Power rationing in mosques & more years at work

The retirement age varies between civilian and military government employees, with factors such as gender, years of service, and the nature of the job influencing the retirement age. For male civil workers, the standard retirement age is 55, provided they have completed at least 15 years of service to qualify for a full pension. There are exceptions based on illness, job type, or death. Women, on the other hand, are entitled to retire at age 50 after completing 15 years of service for a full pension. However, retirement can be taken as early as age 45 with 15 years of service, though this results in a reduced pension. This provision, often seen as controversial, was introduced by the religious political movement in the National Assembly with the aim of encouraging women to retire earlier and focus on staying at home. Military employees are eligible for retirement at age 50, provided they have completed at least 15 years of service. There are some exceptions for special cases, and it is common in many armies worldwide to shorten the duration of military service. When comparing these figures to those in European countries, where there is less demand for labor, working hours are longer, and retirement ages are significantly higher for both military personnel and civilian government employees. In most European countries, the retirement age is 65, with a maximum of 43 years of service required to qualify for a full pension. Many European Union countries are gradually raising the retirement age in response to their aging populations. This is driven by economic factors and the need to reduce pressure on social security funds. I write this in light of rumors that the government may seek to amend the law and raise the retirement age to 60. This move would be in response to the increase in life expectancy in Kuwait over the past three decades and to protect the Public Institution for Social Security from potential financial strain. I believe this amendment is a positive step and should be part of a gradual increase in the retirement age over the next ten years, so that it is in line with, or at least close to being in line with, the standards set by most countries worldwide. Beyond the economic benefits of delayed retirement, this amendment would allow experienced professionals in academic, technical, technological, and consultation fields to remain in the workforce, continue contributing, and pass on their knowledge to younger generations. The Ministry of Islamic Affairs has issued a circular to all mosques urging them to rationalize electricity and water consumption and to avoid prolonging prayer times. These decisions, such as turning off all mosques' air conditioning units (6,000 units) immediately after the Isha prayer and turning them back on one hour before the Fajr prayer, are measures we have long advocated for. I had also previously offered to donate the cost of installing sensor-powered water taps on a trial basis in several mosques, with the idea that if they proved effective in significantly reducing water consumption, they could be implemented in the rest of the mosques. Unfortunately, I have received no response from the ministry, despite writing repeatedly about this matter. The ministry's latest announcement is disappointing and highlights the lack of planning and careful thought in religious institutions. It reflects an inability to proactively save money and energy, instead of dealing with these issues only after disasters occur.

The Public Institution for Social Security announced the allocation of 160 disability salaries for permanent partial or total work-related injuries during 2024. This brings the cumulative number of injury disability salaries to 6,058 by December 31, 2024. اضافة اعلان The institution clarified that one of the key features of work injury insurance is that there is no requirement for the insured person to have a specific subscription period to be eligible for any benefits. The insured individual is entitled to benefits from the first day of joining the workforce, provided that the work injury is approved by the institution. The institution explained that if a work injury results in total permanent disability, the injured person is entitled to a monthly disability salary equivalent to 75% of the wage used for calculating their contributions on the date of the injury. This salary is allocated from the date the injured person's condition stabilizes, as determined by a medical authority within the institution. Additionally, the salary will receive a general increase of 40 dinars and will increase by 25% if the injured person requires assistance with daily activities, based on a decision from the medical authority. However, this increase cannot exceed the minimum wage set by the Labor Law in force. It added that if a work injury results in partial permanent disability of at least 30%, the injured person is entitled to a monthly disability salary based on the proportion of the disability compared to the total disability salary. This salary is allocated from the date the injured person's condition stabilizes, as determined by a medical authority, and will receive a general increase of 40 dinars. Furthermore, if the disability percentage resulting from the work injury is less than 30%, the injured person is entitled to a one-time lump sum compensation, which is calculated by multiplying the percentage of the disability by the total disability salary and by 36 months.

Kuwait To Build $790 Million Medical City For Retirees

Kuwait is set to develop a state-of-the-art medical city dedicated to retirees, a project estimated to cost 243 million Kuwaiti dinars ($790 million). Led by the Public Institution for Social Security (PIFSS), the initiative aims to modernize healthcare services for the country's aging population while integrating international medical standards and expanding private sector involvement. Located in Amghara on an 860,000-square-meter site, the Kuwait Medical City is designed to be a major healthcare hub, offering advanced medical treatment, long-term care, and rehabilitation services. A document reviewed by Al Qabas revealed that the project has already achieved key milestones, including the completion of a 132 KV power station, which has been handed over to the Ministry of Electricity, Water, and Renewable Energy. Infrastructure design work has also been finalized, with bids from contractors currently under review by project consultant KEO. The medical city will include a 400-bed hospital, with plans for future expansion to 800 beds. The facility will feature five specialised centres for cardiac and respiratory diseases, digestive disorders, urology and nephrology, and orthopedic care. In addition to medical services, the complex will house outpatient clinics, long-term care facilities, and rehabilitation services. Surrounding the hospital will be non-medical infrastructure, including residential, commercial, and recreational areas, along with green spaces. Beyond providing world-class healthcare, the project is designed to strengthen Kuwait's medical sector by reducing reliance on overseas treatment and enhancing local research and training programs. It will also create professional and technical job opportunities for Kuwaitis and serve as a training ground for medical students from Kuwait University. The development of Kuwait Medical City is progressing in phases, with 50 million dinars allocated in the 2025-2026 fiscal budget to cover project commitments. Consulting firms will be invited to submit designs for the hospital in July 2025, followed by the selection of a winning bid in November 2025 and the signing of a contract in December 2025. Hospital design and medical equipment selection are expected to be completed by September 2026, with construction set to begin in September 2027. The project is expected to be completed by the end of 2030.

The event, which showcases a variety of local projects, will be open to the public until February 13. Capital Governor Sheikh Abdullah Salem Al-Ali Al-Sabah attended the opening of the exhibition and spoke to the press, expressing the Governorate's strong support for initiatives like this, which are driven by state institutions. He underscored the exhibition's importance in highlighting the talents of retirees, noting that it provides a platform to showcase their experience and skills. 'Such events play a crucial role in helping retirees display and support their small projects,' the governor stated. In an interview with Kuwait News Agency (KUNA), Acting Director General of PIFSS Ahmad Al-Thunayan explained that the exhibition is part of the institution's ongoing commitment to supporting retirees and their entrepreneurial projects. 'Retirees are an important part of our society, and we are proud to support their private ventures,' Al-Thunayan said. He also highlighted that this exhibition is the first of its kind, offering retirees an opportunity to showcase and promote their businesses. The exhibition features 60 pavilions, each displaying a range of projects and activities. Located in Mubarakiya Market, a popular destination with high foot traffic, the exhibition attracts a diverse audience. Al-Thunayan added that PIFSS is dedicated to supporting similar future events, including exhibitions, to benefit Kuwaiti retirees. He reiterated the institution's belief in its social responsibility toward Kuwaiti society and its commitment to providing opportunities for retirees to succeed. The exhibition provides an essential platform for retirees to engage with the community and contribute to the growing entrepreneurial spirit in Kuwait.
