Punjab speaker seeks SAD rebel MLA Sukhi's response on July 29

Banga MLA Dr Sukhwinder Sukhi, who is facing a disqualification plea for defecting from the Shiromani Akali Dal (SAD) to the ruling Aam Aadmi Party (AAP), has been called by the Punjab Vidhan Sabha speaker for a hearing on July 29. The two-time MLA, who switched from the SAD to the AAP in August last year, will be given a chance to 'present his side'. The ruling party appointed Sukhi as the state vice-president for the Doaba zone on Saturday. According to the Tenth Schedule, included in the Constitution in 1985 and popularly known as the anti-defection law, a member can be disqualified if he or she voluntarily gives up membership of a party. Advocate HC Arora has filed a petition before the assembly speaker on the matter. Punjab Vidhan Sabha speaker Kultar Singh Sandhwan said the member has been asked to present his side. 'Dr Sukhi is an honourable member of the Punjab Vidhan Sabha, and he has the same legal rights as all other members,' the speaker said in response to a question about the status of the petition against the legislator during a press conference held here. Sukhi was scheduled to appear for a hearing on May 27, but since the speaker was not available that day, he was given a new date, said an official of the state assembly. Sukhi was inducted into the party by chief minister and AAP state chief Bhagwant Mann in Chandigarh on August 14, 2024. He was later appointed as chairman of the Punjab State Container and Warehousing Corporation (CONWARE). A doctor by profession, he first got elected to the state assembly from Banga seat in Shaheed Bhagat Singh Nagar in the 2017 elections on a SAD ticket. He was again elected as a legislator in 2022.

Punjab must avoid petty politics over water issue: Haryana CM Saini

Chief Minister Saini said that the Haryana Cabinet strongly condemns the resolution passed by the Punjab Vidhan Sabha ANI Haryana Chief Minister Nayab Singh Saini said that Punjab is indulging in petty politics over the water distribution issue. Chief Minister Saini said that the Haryana Cabinet strongly condemns the resolution passed by the Punjab Vidhan Sabha. He reminded that prior to 1966, Punjab and Haryana were one state. "Punjab Chief Minister, Bhagwant Mann, should stop playing such petty politics and focus on developmental politics that addresses the basic needs of the people of Punjab," Nayab Singh Saini said. "Water is a natural resource and a national heritage. Even today, the Mann government passed a resolution in its Vidhan Sabha, refusing to give Haryana its rightful share of drinking water. This act is unethical and goes against the federal structure of India," said CM Saini while addressing the mediapersons after presiding over the Cabinet Meeting here on Monday. While coming down heavily on the Mann government, the Chief Minister Saini said just as the people of Punjab have shown doors to the Congress, they will do the same with AAP. Responding to a question regarding the resolution passed in the Punjab Vidhan Sabha regarding the dissolution of Bhakra Beas Management Board (BBMB), the Chief Minister Saini said that BBMB is an autonomous body passed by the Lok Sabha and operates under the central government. He criticised the Punjab government for neither respecting the Supreme Court's decisions nor upholding the Constitution, and for undermining India's federal structure. The Chief Minister Saini said that the nation runs on a system that must be respected. Be it Congress or BJP at Centre, Punjab has always been betrayed: State minister Aman Arora

Chandigarh: Punjab minister Aman Arora on Monday accused the BJP-led central govt and the Haryana administration of decades-long exploitation of Punjab's river water and likened it to "putting a knee on Punjab's neck". Speaking during a special session of the Punjab Vidhan Sabha, Arora described the state's water crisis as the result of a long history of what he called deliberate and systemic injustice, dating back to 1955. "Punjab has been betrayed repeatedly — by both Congress and BJP govt at the Centre. They've treated Punjab like a milking cow, taking our water and grain, but giving nothing in return," Arora said. He cited the Indus Waters Treaty of 1960, under which 80% of Punjab's river water was diverted to Pakistan, as the starting point of this injustice. He went on to criticise the Punjab Reorganisation Act of 1966, the Tripartite Agreement of 1981, and other administrative decisions, alleging they undermined Punjab's rights collectively. "Despite being a riparian state, Punjab was forced to surrender water to non-riparian states like Haryana and Rajasthan, violating international riparian norms," Arora said. He added that Punjab's original water allocation of 15.85 million acre-feet (MAF) in 1955 was later inflated to 17.17 MAF in 1981 to justify transferring more water to neighbouring states. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 10 Mysterious Photos That Cannot Be Explained True Edition Undo Turning his ire toward the Shiromani Akali Dal (SAD), Arora accused the party of capitulating to central pressure and weakening Punjab's stance. He said the earlier SAD govt of Parkash Singh Badal had demanded ₹3 crore for constructing the controversial Satluj-Yamuna Link (SYL) canal in July 1978 — despite knowing it went against Punjab's interests. "In March 1979, they even accepted ₹1 crore from Haryana for SYL construction. That was the moment they signed Punjab's death warrant," Arora said. He alleged that the SAD govt had, later, bowed to pressure from Congress-led govts in Delhi, Rajasthan and Haryana to accept the 1981 Tripartite Agreement. The SYL canal has long been a flashpoint between Punjab and Haryana, with Punjab arguing it does not have enough water to spare and any diversion would critically endanger its agriculture-dependent economy. Arora's remarks come amid renewed political unity in Punjab's assembly over the need to protect the state's dwindling water resources, with leaders across parties demanding a re-evaluation of historical water-sharing agreements.

