PHOTO: EXPRESS In a move to bolster aviation safety and security, the Punjab Home Department has imposed Section 144 within a 15-kilometre radius of all airports and Pakistan Air Force (PAF) airbases across the province. The restrictions will be in effect from June 5 to June 20. Under the order, a complete ban has been placed on pigeon flying, fireworks, the use of drones or laser lights and the disposal of animal waste within the designated perimeter. The decision has been taken in the interest of protecting human lives and property and to ensure the smooth operation of flight services. The Home Secretary of Punjab issued the restrictions under Section 144(6) of the Code of Criminal Procedure, 1898, citing that such activities pose serious threats to flight safety and operations. Open disposal of sacrificial remains, in particular, attracts birds, which can pose severe risks to aircraft and passenger safety. The directives apply uniformly across all civil airports and PAF airbases in Punjab. All deputy commissioners have been instructed to ensure strict implementation of the ban and to maintain enhanced cleanliness in areas surrounding airports and airbases. A spokesperson for the Punjab Home Department emphasised that the move is a preventive measure aimed at mitigating potential hazards during the Eidul Azha period, a time when instances of open waste disposal and celebratory activities traditionally increase.

The department has released a list of over 70 proscribed groups and stressed that aiding them—financially or materially—is a punishable offence under the Anti-Terrorism Act 1997. 'Assisting entities involved in terrorism or anti-state activities is not only a threat to national security but can also result in legal consequences for individuals,' the spokesperson warned. Citizens have been instructed to donate hides only to charities registered with the Punjab Charity Commission. Verification can be done using QR codes found on official certificates issued to authorised organisations. Seminaries and welfare institutions seeking to collect hides must obtain a valid no-objection certificate (NOC) from the Deputy Commissioner's office. Only groups with legitimate permits issued by either the DC or the Charity Commission are permitted to operate. Among the banned groups named are Lashkar-e-Jhangvi, Sipah-e-Muhammad, Jaish-e-Muhammad, Lashkar-e-Taiba, Al-Qaeda, Tehreek-e-Taliban Pakistan (TTP), Jamaat-ud-Dawa, Daesh (ISIS), Hizb-ut-Tahrir, Balochistan Liberation Army (BLA), Jeay Sindh Qaumi Mahaz (JSQM), Falah-e-Insaniat Foundation, Al-Akhtar Trust, Al-Rasheed Trust, Pashtun Tahafuz Movement (PTM) and others. Citizens are advised to report any suspicious hide collection by banned groups via the police emergency number 15. Official lists of registered charities can be accessed through the Punjab Home Department, Punjab Charity Commission, and NACTA websites. The federal government has declared a four-day public holiday for Eidul Azha, scheduled to begin on Friday, June 6, and will extend through to Monday, June 9. According to Express News, all government and private offices, educational institutions, and banks across the country will remain closed during the holidays. The decision is in line with the celebration of Eidul Azha, which is a major religious festival in Pakistan. The announcement was preceded by sighting of moon on May 27 by Ruet-e-Hilal Committee. Chairman Maulana Abdul Khabir Azad said that the first day of Eidul Azha will be celebrated across Pakistan on June 7.

Govt bans temporary mechanical rides

According to a spokesperson for the Punjab Home Department, the ban applies to mechanical rides that are set up temporarily during the holidays. Mechanical rides permanently installed in amusement parks across the province are exempt from the ban with a condition to get the fitness certificates from the deputy commissioners. Under the directives issued by the department, the district administrations will verify that every mechanical ride meets all necessary safety standards before issuing the certificate. The spokesperson clarified that the decision to ban temporary and mobile mechanical rides had been made to protect lives. During the Eid holidays, a large number of citizens, especially children, use the rides. Temporary rides often fail to meet security protocols and pose a threat to citizens due to overloading. The ban will remain in effect throughout the Eid holidays.

Section 144 imposed across Punjab
LAHORE: To ensure the necessary arrangements before the arrival of Eid-ul-Azha, the Punjab Home Department has imposed Section 144 on specific activities across the province. According to the notification, Section 144 will be enforced on five types of activities. According to the details, sale and purchase of sacrificial animals has been banned across Punjab except in notified cattle markets. Section 144 has also been enforced across Punjab on burning head and trotters of sacrificial animals in public places and bathing and boating in rivers, streams, canals and dams. Similarly, Section 144 has also been imposed for throwing animal waste in manholes, drains or canals. The display of firearms and ammunition has also been strictly prohibited across Punjab. According to the orders issued by the Home Department, Section 144 has been enforced across the province from 5th June until Wednesday 11th June. LAHORE: The Punjab Home Department has issued a province-wide security directive to ensure law and order during Eid-ul-Azha in light of potential hostile threats. Key instructions include enhanced security at sensitive locations, strict monitoring at provincial entry and exit points, and activation of district-level disaster management and intelligence coordination. Sources in the home department said all the deputy commissioners have been instructed to formulate and implement special security plans for their respective districts.
