Guwahati: The Appointments Committee of the Cabinet (ACC) has appointed Dr. Puneet Kumar Goel , a 1991-batch IAS officer of the AGMUT cadre, as the new Chief Secretary of Manipur . Dr. Goel succeeds Prashant Kumar Singh a 1993-batch IAS officer of the Manipur cadre, who held the post for exactly six months before being reassigned. Manipur has been under President's Rule since February this year. His posting to Manipur was facilitated through an inter-cadre deputation from AGMUT to the Manipur cadre, as per the Ministry of Home Affairs order dated July 16. His appointment comes at a time when the state is grappling with ongoing ethnic unrest and complex rehabilitation efforts and is being seen as a strategic move to ensure stability and effective governance. Outgoing Chief Secretary Singh has now been appointed Secretary of the National Commission for Scheduled Tribes, the position formerly held by Dr. Goel. Singh's short tenure in Manipur was marked by sensitive handling of socio-political challenges and his public commitment to rehabilitate all inmates of relief camps by December 2025. The senior official said that Goel's reputation for steady leadership and policy execution is expected to be crucial in managing the state's volatile landscape and delivering on urgent development and humanitarian commitments. More than 260 people have been killed and around 70,000 people of different communities rendered homeless in the ethnic violence between the Meiteis and Kuki-Zo-Hmar communities since May 3. Manipur has been under President's Rule since February 13, four days after the resignation of N. Biren Singh from the Chief Minister's post. Census Th. Chitra Devi, Director of Census Operations, Manipur, called on Governor of Manipur, Ajay Kumar Bhalla, at Raj Bhavan, Imphal. The Director briefed the Governor about the update on the preparations and activities undertaken by the department for the upcoming Census 2027, scheduled to commence in April 2026. She also highlighted the administrative and managerial challenges faced by the directorate and sought the Government's support. The Governor assured his support to address these issues to ensure smooth conduct of census operation in the state.

In what insiders termed a significant bureaucratic move, the Centre has posted 1991-batch AGMUT, or central cadre, IAS officer Puneet Kumar Goel as the chief secretary of Manipur. BJP sources said the move, which is said to be part of an ongoing and significant gubernatorial and bureaucratic overhaul, was aligned with 'possible legislative business related to the state of Manipur' and likely to entail an extension of the ongoing President's Rule there during the upcoming Monsoon Session. Manipur is under President's Rule following ethnic Meitei-Kuki clashes in May 2023 which were followed by N Biren Singh's resignation as chief minister in February 2025. A career bureaucrat who served in various capacities across significant bodies such as the Delhi Jal Board, the Delhi transport department, the South Delhi Municipal Corporation, the power and SC/ST/OBC sectors at the Centre, and as chief secretary of Goa, Goel was moved to the Manipur state cadre following approval from the Prime Minister Narendra Modi-chaired Appointments Committee of the Cabinet. Goel was posted as secretary, National Commission for Scheduled Tribes, at the end of his tenure as Goa chief secretary after serving in the post between February 2022 and October 2024. He will serve under Manipur Governor Ajay Kumar Bhalla, the former home secretary of India, who remained in that post for five years from 2019 till his appointment in the formerly BJP-ruled state in December last year. Towards the end of his tenure as Goa chief secretary, Goel had fielded, and denied in an affidavit to the Bombay High Court allegations of abusing his position in changing the zone of a property he eventually bought. He had told the court that the file in question was among 'more than 700' signed by him in March 2024. In late May, a group of 10 NDA MLAs had called on Governor Bhalla to press for the formation of 'a popular government' in the state, claiming the support of 44 legislators, including seven from the BJP and three from its state ally, the National People's Party (NPP), and an Independent.

