KOTA BHARU: The federal government has approved RM4.15 billion for 17 development projects in Kelantan through the Department of Irrigation and Drainage (JPS). Menteri Besar Datuk Mohd Nassuruddin Daud confirmed the allocation includes flood mitigation initiatives to protect residents and property. He stated the flood mitigation projects reflect strong collaboration and timely execution by all stakeholders. The state government expressed gratitude to the Ministry of Energy Transition and Water Transformation and JPS for the approved funding. Mohd Nassuruddin spoke at the DID Senior Managers and District Engineers Conference 2025, attended by Deputy Prime Minister Datuk Seri Fadillah Yusof. He also urged JPS to expedite repairs for flood-damaged infrastructure using a phased approach. The government aims to enhance disaster management with improved drainage and irrigation plans in flood-prone areas. Modern eco-friendly drainage systems and concrete drains will be prioritised under the Eco-Friendly Drainage System Master Plan (PISMA). GENERAL KOTA BHARU, Aug 13 (Bernama) -- The federal government, through the Department of Irrigation and Drainage (JPS), has approved a development allocation of RM4.15 billion for 17 projects in Kelantan, including for flood mitigation, said Menteri Besar Datuk Mohd Nassuruddin Daud. He said the implementation of flood mitigation projects (RTB) would protect the people and safeguard property, proof of the government's commitment to public safety. 'This RTB not only reflects the collective effort and cooperation of all parties but also demonstrates our ability to deliver quality work within the stipulated timeframe. 'Therefore, the Kelantan state government is deeply grateful and wishes to express appreciation to the Ministry of Energy Transition and Water Transformation and JPS, in particular, for the approved development allocation,' he said. He said this when speaking at the DID Senior Managers and District Engineers Conference 2025 here today, officiated by Deputy Prime Minister Datuk Seri Fadillah Yusof. Commenting further, Mohd Nassuruddin said that in dealing with the aftermath of the major floods that recently hit Kelantan, he had also requested JPS to immediately repair all flood-damaged infrastructure through a comprehensive and phased approach. 'The government will strengthen efforts to improve disaster management efficiency through drainage and irrigation structural plans in all flood-affected areas. 'These efforts should be implemented through the construction of concrete drains and more modern eco-friendly drainage systems. KOTA BARU: The state government has expressed its gratitude to the Energy Transition and Water Transformation Ministry (Petra) and the Drainage and Irrigation Department (DID) for approving a RM4.15 billion development allocation for the state. Menteri Besar Datuk Mohd Nassuruddin Daud said the funding would cover 17 projects aimed at ensuring the wellbeing and safety of the people, particularly in reducing floods and preserving the state's coastline. He said among the projects were Flood Mitigation Plan (RTB) initiatives to protect properties, and demonstrate the government's commitment to safeguard the people. "These projects must be implemented with comprehensive planning, thorough studies and active involvement of local communities to ensure that the outcomes are positive and sustainable. "The flood mitigation project not only reflects the collective effort and cooperation of all parties, but also proves our capability to deliver quality work within the stipulated timeframe," he said. He was speaking at the opening of the DID's senior officers and district engineers conference here today. The conference was closed by Deputy Prime Minister Datuk Seri Fadillah Yusof, who is also Petra minister. Nassuruddin said the recent major floods had left residents homeless, destroyed farmlands and severely affected businesses, besides straining the government's resources. "As a mitigation measure, the government and disaster management agencies have undertaken various initiatives, including the construction of flood barriers, dams and improved drainage systems. "In facing the aftermath of the recent floods in Kelantan, I have urged the DID to urgently repair all infrastructure damaged by the disaster through a comprehensive and phased approach," he said. The state government, he added, would strengthen disaster management efficiency through a structured drainage and irrigation plan in all flood-affected areas. "This will be carried out by building concrete drains and modern, eco-friendly drainage systems. With the implementation of the Eco-Friendly Drainage System Master Plan in major towns, we hope to reduce flash flood risks and ensure a resilient drainage system for the future," he said.

PETALING JAYA: Maybank Investment Bank Research (Maybank IB) has upgraded Ranhill Utilities Bhd to a 'hold' after its 80%-owned unit, Johor state water operator Ranhill SAJ Sdn Bhd (RSAJ), raised water tariffs. Effective Aug 1, RSAJ raised tariffs – particularly for non-domestic users – with the rate for usage below 35 cubic m (m³) increased to RM4.15/m³ from RM3.15/m³, and above 35 m³ to RM5.30/m³ from RM3.55/m³. Tariffs for the shipping segment were raised to RM8.03/m³ from RM7.05/m³, and a new data centre category has been introduced at RM5.33/m³. Domestic tariffs were largely unchanged, except for consumption above 35 m³, which saw a smaller hike from RM3.15/m³ to RM3.50/m³. Maybank IB noted that RSAJ's previous tariff revision in 2023 only saw a 30 sen/m³ increase for the below-35 m³ band (non-domestic users), compared to the RM1/m³ hike this time. 'By our estimates, every 10 sen/m³ increase in average non-domestic tariff would raise annual net profit by RM15mil.' It also said the tariff hike provides RSAJ with a financial buffer to cope with 'escalating' lease payments to Pengurusan Aset Air Bhd, although the total amount of these payments was not disclosed. 'However, the ad hoc timing of the hike suggests the water industry's transition to a more robust tariff framework (such as that of electricity and gas) remains some time away,' it cautioned.

PETALING JAYA: Bottled-water producer Spritzer Bhd is expected to see demand for the company's products grow this year (FY25), fuelled by tourist and foreign worker consumption, analysts say. The company's margins should also be supported by lower costs for polyethylene terephthalate (PET) resin used in the production of plastic bottles. AmInvestment Research has maintained a 'buy' call on the stock with an unchanged target price of RM1.90, sustained by tourist arrivals to Malaysia which is projected to hit 31.4 million this year compared with 25 million last year. 'We believe that demand for Spritzer's bottled-water products should continue to grow in FY25 although at a lower rate of 10% compared with the 15% to 18% increase in FY24,' the research house said. It expects the company's earnings before interest, taxes, depreciation, and amortisation (Ebitda) margins will be supported by the lower PET resin costs. The research house also expects sales volume to improve by 10% in FY25 with mineral water to continue generating most of the sales volume while premium sparkling-water products would continue improving due to being more affordable compared to foreign brands. 'We believe that Ebitda margins for sparkling water are three to five percentage points higher than mineral water. 'Revenue contribution from sparkling water rose to 2.2% in the fourth quarter ended Dec 31, 2024 (4Q24) from 1.5% in 4Q23,' the research house said. 'We think that Spritzer's PET resin costs will remain low on the back of weak crude oil prices and a strong ringgit.' It added that Spritzer's PET resin costs were RM4.15 per kilogramme in 1Q25 versus RM4.39 per kilogramme in 1Q24, while packaging accounted for about 70% of production costs. The research house said an anti-dumping duty on PET resin imports would not be expected to affect the company significantly as it sources from local and China suppliers. Malaysia imposed anti-dumping duties on PET imports from Indonesia (37.4%) and China (2.3% to 11.7%) for five years in May. 'We reckon that half of the supplies are from local companies and another half are from China,' the research house said.
