Dhan-Dhaanya Krishi Yojana: Scheme to develop 100 agri districts across country gets Cabinet go-ahead

The Union Cabinet on Wednesday approved the 'Prime Minister Dhan-Dhaanya Krishi Yojana' (PMDDKY), which envisages development of 100 agricultural districts through the convergence of existing schemes with an annual outlay of Rs 24,000 crore per year. 'The scheme will be implemented through convergence of 36 existing schemes across 11 departments, other State schemes and local partnerships with the private sector,' said an official statement issued after the Cabinet meeting. At a briefing on the Cabinet's decisions, Information and Broadcasting Minister Ashwini Vaishnaw said the scheme would be implemented for six years beginning from 2025-26. 'A master plan will be prepared for each district. It will include agriculture and other allied activities,' Vaishnaw said. He said the scheme would benefit about 1.7 crore farmers. The scheme was first announced by Finance Minister Nirmala Sitharaman in her Budget speech earlier this year. Saying that the government was 'motivated by the success of the aspirational districts programme', she had said the scheme would cover '100 districts with low productivity, moderate crop intensity and below-average credit parameters'. Cropping intensity is a measure of how efficiently land is used — the number of crops grown in the area in an agricultural year (July-June). 'One hundred districts will be identified based on three key indicators of low productivity, low cropping intensity, and less credit disbursement. The number of districts in each state/ Union Territory will be based on the share of net cropped area and operational holdings. However, a minimum of one district will be selected from each state,' the official statement said on Wednesday. 'The scheme aims to enhance agricultural productivity, increase adoption of crop diversification and sustainable agricultural practices, augment post-harvest storage at the panchayat and block levels, improve irrigation facilities and facilitate availability of long-term and short-term credit,' it said. According to the statement, committees will be formed at the district, state and national levels for effective planning, implementation and monitoring of the scheme. Central nodal officers will be appointed for field visits, review and monitoring. A district agriculture and allied activities plan will be finalised by the District Dhan Dhaanya Samiti, which will be headed by the district collector and include progressive farmers as members. 'The district plans will be aligned to the national goals of crop diversification, conservation of water and soil health, self-sufficiency in agriculture and allied sectors as well as expansion of natural and organic farming,' the statement said. In addition, Central and State agriculture universities will be assigned each district as technical knowledge partner. The scheme is designed on the lines of the 'Aspirational Districts Programme' that was launched by Prime Minister Narendra Modi in January 2018 in 112 most under-developed districts across the country. In PMDDKY too, the Dhan-Dhaanya districts will be ranked based on their performance. A portal/ dashboard will be developed to monitor the progress of the scheme in each district on 117 key performance indicators on a monthly basis, said the statement. 'As the targeted outcomes in these 100 districts will improve, the overall average against key performance indicators will rise for the country. The scheme will result in higher productivity, value addition in agriculture and allied sector, local livelihood creation and hence increase domestic production and achieve self-reliance (Atmanirbhar Bharat). As the indicators of these 100 districts improve, the national indicators will automatically show an upward trajectory,' it said.

Dhan-Dhaanya Krishi Yojana committed to transforming lives of farmers: PM

The 'Dhan-Dhaanya Krishi Yojana' will boost farm production in districts that are lagging behind and also increase the income of farmers, Prime Minister Narendra Modi said on Wednesday, stressing that his government is committed to transforming the lives of farmers. The Union Cabinet earlier approved 'Prime Minister Dhan-Dhaanya Krishi Yojana' with an annual outlay of Rs 24,000 crore for six years to boost crop yields in 100 districts, benefiting about 1.7 crore farmers. The scheme will kick start from October, during the rabi (winter) season. In another Cabinet decision, the government enhanced the investment limit of state-owned NTPC to Rs 20,000 crore and also allowed public sector NLCIL to pump in Rs 7,000 crore in renewable energy projects. Modi said it is a boost to India's efforts to strengthen renewable energy capacity. Government merges 36 schemes to float farm programme

