The Greater Chennai Corporation (GCC) is planning to re-engage quality controllers for monitoring the work of over 3,000 roads proposed to be relaid under various schemes across the 15 zones of the city. The six-month project, valued at ₹7.5 crore, will be executed in 16 packages under the Project Management Consultancy plan. Roads are to be relaid under 106 packages, according to an official in the Bus Route Roads Department. The consultants would be tasked with monitoring works, right from the planning and scheduling phases through to the final bill submission for relaying interior roads, bus route roads, bituminous (BT), cement concrete (CC), and interlocking pavers (ILP), according to GCC. Previously, the monitoring work was handled by local engineers of GCC. Their responsibilities include scrutinising, reviewing, and approving project execution plans, work programmes, and method statements, as well as reviewing and approving shop drawings and fabrication drawings. 'Daily inspections are mandatory for construction activities at central mixing plants and at actual work sites to ensure adherence to standards. Quality control tests will be conducted at each stage of construction, both at the central mixing plant and on-site. The operational condition of the contractors' machinery, including hot mix plants, and confirming the validity of their fitness and calibration certificates, will also be checked. Further, levelling checks before and after milling operations, as well as during profile correction will be done by the firm,' GCC official said. 'Upon relaying or construction work completion, the appointed consultants are responsible for conducting final tests and subsequently issuing either completion or provisional certificates. Also, the consultants need to ensure the accurate physical measurement of roads post-execution, furnish certified copies, and diligently enter all progress details into the GCC's Enterprise Resource Planning (ERP) system, a software to enter all progress details related to the road infrastructure projects,' the official added. The PMC services also involve assisting the GCC in procuring estimates from utility providers, aiding in dispute resolution, and offering guidance on relevant clauses of codes and practices. All test reports and field inspection reports are to be submitted in duplicate to the Bus Route Roads Department, according to GCC.