Haryana to give aid of Rs 1 crore to kin of martyred Agniveers

The Haryana government Monday decided to give financial assistance of Rs 1 crore to the kin of martyred Agniveers from now on. The decision was taken in the state Cabinet's meeting chaired by Chief Minister Nayab Singh Saini. The Cabinet also 'strongly condemned' the resolution passed by the Punjab Vidhan Sabha on Monday not to share with Haryana any water beyond 4,000 cusecs. Saini urged Punjab's politicians to 'respect country's federal structure, respect the Constitution' and 'follow the path shown by 10 Sikh Gurus'. In the post-Cabinet meeting media briefing, Saini said, 'They [Punjab's politicians] are not following any Constitution, any law. Tomorrow, you may even say that we will not allow Army to be deployed here.' Condemning the Punjab government's stance on curtailing Haryana's share of water from Bhakra dam, Saini said, 'Water is not manufactured in any factory. It is nature's creation. Today, Punjab passed a resolution in their Vidhan Sabha and said that they would not give even a drop of water to Haryana. We are talking about drinking water. We had said this earlier too that if any guest arrives at our home, we greet the guest first with a glass of water. This has been our historic traditions. All the 10 Sikh Gurus have also shown us the same path. I would again urge the Punjab government, Punjab's politicians that it is the issue of drinking water. They should not stop it. They should supply it unconditionally.' Taking a dig at Punjab's politicians, Saini said, 'Mann Sahab, you should follow the path shown by our 10 Sikh gurus. But, what Punjab Vidhan Sabha showed is a skewed mindset. Our council of ministers has strongly condemned the Punjab Vidhan Sabha's resolution of stopping drinking water supply to Haryana. This resolution is against India's federal structure, it is unconstitutional and illegal. Rahul Gandhi is also roaming around with the Constitution's book in his hands. I would like to urge Congress leaders that they should also follow their own leader Rahul Gandhi and respect Baba Saheb Ambedkar's Constitution.' 'We have our relatives in Punjab. We were together before 1966. But people of Punjab are also watching the politics that is being played. I would again urge Punjab politicians to focus on development, to focus on what people of Punjab needs. At the same time, I would also like to warn Bhagwan Mann ji that only one and a half year is left [of his tenure]. People shall ensure you are ousted [in the next Vidhan Sabha polls],' Saini added. The Cabinet also approved new excise policy for the year 2025-26. 'No liquor vend will be visible from both state as well as national highways. There will be no direct way from these highways to the liquor vends. Such vends will not be issued any excise permits/ licence. The vends near state or national highways will also not be permitted to display any signboards/ advertisements. If violated, a penalty of Rs 1 lakh will be imposed for first offence, Rs 2 lakh for second offence, Rs 3 lakh for third offence, and the licence shall be cancelled in case of any subsequent violation. There will be no liquor vend in any village with population lesser than 500 people. This will result in closure of 152 liquor vends across Haryana.' 'For opening ahata (tavern), 4% of licence fee in Gurugram and Faridabad, 3% of licence fee in Sonipat and Panchkula and 1% of licence fee in other districts will be charged. At least 1,000 square feet area shall be required to open an ahata next to the liquor vend,' Saini announced. The Cabinet also decided that Panchkula and Gurugram will be converted into Artificial Intelligence hubs and youth will be trained in this skill. 'In Gurugram and Panchkula each, 50,000 youth will be provided skilled training to make them employable,' Saini said.
