Perkeso saves RM49 million from fraud investigations since 2020

KUALA LUMPUR: A total of nearly RM49 million in social security funds has been successfully saved since 2020 as a result of investigations by the Social Security Organisation (Perkeso) into fraud cases. Human Resources Minister Steven Sim Chee Keong said that from that period until April this year, 679 cases involving elements of fraud were actively investigated, including the Temporary Disablement Benefit Scheme (FHUS), Permanent Disablement Benefit Scheme (FHUK), the Invalidity Scheme and Health Screening Programme (HSP). "This success was achieved as a result of investigations leading to the suspension of 383 cases or 56.5 per cent of the total investigated, reflecting that strict governance and management can have a significant impact on system efficiency," he said. He said this while delivering the keynote address at the opening of the Seminar on Fraud, Evasion and Error in Social Security and Insurance Claims, organised by Perkeso in collaboration with the American Board of Independent Medical Examiners (ABIME), here today. Also present were Perkeso chairman Datuk Seri Subahan Kamal and group chief executive officer Datuk Seri Dr Mohammed Azman Aziz Mohammed, as well as ABIME president and founder Prof Dr Mohammed Ranavaya. Commenting further, Sim said that benefit fraud, however, remains a challenge as losses amounting to RM2.1 million were recorded throughout 2024 due to unauthorised claims. "In the ongoing effort to curb fund leakage, Perkeso is also reviewing the Constant Attendance Allowance (ELS) to ensure the eligibility of recipients is continuously verified. "Throughout the period from 2020 to April this year, a total of 509 ELS cases were reviewed, with 117 cases or 22.9 per cent recommended for suspension, resulting in the long-term saving of social security funds amounting to over RM12.2 million," he said. According to him, the challenge of fraud, which is now global and driven by labour mobility and cross-border services, requires Malaysia to adopt a comprehensive prevention framework that includes legal reforms, strict enforcement, digital innovation and transparent communication. Meanwhile, Sim also announced Dr. Mohammed Azman as the recipient of The Lifetime Fellowship of the American College of Independent Medical Examiners (FACIME) and Master Certified Independent Medical Examiner to recognise his contributions in the field of disability medicine and occupational health. "This award is not only an honour to Datuk Sri Dr Mohammed Azman and Perkeso but also a recognition for the Human Resources Ministry and Malaysia, showing that local professionals are capable of achieving the highest recognition at the international level," he also said. FACIME is the highest qualification in the Field of Disability Medicine, awarded only to those who have reached the highest level of knowledge, skills, and abilities as a quality Independent Medical Examiner.

KALABAKAN: The design of a new health clinic for residents of Pulau Sebatik is ready with funding significantly increased to RM49 million. The island is shared by both Malaysia and Indonesia. The increased funding refers to the original allocation of RM20 million approved in 2019 for the construction of a Tamang Jenis Enam Sungai (Sg) Tamang Health Clinic in Kampung (Kg) Sg Tamang. Advertisement Datuk Ir Shahelmey Yahya, the Deputy Chief Minister and Public Works Minister, said the extra funds were added after they reviewed the final design. 'The Public Works Department and the Health Department have revised the development into two phases after determining that the required allocation exceeded the original funding,' he said. Shahelmey was met by reporters during a working visit to development project sites in Sebatik, an island located on the Malaysia-Indonesia border, here on Monday. Also present were the Member of Parliament for Kalabakan, who is also the State Assemblyman (ADUN) for Tanjung Batu, Datuk Andi Muhammad Suryady Bandy, and the State Assemblyman for Sebatik, Datuk Hassan A Gani Pg Amir. Shahelmey explained that the first phase is just for building the clinic, while the second phase will include staff housing and other utilities. 'The first phase is expected to go to tender in the third quarter of September this year, involving an allocation of over RM30 million, with the remaining funds allocated for the second phase,' he said. Following that, he expressed hope that construction work for the first phase of the project can commence either before the end of this year or early next year. He further stated that the project, which has been delayed for a long time due to planning, funding, and technical issues, will be closely monitored to ensure that the construction work proceeds according to plan. Currently, the Sungai Tamang Health Clinic, which serves approximately 25,000 residents of Sebatik, is operating temporarily in an old building in Kampung Sungai Tongkang. The victim, who wanted to be known as 'K', said she was desperate for RM3,000 to settle her car loan, so she turned to a moneylender on social media. She said initially, she was told to pay fees amounting to around RM1,000 to secure the loan. However, she was still denied the money and was instructed to send nude photos to receive the sum. K said that even though she sent the photos, she still did not receive the money. 'Now they are asking for more money, or else they will send the photos to my family,' K said at a press conference at Wisma MCA here yesterday. It was organised by MCA Public Services and Complaints Department head Datuk Seri Michael Chong. Another victim, Chan, said that he borrowed money from 14 loan sharks to fund an online business. 'I had already paid 12 loan sharks with the help of family members. But the remaining two are demanding more than what was borrowed,' the 23-year-old said. Despite borrowing about RM20,000 in total from loan sharks, Chan stated he had already repaid around RM49,000. A third victim, 35-year-old Tan, said that she has been compelled to disown her brother due to his continual borrowing of money to cover his debts. She said that her brother had used the family's home as his primary address when dealing with the loan sharks, despite having moved out several years ago. 'My family cannot afford to pay any more. I want to disown him publicly,' she added. Chong said the victim's brother had also met with him recently. 'He came to meet me to help urge his family to settle his debts. I told him to leave my office,' Chong said. According to Chong, he will be monitoring all cases, and legal aid will be given if needed.

SCIB accepts RM49 mln Islamic financing from MIDF to support new Demak Laut factory

Ku Chong Hong KUCHING (April 29): Industrialised building systems specialist Sarawak Consolidated Industries Berhad (SCIB) announced that its indirect wholly-owned subsidiary, SCIB Concrete Manufacturing Sdn Bhd (SCM), has accepted three letters of offer (LO) from Malaysian Industrial Development Finance Berhad (MIDF) for a total financing amount of RM49 million under the Islamic Soft Financing Scheme for Automation and Modernisation (SFSAM-i). This strategic financing package will support the company's development of its new manufacturing facility located at Demak Laut Industrial Park Phase 11B (Stage 2) here. The RM49 million financing will cover three core components critical to the new facility's establishment. A portion of RM13.6 million will be used to part-finance the acquisition of five industrial plots situated at Muara Tebas Land District. Additionally, RM20 million will be allocated to part-finance the construction of the new factory, which will include facilities such as an office block, store, workshop, and factory production areas. The remaining RM15.4 million will be channelled towards part-financing the acquisition of new, high-capacity machinery to support the modernisation and automation of the manufacturing processes. 'This financing package from MIDF is a significant milestone in our growth journey. It not only supports our ongoing expansion plans but also reinforces our commitment to modernising our manufacturing capabilities through automation,' said SCIB managing director Ku Chong Hong. 'The development of our new facility in Demak Laut will substantially enhance our production efficiency, capacity and ability to serve large-scale infrastructure projects across East Malaysia and beyond.' The establishment of the new manufacturing facility, together with the acquisition of advanced machinery, will enable SCIB to significantly broaden its conventional product range and enhance production efficiency. This expansion positions the company to meet the growing demand for high-quality, locally manufactured building components, particularly as Malaysia accelerates the rollout of major infrastructure projects.