MORRISON BLUFF, Ark. (KNWA/KFTA) — Two sisters were killed in a three-vehicle crash in Logan County late Friday night, according to a crash report. The report by Arkansas State Police said around 11:17 p.m. said a 2010 Toyota was traveling south on State Highway 109 across the Morrison Bluff Bridge as an 18-wheeler was traveling north. A 2011 Chevrolet was traveling behind the Toyota, the report noted. The Chevrolet hit the rear of the Toyota, causing it to cross the centerline and collide with the 18-wheeler, according to the report. The driver of the Toyota, identified as MacKenzie Arthur, 20, of Scranton, and the passenger, a minor, were killed in the crash. Arkansas Tech University confirmed that MacKenzie Arthur and her sister, Maddie Arthur, died in the crash. No other injuries were reported in the crash. The Scranton School District said in a social media post that Maddie Arthur was going to be a senior this upcoming school year and MacKenzie Arthur graduated in 2023 from the district. 'MacKenzie and Maddie brought light, love, and laughter to all who knew them,' SSD said in the post. 'Their memory will forever be a part of us, and their impact on our lives will never fade.' Union Home Secretary Govind Mohan arrived in Manipur on Monday (June 2, 2025) where he visited relief camps in the hill district of Churachandpur and attended a security review meeting chaired by Governor Ajay Kumar Bhalla in Imphal. The visit comes in the wake of fresh protests and a 'civil disobedience' call by Meitei groups in the northeastern State over the incident in Gwaltabi on May 20, when security forces allegedly tried to cover the word 'Manipur' on a State transport bus that was ferrying journalists to the hill district of Ukhrul for the Shirui Lily festival. The protests were put on hold as Imphal and nearby areas were affected by severe floods. Mr. Mohan was accompanied by Intelligence Bureau Director Tapan Kumar Deka, Director-General of Police Rajiv Singh, and Chief Secretary P.K. Singh as he visited two Kuki-Zo camps in Churachandpur. A Manipur government statement said that the 'high-level Central team' led by Mr. Mohan visited relief camps for Internally Displaced Persons (IDPs) in Churachandpur district. 'The delegation visited Sadbhavna Mandap Relief Centre, Tuibong and Dorcas Veng Relief Centre to assess the situation and extend support,' it said. The team interacted with displaced families, reviewed facilities, and inaugurated a creche, a tailoring programme for women and a children's library. 'Fifteen students who cleared the 2025 HSLC [Class 10] examination from both camps were felicitated with gifts and appreciation certificates,' the statement added. The Home Secretary is on a two-day visit to the State. The visit assumes significance as 23 BJP legislators met in Imphal on May 30 agreeing to set aside 'personal ambitions' and press for the formation of a 'popular government' acknowledging the desire of the people. Manipur was placed under President's Rule on February 13. Around 60,000 people displaced from their homes in the hill and valley districts of Manipur have been living in relief camps since May 2023. Around 250 people have been killed in the ethnic violence between the Kuki-Zo and Meitei people that erupted in the State on May 3, 2023.

Imphal (Manipur) [India], May 30 (ANI): Nearly 25 Bharatiya Janata Party (BJP) MLAs are meeting at the residence of party MLA Thongam Biswajit Singh in Imphal to push for the formation of a popular government in Manipur. On May 28, nearly 10 MLAs, including eight from the BJP, one from the National People's Party (NPP), and one Independent MLA, met Manipur Governor Ajay Kumar Bhalla at the Raj Bhavan in Imphal to stake a claim to form a government in the state. Ten MLAs, including eight from the BJP, one from the NPP, and one Independent MLA, met Manipur Governor Ajay Kumar Bhalla at the Raj Bhavan in Imphal on Wednesday, demanding the formation of a 'popular' government in the ethnic violence-hit state. Their meeting with the governor came amid a civil disobedience campaign in the Imphal valley led by a Meitei organisation, which alleged that central armed forces had insulted the state's identity by masking the words 'Manipur State Transport' on a state-run bus on May 20. 'The majority of people want a popular government installed, which is why we came here to meet the Governor,' Independent MLA Sapam Nishikanta Singh told reporters after the meeting. 'We also discussed other things, like the functioning of the President's rule may not be the same after the formation of a popular government. Primarily and basically, the main point was the formation of a popular government. The response of the Governor was also nice,' he added. President's Rule was imposed in Manipur on February 13, days after BJP leader N. Biren Singh resigned as Chief Minister. Ethnic conflict broke out in the State on May 3, 2023, causing the loss of lives of hundreds of people. (ANI)
