Dr. Sampath Kumar Ensures Water Supply to RDS Canal Farmers and Reviews Indiramma Housing Progress in Alampur
Gadwal: AICC Secretary and former Alampur MLA Dr. S.A. Sampath Kumar took prompt action to support farmers facing irrigation issues near the RDS (Rajolibanda Diversion Scheme) canal in Vallur village of Erravelli Mandal. After personally inspecting the RDS canal area and interacting with local farmers, he found that the nearby agricultural fields were not receiving adequate water supply from the canal. Responding swiftly, Dr. Sampath Kumar contacted Irrigation Department officials via phone and held discussions to resolve the issue. He instructed them to immediately release water from the lift irrigation system to ensure the farmers' crops receive the required water. He emphasized that no farmer should suffer due to lack of irrigation and directed the department to take urgent action. Following the inspection of the irrigation canal, Dr. Sampath Kumar also visited Koil Dinne village in Vadddepalli Mandal to review the progress of houses being built under the Indiramma Housing Scheme. He noted that not only have the houses been sanctioned, but funds are also being directly credited into the beneficiaries' accounts to facilitate swift construction. Telangana argues for restriction of diversion for KC Canal system by A.P.
HYDERABAD Telangana has argued before the Brijesh Kumar Tribunal, Krishna Water Disputes Tribunal-II, that Andhra Pradesh had increased the utilisation of water for the Kurnool-Cuddapah (KC) Canal system, disregarding the June 1944 agreement between the erstwhile Hyderabad and Madras States and later obtained the same as allocation. Andhra (Coastal Andhra and Rayalaseema, including ceded districts that comprised Ballari too) was a part of the Madras State then. Resuming the final arguments before the Tribunal in New Delhi on Wednesday in the matter of Section 3 (ISRWD Act, 1956) reference made for redistribution of Krishna water between the residuary States of Telangana and Andhra Pradesh from out of the allocation of 811 tmc ft (assured water) made to erstwhile (combined) AP, Senior Counsel appearing for Telangana C.S. Vaidyanathan said the KC Canal was developed with the consent of erstwhile Hyderabad State (now Telangana). The condition for Hyderabad's consent was that no objections should be raised in future if Hyderabad chose to divert water, the counsel explained and added that the 1944 agreement reached between Hyderabad and Madras States was for diversion of 10 tmc ft water for KC Canal and 17.1 tmc ft for Rajolibanda Diversion Scheme (RDS) — 15.9 tmc ft for Telangana (Hyderabad) and 1.2 tmc ft for Karnataka (Raichur, then a part of Hyderabad). Further, the counsel for Telangana stated that the same was presented by the Central water and Power commission in the Inter-State Conference, 1951. However, disregarding the 1944 Agreement, A.P. went on to increase the utilisation of KC Canal to 39.9 tmc ft, he submitted to the Tribunal adding that the actual utilisation on an average was 54 tmc ft. Besides, A.P. did not furnish the details of contribution by streams/rivulets such as Nippulavagu, Galeru and Kundu, all tributaries of Penna river, to an extent of 5.2 tmc ft to the command area of KC Canal before the KWDT-I, the counsel for Telangana submitted to the Tribunal (KWDT-II), according to officials of the Telangana Irrigation department who were present at the hearing. The Telangana counsel also explained with the help of maps how three additional sources — Muchumarri-KC Canal lift irrigation scheme, Malyala LIS and Escape Channel through Nippulavagu at Banakacherla — were being used to release water to the KC Canal from Srisailam reservoir in addition from the Sunkesula Barrage, the main source of KC Canal system. These diversions contravene the KWDT-I Award. When the Tribunal enquired about how much quantum of water was being diverted from the Escape Channel, the Telangana counsel explained that A.P. government was objecting to the installation of telemetry equipment at the Banakacherla Cross Regulator complex where the Escape Channel regulator takes off. Unless telemetry was installed at all the regulators at Banakacherla complex, the accounting of releases to KC Canal, SRBC, TGP and others was not possible. The counsel for Telangana further submitted that the availability of water to KC Canal was 45.1 TMC (39.9+ 5.2) and crop water requirement for the area under KC Canal as per the scientific assessment was only 18.51 tmc ft. Thus, there would be a saving of 26.59 tmc ft (45.1-18.51) and it should be allocated to the in-basin projects in Telangana. The Tribunal was pleaded for placing an administrative mechanism to restrict the utilisation of KC Canal to the allocated quantity.

