May 2023, and came amid increasing pressure from the opposition, which had been demanding Singh's removal. In April, 21 ruling NDA MLAs from the state wrote to Prime Minister Narendra Modi and Home Minister Shah, demanding the immediate installation of a 'popular government.' In their letters, they said the people of Manipur had welcomed President's Rule with high expectations, but there had been no visible actions to restore peace and normalcy. 'There is a strong apprehension among the common people that the violence may reoccur. Many civil society organisations have come out openly against the imposition of President's Rule. They have been demanding the installation of a popular government in the state,' the MLAs wrote jointly. The ethnic violence has left over 250 people dead and displaced 60,000 others. A majority of them are still taking shelter in relief camps.

Union Home Minister Amit Shah will on Friday move a resolution in Rajya Sabha to extend President's Rule in Manipur for another six months. It states: 'That this House approves the continuance in force of the Proclamation dated the February 13, 2025 in respect of Manipur, issued under article 356 of the Constitution by the President, for a further period of six months with effect from August 13, 2025.' This move to extend President's Rule comes even as the state's Meitei and Naga NDA MLAs have been conducting a months-long campaign pushing for the restoration of a popular government in the state. President's Rule had been imposed in Manipur on February 13, days after former Chief Minister N Biren Singh stepped down from the position, primarily as a result of political pressure from other BJP MLAs from the Meitei community who were dissenting against his leadership. In the last Parliament session, Shah had said that the move to introduce President's Rule had been taken as no one had staked a claim to lead the government after Singh's resignation. However, since April, NDA MLAs – including Singh, legislators close to him, as well as those who dissented against him – have been pushing for the restoration of a 'popular' government, citing the lack of support for President's Rule and the perception that there has not been enough movement towards the restoration of normalcy in the state. The move to extend President's Rule in the state is likely to cause further discontent among the Meitei and Naga MLAs. There have been months of relative peace in the foothill areas where the Meitei-majority Valley meets the Kuki-Zo majority hills, which had been among the worst-affected parts of Manipur in the ongoing conflict. The last major cycle of violence between the communities had taken place in November last year. In the past month, there have been three significant weapons recoveries by security forces in the state, and the government has expressed its intent to facilitate the return to their homes of a large section of people displaced by the violence by the end of the year. However, more than 26 months since the start of the conflict, there has been no significant headway on dialogue between stakeholders of the Meitei and the Kuki-Zo communities.

Guwahati: The Appointments Committee of the Cabinet (ACC) has appointed Dr. Puneet Kumar Goel , a 1991-batch IAS officer of the AGMUT cadre, as the new Chief Secretary of Manipur . Dr. Goel succeeds Prashant Kumar Singh a 1993-batch IAS officer of the Manipur cadre, who held the post for exactly six months before being reassigned. Manipur has been under President's Rule since February this year. His posting to Manipur was facilitated through an inter-cadre deputation from AGMUT to the Manipur cadre, as per the Ministry of Home Affairs order dated July 16. His appointment comes at a time when the state is grappling with ongoing ethnic unrest and complex rehabilitation efforts and is being seen as a strategic move to ensure stability and effective governance. Outgoing Chief Secretary Singh has now been appointed Secretary of the National Commission for Scheduled Tribes, the position formerly held by Dr. Goel. Singh's short tenure in Manipur was marked by sensitive handling of socio-political challenges and his public commitment to rehabilitate all inmates of relief camps by December 2025. The senior official said that Goel's reputation for steady leadership and policy execution is expected to be crucial in managing the state's volatile landscape and delivering on urgent development and humanitarian commitments. More than 260 people have been killed and around 70,000 people of different communities rendered homeless in the ethnic violence between the Meiteis and Kuki-Zo-Hmar communities since May 3. Manipur has been under President's Rule since February 13, four days after the resignation of N. Biren Singh from the Chief Minister's post. Census Th. Chitra Devi, Director of Census Operations, Manipur, called on Governor of Manipur, Ajay Kumar Bhalla, at Raj Bhavan, Imphal. The Director briefed the Governor about the update on the preparations and activities undertaken by the department for the upcoming Census 2027, scheduled to commence in April 2026. She also highlighted the administrative and managerial challenges faced by the directorate and sought the Government's support. The Governor assured his support to address these issues to ensure smooth conduct of census operation in the state.

Centre names Puneet Kumar Goel as chief secretary of Manipur
In what insiders termed a significant bureaucratic move, the Centre has posted 1991-batch AGMUT, or central cadre, IAS officer Puneet Kumar Goel as the chief secretary of Manipur. BJP sources said the move, which is said to be part of an ongoing and significant gubernatorial and bureaucratic overhaul, was aligned with 'possible legislative business related to the state of Manipur' and likely to entail an extension of the ongoing President's Rule there during the upcoming Monsoon Session. Manipur is under President's Rule following ethnic Meitei-Kuki clashes in May 2023 which were followed by N Biren Singh's resignation as chief minister in February 2025. A career bureaucrat who served in various capacities across significant bodies such as the Delhi Jal Board, the Delhi transport department, the South Delhi Municipal Corporation, the power and SC/ST/OBC sectors at the Centre, and as chief secretary of Goa, Goel was moved to the Manipur state cadre following approval from the Prime Minister Narendra Modi-chaired Appointments Committee of the Cabinet. Goel was posted as secretary, National Commission for Scheduled Tribes, at the end of his tenure as Goa chief secretary after serving in the post between February 2022 and October 2024. He will serve under Manipur Governor Ajay Kumar Bhalla, the former home secretary of India, who remained in that post for five years from 2019 till his appointment in the formerly BJP-ruled state in December last year. Towards the end of his tenure as Goa chief secretary, Goel had fielded, and denied in an affidavit to the Bombay High Court allegations of abusing his position in changing the zone of a property he eventually bought. He had told the court that the file in question was among 'more than 700' signed by him in March 2024. In late May, a group of 10 NDA MLAs had called on Governor Bhalla to press for the formation of 'a popular government' in the state, claiming the support of 44 legislators, including seven from the BJP and three from its state ally, the National People's Party (NPP), and an Independent.

Two sisters killed in three-vehicle crash in Logan County
MORRISON BLUFF, Ark. (KNWA/KFTA) — Two sisters were killed in a three-vehicle crash in Logan County late Friday night, according to a crash report. The report by Arkansas State Police said around 11:17 p.m. said a 2010 Toyota was traveling south on State Highway 109 across the Morrison Bluff Bridge as an 18-wheeler was traveling north. A 2011 Chevrolet was traveling behind the Toyota, the report noted. The Chevrolet hit the rear of the Toyota, causing it to cross the centerline and collide with the 18-wheeler, according to the report. The driver of the Toyota, identified as MacKenzie Arthur, 20, of Scranton, and the passenger, a minor, were killed in the crash. Arkansas Tech University confirmed that MacKenzie Arthur and her sister, Maddie Arthur, died in the crash. No other injuries were reported in the crash. 'She was quiet in class, but she did great work. Mackenzie would have been an amazing teacher. She was a great person, and our hearts go out to the Arthur family.' The Scranton School District said in a social media post that Maddie Arthur was going to be a senior this upcoming school year and MacKenzie Arthur graduated in 2023 from the district. 'MacKenzie and Maddie brought light, love, and laughter to all who knew them,' SSD said in the post. 'Their memory will forever be a part of us, and their impact on our lives will never fade.'
