PMC bans paper cups and plastic items in offices

(HT) The Pune Municipal Corporation (PMC) has banned the use of plastic and paper cups, as well as other single-use plastic items, across all its offices. The move aligns with the Maharashtra Plastic and Thermocol Products (Manufacture, Usage, Sale, Transport, Handling and Storage) Notification, 2018, issued by the state's Environment Department. In a circular dated July 10, additional municipal commissioner Prithviraj BP directed all PMC departments to immediately stop using plastic files, bottles, cups, and even plastic-coated bouquets. Notably, the use of paper cups for tea has also been prohibited due to their inner plastic lining, which makes them non-biodegradable. The circular emphasises that such non-degradable waste poses a serious risk to public health and the environment, and mandates strict adherence to the 2018 rules and their subsequent amendments. Citing research by IIT Kharagpur, the circular notes that drinking just three cups of tea or coffee a day from paper cups can lead to the ingestion of around 75,000 microplastic particles. These, along with harmful elements such as palladium, chromium, and cadmium, have been linked to health issues including hormonal imbalance, reproductive disorders, cancer, and neurological complications. 'All heads of departments must ensure that officers and staff in their sections stop using these banned items with immediate effect. Even paper cups with plastic lining must be avoided when serving tea,' said Prithviraj BP According to officials, the initiative is part of PMC's broader campaign to reduce plastic waste and encourage sustainable practices throughout the city. The Solid Waste Management Department and zonal offices have also been instructed to ensure strict compliance. Environmental activists have welcomed the decision and called on other government and private offices to adopt similar measures. 'This is a much-needed step. Paper cups are often seen as eco-friendly, but their plastic lining makes them hard to recycle and hazardous to health. This ban will encourage people to explore truly sustainable alternatives,' one activist said.

Swachh Survekshan 2024-25: Pune improves rankings, secures 8th spot nationally, second in state
Pune city has improved its ranking in the Swachh Survekshan 2023-24 by securing the eighth spot — it was ranked 10 in the previous year. The Pune city is second cleanest city in the state in the regular category after Pimpri Chinchwad as Navi Mumbai has made it to higher category of Super Swachh league — the Union government has introduced a separate category this year for cities frequently excelling in cleanliness which includes Vijayawada, Indore, Surat, and Navi Mumbai. The Pune city has been struggling to improve its Swachh ranking. It bagged the tenth place in the list of cleanest cities across the country from among all cities having a population of over one lakh for 2023. In 2022, among cities with a population of more than 10 lakh, Pune ranked ninth, but in 2023 the Swachh survey did not declare ranking in the category. 'There is a separate category of Swachh Super league introduced from this year in which the cities frequently ranking on top are included. Pune is in the regular category and has ranked eighth cleanest city out of 40 cities in the country and second out of nine in the state,' said Prithviraj B P, additional municipal commissioner of PMC. He said that one of the main reasons for Pune receiving a lower rating is due to unprocessed legacy waste at the old garbage dumping ground. According to submission of PMC, Pune city has 90 per cent of door-to-door collection of waste, 87 per cent of it segregation of waste at source, 100 percent of generated waste processing, 95 per cent of remediation of dumpsite, 100 per cent of cleanliness of residential area, 100 per cent of cleanliness of market areas, 100 per cent of cleanliness of water bodies and 100 per cent of cleanliness of public toilets. It has five-star rating in Garbage free cities (GBC) and Water Plus rating in Open Defecation Free (ODF) for 2024. Last year, the city report card of Pune released by Swachh survey showed that the city boasts 99 per cent door-to-door collection of waste, with 97 per cent waste segregated at the source and 100 per cent waste generated is processed. Also, residential areas scored 100 per cent in cleanliness, market areas 99 percent, water bodies 100 per cent, and public toilets 100 percent clean.

