1 2 Bhubaneswar: No airline has evinced interest to operate flights from the Tusura airstrip in Odisha's Balangir district, though the facility was enlisted under the regional connectivity scheme, Union minister of state for civil aviation Murlidhar Mohol informed the Rajya Sabha on Monday. In response to a question from RS member Niranjan Bishi, a native of Balangir district, about whether Tusura airstrip will be operational, the minister wrote, "Under the regional connectivity scheme-Ude Desh ka Aam Nagrik (RCS-UDAN), Tusura airstrip in Odisha is available in the list of unserved airstrips in the UDAN document. No airline bidder submitted proposals to operate RCS flights from the airstrip to date. As per the provisions of the scheme, revival/upgradation of unserved and underserved airports is undertaken upon its identification through a valid bid and award to the selected airline operator. In case any airline submits a valid proposal for the operation of RCS flights connecting Tusura airstrip in future bidding rounds, the same can be considered as per the UDAN scheme provisions." Responding to a question from RS member Manas Ranjan Mangaraj, Mohol said a total of 32 routes in Odisha and 90 routes in the northeastern region (NER) were operationalised under RCS. "The budget allocated for the RCS-UDAN in the financial year 2025-26 is Rs 300 crore. RCS-UDAN aims to bring air connectivity to tier-2 and tier-3 cities, including tribal areas, by taking up existing airstrips which are identified through UDAN bidding rounds," the reply read. Mangaraj asked whether the govt identified new air routes under UDAN in Odisha and the northeast and the details of proposed and operational routes.

New Delhi: The Airports Authority of India (AAI), along with its public-private-partnership (PPP) ventures, has incurred a cumulative capex (capital expenditure) exceeding Rs96,000 crore during FY 2019-20 to FY 2024-25 to strengthen the country's aviation sector, Civil Aviation Minister K Rammohan Naidu informed the Parliament on Thursday. At present, there are 162 operational airports, including heliports and water aerodromes, in the country. During the year 2024-25, Indian airports recorded a total passenger traffic of 412 million, including 77 million international and 335 million domestic passengers, marking a 9 per cent year-on-year growth. During this period, scheduled Indian operators operated on 835 domestic and 251 international routes, the minister said in a written reply to a question in the Lok Sabha. Naidu also said that in 2016, the Ministry of Civil Aviation launched the Regional Connectivity Scheme-UdeDeshkaAamNagrik (RCS-UDAN), with the objective of enhancing regional air connectivity and making air travel more affordable for the general public and promoting regional development. Since the commencement of the scheme, 637 RCS routes have been operationalised, connecting 92 unserved and underserved airports, including 15 heliports and two water aerodromes. The scheme ensures affordability as the airfares on the seats on which Viability Gap Funding (VGF) is provided are capped at affordable rates, as determined by the government, the minister explained. He further stated that modernisation and expansion of infrastructure facilities at existing airports is a continuous process undertaken by the AAI or the concerned airport operators, depending on traffic demand, commercial viability, land availability, operational requirements for aircraft safety, and demand from airlines. The government has also formulated a Greenfield Airports (GFA) Policy, 2008 for development of new Greenfield airports in the country. As per the policy, if any airport developer, including the state government, desires to develop an airport, they are required to identify a suitable site and get the prefeasibility study conducted for construction of airport and submit a proposal to the Central government, he explained. He also clarified that the Centre has not received any proposal seeking approval under the Greenfield Airports Policy, 2008, for the construction of a Greenfield airport at Palghar in Maharashtra or at Pachmarhi or Matkuli in Madhya Pradesh, either from the concerned state government or any airport developer.

Govt to launch seaplane services in eight locations

Vijayawada: In a move to further strengthen the tourism sector, the state govt has decided to launch seaplane services in eight locations. The state govt will first take up techno-economic feasibility study for construction of aerodromes in eight proposed locations and also secure required clearances from different agencies. The project is expected to be rolled out by next January. Andhra Pradesh airports development corporation limited (APADCL) will engage an experienced and reputed firm with proven technical and financial capabilities and a team of multi-disciplinary professionals as transaction advisor for providing consultancy services for conducting techno economic feasibility study, preparation of detailed project report (DPR). The advisor should also be entrusted with conducting environmental impact assessment (EIA) study and obtaining statutory clearances for the proposed water aerodromes at eight locations. APADCL said that conducting various studies and investigations including site survey, geotechnical investigations, bathymetric/hydrographic survey, obstacle limitation surface (OLS) survey, CRZ mapping, identification of the location of jetty, runway and associated infrastructures for seaplane, feasibility study and necessary administrative approvals from statutory bodies & competent authorities. Preparation of DPR includes preparation of concept design report, layout plan, detailed design and drawings (architectural and structural) of key components such as civil, electrical and IT and airport system as required for operation of water aerodromes The advisory firm should also be responsible for conducting EIA study for each location, prepare environmental management plan (EMP) and assist APADCL in getting necessary environmental clearance (EC)/CRZ clearance from UTLA/MoEF&CC/other statutory bodies for each water aerodrome. "Obtaining various statutory clearances for operation of water aerodromes and project implementation support till handover to airline operator is the responsibility of the advisor," said a senior officials of APADCL. "With current growth scenario in civil aviation sector, particularly in India, the Centre has launched RCS-UDAN to reach out to remote areas. Sea plane operation from coastal/ river/ canal as well as terrestrial water bodies will extend the connectivity to those areas where there is no land-based airport. Water Aerodromes have been proposed under the regional connectivity scheme (RCS). These aerodromes are aimed at servicing seaplane services in the country," said BC Janardhan Reddy, R&B and infrastructure minister. He said that amidst overall worldwide growth of aviation industry, India is also witnessing tremendous growth in aircraft operations. Seaplane operations are yet an untapped market even though a tremendous potential exists, being a vast state with magnificent waterfronts and long coastline.
