The construction of another batch of flats under the Fisheries department's Punargeham project to provide safe housing to fish worker families in districts adjoining coastal regions has been completed at Muttathara in Thiruvananthapuram. A total of 332 flats have been completed as part of the first phase in the residential complex which is proposed to have 400 flats. Chief Minister Pinarayi Vijayan will inaugurate the handing over of the keys to the beneficiaries a function to be held on June 27, with Fisheries Minister Saji Cherian presiding over. According to officials of the Fisheries department, the construction of the residential complex began in 2023 in 8 acres of land handed over by the Department of Dairy Development. The State government had given administrative sanction of ₹81 crore for the housing project. The Uralungal Labour Contract Co-Operative Society (ULCCS) carried out the construction activity with the Harbour Engineering Department overseeing the technical aspects of the work. The housing complex has been named 'Prathyasha'. The entire project is envisaged as 400 flats of fifty blocks having eight housing units each. Each housing unit has a plinth area of 562 square feet. The work on more housing complexes under the Punargeham project are currently progressing in various districts. The project launched in 2019 is mainly focussed on rehabilitating fishing communities living within 50 metres of the coast to safer grounds. Under the scheme, a total number 2,818 families have already been rehabilitated by constructing 2,428 individual homes and 390 flats. The government provides beneficiary families an amount of ₹10 lakh each including ₹6 lakh for buying land and ₹4 lakh for constructing houses. The amount is disbursed in instalments.

As many as 379 houses have been constructed under the Punargeham project of the State government in Alappuzha. Officials of the Fisheries department say 310 families have so far shifted to their new houses. Earlier, 1,212 families have informed their willingness to move from the coastline to safer places. As many as 750 beneficiaries in the district had identified land for building individual houses and completed land registration procedures. Meanwhile, the construction of an apartment complex under Punargeham for coastal residents at Mannumpuram, near Purakkad, is also inching closer to completion. As many as 204 fisher families would be relocated to the housing complex once it is ready. The facility constructed by the Kerala State Coastal Area Development Corporation on 3.48 acres of land has 17 blocks, each having 12 flat units. Each 491 sq ft flat unit has two bedrooms, living/dining area, kitchen and toilet. Besides, roads, drinking water, electricity, waste management systems, and compound walls are being readied. The government launched Punargeham to provide housing for all fisher families residing in areas vulnerable to coastal erosion (within 50 metres of the coastline) in nine coastal districts of the State. T'puram: The prolonged wait of Valiyathura's 332 fishermen families, which had been living in warehouses and rented houses in miserable conditions for years, is finally coming to an end. State govt's ambitious Punargeham rehabilitation project has completed the construction of 332 flats at Muttathara and are ready for occupation. Chief minister Pinarayi Vijayan is likely to launch the project, aimed at rehabilitating families who lost their homes due to sea erosion, in June. Uralungal Labour Contract Cooperative Society constructed the flats. Besides Muttathara flats , govt has begun construction of 162 flats at Kochuveli to house other fishermen affected by coastal erosion. Furthermore, plans are underway to build 24 more flats at Valiyathura itself to accommodate other displaced families which are yet to be rehabilitated. The tender for the construction has been floated, sources said. "The conditions in which these families have been living for the past several years were inhuman. Punargeham scheme, launched by state govt, provides financial support to help fisherfolk purchase land and build homes in safer locations. For those unable to secure land, govt has taken up the task of constructing flats. The project has received praise for its integrated approach to coastal erosion-related displacement, combining financial assistance with direct construction of houses. "All the 332 flats at Muttathara were completed and inspected," said a senior official of fisheries department. Beemapally ward councillor Sudheer J said keys for beneficiaries will be handed over by state govt on the day of inauguration. "Draft list of the beneficiaries has been prepared. The flats have two bedrooms, a hall and a kitchen. Since the new flats are located close to sea, their livelihood will also not be affected," he said. The flats were built on eight acres earlier owned by dairy development department. Harbour engineering department is the implementing agency of the project. Total cost of the project is Rs 80 crore.

Despite spending ₹780 crore on coastal development over the past nine years, the State government is yet to resolve the relocation of fishermen in Kozhikode district who continue to live in fear of sea erosion. The 'Punargeham' resettlement scheme, meant to support them, is still awaiting revision. Some previously shortlisted beneficiaries alleged that their demand for enhanced financial benefits under the scheme had received no favourable response from either the State or Central government. According to consolidated data earlier released by the Fisheries department, 2,606 families need to be relocated from vulnerable coastal areas. Of these, fewer than 600 families accepted the existing package, which offers ₹10 lakh per family to purchase three cents of land and construct a 600-sq-ft house. Many found the package inadequate to meet their actual needs. 'Our demand was to ensure at least ₹15 lakh per family to build houses in safer areas. The high cost of land near harbours has made it difficult for many to consider sudden relocation from their current locations,' said a fishermen's association leader who had earlier raised the issue with people's representatives and government departments. He also said that the number of members in each eligible family should be considered when finalising the financial package. However, sources in the Fisheries department said the concerns raised by local fishers had already been communicated to the State government, particularly their lack of interest in the project due to rising land prices and construction costs. They pointed out that the project was initially designed as a support scheme for those who urgently needed relocation due to recurring sea erosion threats. 'A major portion of government funds earmarked for coastal welfare has been spent on developing fishing harbours, coastal roads, and beach beautification projects. At least part of that amount could have been allocated for revising the resettlement scheme,' said K. Irfan, a fisherman from Vellayil. He added that the technicalities surrounding compensation disbursal and the complex rules for land purchase and house construction need to be revisited to make the scheme more appealing to those in need.

KIIFB has earmarked Rs 150 crore for renovating Chitranjali Studio. The Sree Narayana Guru Cultural Complex in Kollam, constructed at a cost of Rs 49.68 crore, has been inaugurated, alongside the V.T. Bhattathiripad Cultural Complex in Palakkad, which was built at a cost of Rs 68 crore. Additionally, theatres are being established in various districts. Two fishing port projects worth Rs 139.38 crore were also launched during this period, along with six coastal protection projects valued at Rs 106.12 crore, which were approved for implementation through the Coastal Development Corporation. Funding allocations include Rs 112.22 crore for the Parappanangadi fishing port and Rs 97.43 crore for the Chetti fishing port project, both of which are currently under construction. The minister also emphasised the extensive cultural projects in Aranmula and other initiatives involving various academies.