The Union Cabinet on Wednesday (July 16, 2025) approved the 'Prime Minister Dhan-Dhaanya Krishi Yojana', or PMDDKY, to enhance agricultural productivity and increase adoption of sustainable agricultural practices across the country. The scheme was announced in the Budget earlier this year. Talking to reporters after the Cabinet meeting, Union Minister Ashwini Vaishnaw said the Centre has merged 36 schemes of 11 Ministries into the PMDDKY, which will have an outlay of ₹24,000 crore per year for six years beginning 2025-26. 'This scheme will help 1.7 crore farmers,' he said. 'The scheme will be implemented through the convergence of 36 existing schemes across 11 Departments, other State schemes, and local partnerships with the private sector... 100 districts will be identified based on three key indicators of low productivity, low cropping intensity, and less credit disbursement. The number of districts in each State/Union Territory will be based on the share of Net Cropped Area and operational holdings. However, a minimum of one district will be selected from each State,' the release added. The PMDDKY is modelled on the 'Aspirational District Programme' of the Centre. Mr. Vaishnaw said the 'first-of-its-kind' scheme will focus exclusively on agriculture and allied sectors. Committees for effective planning, implementation and monitoring of the scheme will be formed at district, State and national levels. 'A District Agriculture and Allied Activities Plan will be finalised by the District Dhan Dhaanya Samiti, which will also have progressive farmers as members. The district's plans will be aligned to the national goals of crop diversification, conservation of water and soil health, and self-sufficiency in agriculture and allied sectors, as well as expansion of natural and organic farming,' the release said, adding that the scheme's progress will be monitored on a monthly basis. Also read | Agricultural agenda must move from food security to farmer prosperity: Vice-President Jagdeep Dhankhar The Government hoped that the scheme would result in higher productivity, value addition in agriculture and allied sectors, and local livelihood creation, and help increase domestic production and achieve self-reliance. Abhishek Jain, Fellow and Director, Green Economy and Impact Innovations, Council on Energy, Environment and Water (CEEW) said the scheme is a significant step toward boosting agricultural performance in India's under-performing districts by emphasising not only productivity but also resilience through crop diversification, allied activities, value addition, soil health, and water‐use efficiency. 'However, district selection could be improved by using annual net agricultural income per hectare,' he said, adding that the scheme should not focus on low-credit disbursement as an indicator for district selection. 'A resilient agriculture system should not be dependent on credit. Instead, as we expand and diversify income streams for farmers via allied and value-added activities, and as we mainstream more sustainable agriculture practices, the reliance on external credit to fund cultivation cycles should come down, while still enhancing incomes for the farmers,' he said.

Will double our income: Bhopal farmers thank govt for PM Dhan-Dhaanya Krishi Yojana

Bhopal: As the Union Cabinet, chaired by Prime Minister Narendra Modi, approved the 'Prime Minister Dhan-Dhaanya Krishi Yojana' for a six-year period beginning 2025-26, farmers in Bhopal, Madhya Pradesh on Wednesday have welcomed the move, expressing hope that the scheme will double their income and bring much-needed reforms to the agricultural sector. Speaking with IANS, several local farmers described the scheme as a landmark decision that puts their needs at the centre of development. Rajpal Singh, a farmer from the region, said, "The scheme that has been approved is truly in the interest of farmers. It's a very good step. It will help in developing the rural economy and support the farming community. I want to thank Prime Minister Modi. In the coming years, this will help us double our income." Another farmer, Surendra Singh, added, "This scheme will definitely be beneficial. It will make farmers more efficient and productive. With better infrastructure and support, we will be able to focus more on our work. Thank you to the Prime Minister for this." Dhan Singh, also a farmer from Bhopal, said, "This scheme will ease the challenges we face in agriculture. From irrigation to storage, everything will improve. This kind of support is what farmers need today. I'm really thankful to PM Modi for launching this." The scheme draws inspiration from NITI Aayog's Aspirational District Programme, a first-of-its-kind initiative focusing exclusively on agriculture and allied sectors. It aims to enhance agricultural productivity, increase adoption of crop diversification and sustainable agricultural practices, augment post-harvest storage at the panchayat and block levels, improve irrigation facilities and facilitate availability of long-term and short-term credit, according to the official statement. The scheme was announced as part of the Budget proposals for 2025-26 to develop 100 districts under 'Prime Minister Dhan-Dhaanya Krishi Yojana'. The scheme will be implemented through the convergence of 36 existing schemes across 11 Departments, other State schemes and local partnerships with the private sector. As many as 100 districts will be identified based on three key indicators of low productivity, low cropping intensity, and less credit disbursement. The number of districts in each state/UT will be based on the share of Net Cropped Area and operational holdings. However, a minimum of 1 district will be selected from each state, according to an official statement. Committees will be formed at the District, State and National level for effective planning, implementation and monitoring of the Scheme. A District Agriculture and Allied Activities Plan will be finalised by the District Dhan Dhaanya Samiti, which will also have progressive farmers as members. The District Plans will be aligned to the national goals of crop diversification, conservation of water and soil health, self-sufficiency in agriculture and allied sectors, as well as expansion of natural and organic farming. The progress of the scheme in each Dhan-Dhaanya district will be monitored on 117 key Performance Indicators through a dashboard monthly. NITI Aayog will also review and guide the district plans. Besides, Central Nodal Officers appointed for each district will also review the scheme regularly, the statement explained. As the targeted outcomes in these 100 districts improve, the overall average against key performance indicators will rise for the country.