PMC seeks details of medical trust's deals with private hospital chains in seven days
Pune: The PMC on Wednesday wrote a letter to the Konkan Mitra Mandal Medical Trust, seeking details about its agreement with private hospital chains and the payment of premium charges to the civic body. Tired of too many ads? go ad free now "Submit within seven days copies of agreements between Konkan Mitra Mandal Medical Trust and Sahyadri Hospital, and between Sahyadri Hospital and Manipal Hospitals Group, documents regarding the mortgage of land to any financial institution if applicable, a copy of permission from the municipal commissioner, Pune Municipal Corporation (PMC), if obtained, and copies of receipts for the premium amount paid to the PMC treasury," stated the letter issued by the estate management department of the PMC. Prithviraj B P, additional commissioner of PMC, confirmed the development. "We have sought clarification from the trust. The letter is self-explanatory," he said. Konkan Mitra Mandal Medical Trust told TOI, "The PMC's letter says submit the reply in seven days. We shall reply with all necessary documents to the authorities." According to the PMC's letter, the land measuring 1,976sqm at Pune Peth Erandwane, final plot number 30, was given to Konkan Mitra Mandal Medical Trust on lease for 99 years on the condition of paying a premium of Rs53,35,200 and an annual rent of Re1. The lease agreement for this land between the PMC and Konkan Mitra Mandal Medical Trust was registered (No. 1260/1998) on February 27, 1998, and was binding on both parties, it stated. The PMC's letter stated that it appeared Konkan Mitra Mandal Medical Trust had entered into a memorandum of understanding with Sahyadri Hospital on September 30, 2006. Currently, various newspapers are publishing news that Sahyadri Hospital has been transferred to Manipal Hospitals Group. Tired of too many ads? go ad free now "Clause 8 of the agreement between the PMC and Konkan Mitra Mandal states that the lessee cannot give the leased land or any part thereof, or any part of the building constructed thereon, on rent, sub-lease, or in any other manner to any other person or institution. However, agreements may be made with appropriate institutions/companies for providing services to run the hospital properly," the letter stated. The communique from the PMC to the trust stated that according to Clause 4.9, the lessee cannot mortgage, donate, gift, or encumber the land given under the lease agreement, nor create any rights for others. "If the land needs to be mortgaged to any nationalised bank, cooperative bank, or other financial institution for the construction of the hospital building, prior permission must be obtained from the municipal commissioner," stated the letter. Pune Municipal Corporation collects 50% property tax, deadline to avail discount extended to July 7
After introducing a discount to those paying their complete property tax amount within the first three months of the financial year, Pune Municipal Corporation (PMC) managed to to achieve half its revenue collection target from property tax for 2025-26. However, the heavy rush to pay taxes on the last day led to the PMC property tax website crashing. So the deadline to avail the tax discount has been extended till July 7. Property tax collection by the PMC property was Rs 1,244.5 crore till June 30, as against the estimated target of Rs 2,500 crore for 2025-26, said Avinash Sakpal, civic property tax department incharge. There are 14.43 lakh registered properties in PMC area and 7,10,553 paid their taxes till date. 'The PMC property tax website had technical issues due to a large number of citizens rushing to pay the tax on the last day of availing the discount and avoiding penalties,' said additional municipal commissioner Prithviraj B P. He said the PMC has extended the deadline for paying tax without penalty till July 7. The PMC provides a rebate of 5 to 10 percent on the general tax on property for those paying it by June 30. An appeal has been made to citizens to avail the benefit by paying tax by July 7. Citizen Facilitation Centres would be open on all days from 10 am to 4 pm for citizens. The citizens can also pay tax through netbanking, credit card, debit card, Bharat QR code, UPU-GooglePay, UPI-PhonPe, Mobile Wallet, Paytm, Amazon pay and NEFT RTGS.

PMC receives ₹27crore from Centre for STPs
Jun 22, 2025 08:18 AM IST PUNE The Pune Municipal Corporation (PMC) has received ₹ 27 crore grant from the central government for sewage treatment plants (STPs) at Mundhwa, Kharadi, Vitthalwadi, Naidu Hospital, Erandwane, Baner, Bhairoba, Bopodi and Tanajiwadi. Centre allocates ₹ 27 crore to PMC for STPs at Mundhwa, Kharadi, Vitthalwadi, Naidu Hospital, Erandwane, Baner, Bhairoba, Bopodi and Tanajiwadi. ((PIC FOR REPRESENTATION)) The grant was given for good performance at the national level under the Jal Hi Amrit scheme. Additional municipal commissioner Prithviraj BP, said, 'Our officials from the electrical and drainage departments did exceptional work and got rewarded for the same.' 'The central government has already released ₹ 18.90 crore from the total amount on Saturday which will be used for updation and technology improvement at the nine STPs,' said Prithviraj BP. The PMC is also erecting ten more STPs under the river rejuvenation project and funds have been received by the Japan International Cooperation Agency (JICA). 'This will help to treat sewage water before releasing it into the rivers,' said officials.
