CRDA to begin final phase of IRR in Guntur
Guntur: The Capital Region Development Authority (CRDA) is set to launch the third phase of Inner Ring Road (IRR) construction in Guntur city at an estimated cost of 50 crore. With the Guntur Municipal Corporation (GMC) clearing encroachments along the 4.5-km stretch, CRDA is now preparing to invite tenders for the road development. Tired of too many ads? go ad free now The final phase of IRR, stalled for nearly 20 years, aims to ease traffic congestion by allowing heavy vehicles from Palnadu district to access National Highway-65 without entering the city. Initially conceptualized in 2005 by the Vijayawada-Guntur-Tenali-Mangalagiri Urban Development Authority (VGTM UDA) — CRDA's predecessor — the IRR was designed to connect Perecharla (western Guntur) with NH-65 (eastern Guntur near Autonagar) through an 11-km four-lane highway. Due to land acquisition challenges, the project was executed in phases, with only 7 km completed over the past two decades. Despite multiple government transitions, the final phase remained incomplete. Following the TDP-led NDA assuming power, Union minister Pemmasani Chandrasekhar took the initiative to push CRDA authorities to complete the IRR, addressing Guntur's growing traffic woes. Dr. Pemmasani also secured four Railway Over Bridge (ROB) projects, including one linked to the IRR, from the Union highways and road transport ministry. With the National Highways Authority of India (NHAI) now preparing to begin ROB work, CRDA is keen to accelerate the final phase of IRR development. "We have cleared encroachments and distributed TDR bonds to affected property owners. The road markings are complete, and now it's over to CRDA to proceed with development," said GMC commissioner Puli Srinivasulu.

Pushing steel bridge over railway line for Indrali RoB in Udupi complete
The National Highways division of Karnataka Public Works Department achieved a major milestone, albeit with much delay, after it installed a bow string steel bridge atop the Mangaluru-Mumbai railway line at Indrali in Udupi for the additional Railway Over Bridge on Malpe-Tirthahalli National Highway 169A on May 13. Pushing the structure atop the railway line using hydraulic jacks began on May 12 morning with the task getting completed in about 36 hours. The Konkan Railway Corporation Limited gave periodical line and power blocks to facilitate pushing of the structure on the girders placed over bridge cribs. The NH-PWD has commenced lowering the steel bridge by removing bridge cribs gradually to bring the structure to the road level. Both the ends of the steel bridge would be placed on concrete embankments on the sides of the railway track, said a senior NH-PWD engineer. The process might take about 8-10 days, he added. Once the bow string steel bridge is securely placed at its location, the department would put concrete on the bridge surface. The additional RoB between Udupi and Manipal should be ready to take vehicular traffic before the end of May, the engineer added. The department used hydraulic jacks, girders and rails atop the cribs to push the 12 metre wide, 58 metre long and about 476-tonne pre-assembled bridge inch-by-inch. SoS to Railway Minister Sensing an abnormal delay from KRCL in permitting pushing of the structure despite the Research Design and Standards Organisation (RDSO) of the Indian Railways certifying the structure, Udupi-Chikkamagaluru MP Kota Srinivas Poojary had on May 10 petitioned Railway Minister Ashwini Vaishnaw to intervene. Thereafter, KRCL permitted pushing of the structure on May 12. As the additional RoB construction on the busy Udupi-Manipal four-lane road was being delayed since 2018, Mr. Poojary feared that the work might get further delayed if the rains start. He stayed at the location on May 12 night to oversee the work. The Indrali stretch of NH169A had become an accident-prone spot with the general public and organisations coming down heavily on the administration for the enormous delay in completion of the additional RoB.

Pushing steel bridge over rail line for RoB begins in Udupi after SoS by local MP
After Udupi-Chikkamagaluru MP Kota Srinivas Poojary sent an SoS to Railway Minister Ashwini Vaishnaw on May 10 regarding the inordinate delay in permitting pushing of the bow-string steel bridge structure for construction of the additional Railway Over Bridge (RoB) at Indrali in Udupi, the rail authorities began facilitating the work on May 12. On May 10, Mr. Poojary posted on X: 'Urgent attention needed for Indrali Railway Overbridge in Udupi district, Karnataka! Despite readiness for girder installation & inspection by #KonkanRailway Chief Engineer, permission is being delayed. Rain could further complicate matters. @AshwiniVaishnaw #RailwayInfrastructure.' On May 12, the MP told The Hindu that the Research Design and Standards Organisation (RDSO) of the Indian Railways had inspected the bow-string steel bridge structure. TDSO approved installation on May 11 night, following his SoS to the Minister. The Konkan Railway Corporation Limited (KRCL) would start providing line and power blocks to restrict train movement on the section from 11.30 a.m. onwards at regular intervals, thereby facilitating pulling of the structure over the Mangaluru-Mumbai railway line, he said. Pushing began on April 17 The National Highways Division of the Karnataka Public Works Department was executing the project. It had commenced pushing the girder on April 17 from Manipal-end after KRCL engineers tested the structure. The RDSO conducted the statutory inspection in April last week, and was satisfied with the structure, according to a NH PWD senior engineer. However, KRCL did not allow pushing of the structure over the railway line stating that it had not received certified copies of the RDSO certification. This abnormal delay angered the Udupi-Chikkamagaluru MP, prompting him to send the SoS, the engineer said. A fortnight's work While the pushing gets completed in about a day, lowering the structure would take about a week followed by concreting the bridge surface, the engineer said. In all probability, the additional RoB should be ready by the end of May, he said. The department is using hydraulic jacks, birders and rails atop the girders to push the 12-metre wide, 58-metre long and about 476-tonne pre-assembled bridge inch-by-inch.