Joorala-to-Pakala Water Diversion Plan Sparks Outrage: BJP Leader Warns of Mass Agitation in Palamuru
Gadwal: Joorala-to-Pakala Proposal Sparks Fresh Controversy: BJP Leader S. Ramachandra Reddy Warns of Mass Agitation Jogulamba Gadwal, Telangana – The long-dormant proposal to divert water from the Joorala project to the Pakala reservoir has once again resurfaced, triggering strong opposition from regional political leaders and farmers. Former Jogulamba Gadwal District BJP President S. Ramachandra Reddy has expressed serious concern over Chief Minister Revanth Reddy's recent remarks at a high-level engineering officials' meeting regarding this contentious proposal. Speaking at a local gathering, Ramachandra Reddy questioned the logic and feasibility of transferring water from the Krishna Basin to the Godavari Basin, especially when over 1,000 TMCs of water flow unused into the sea from the Godavari River annually. He pointed out that rather than tapping into the Godavari River, which flows near Pakala, the proposal illogically suggests transporting water over 400 kilometers from Joorala. He emphasized that critical irrigation projects within the undivided Mahabubnagar (Palamuru) region, such as RDS (Rajolibanda Diversion Scheme), Nettempadu, Gattu, Bheema, Koilsagar, Kalwakurthy, and Palamuru-Rangareddy Lift Irrigation Project, remain incomplete. Reddy argued that proposing a new inter-basin transfer project without first completing these long-pending schemes is not only impractical but also unjust to the farmers of the region. "How can the government justify a new plan involving an expenditure of nearly Rs. 2 lakh crores, when the existing projects haven't even been completed?" he asked, adding that this approach undermines the decades-long irrigation struggles of the region. Recalling the year 2014, when a similar proposal was first introduced, Ramachandra Reddy said, 'Back then, massive protests were launched across all constituencies of the undivided Mahabubnagar district, and we are prepared to do it again if necessary.' He called upon the state government to immediately complete all existing irrigation projects in the region, including extending RDS to its tail-end ayacut and ensuring the completion of Nettempadu, Gattu, Bheema, Koilsagar, Kalwakurthy, and Palamuru-Rangareddy projects. Failing that, he warned, the BJP along with local farmers and the public will initiate a large-scale agitation to protect the district's water rights and development interests. The meeting witnessed participation from several prominent local leaders, including Aija Town and Mandal BJP Presidents Kompati Bhagat Reddy and Gopalakrishna, as well as Lakshman Goud, Nagaraju, and other activists. This development marks a critical moment in the region's water politics, as voices grow louder for prioritizing local irrigation needs over grand inter-basin proposals.

"BJP Slams MP Mallu Ravi Over Mallamma Kunta Reservoir Cancellation: Accused of Betraying RDS Farmers"
Gadwal: A fiery political row erupted today in Aija town as former BJP Jogulamba Gadwal District President S. Ramachandra Reddy accused Nagar Kurnool MP Dr. Mallu Ravi of betraying RDS (Rajolibanda Diversion Scheme) farmers by allegedly attempting to cancel the Mallamma Kunta Reservoir project. In a press conference held at the BJP party office in Aija, Ramachandra Reddy questioned the MP's intentions, asking, "Why are you so angry with the RDS farmers, Mallu Ravi?" He expressed deep concern that instead of supporting long-standing demands of the farmers, the MP had written a letter to District Collector BM Santhosh seeking the cancellation of the Mallamma Kunta Reservoir, a crucial project for irrigation in the drought-prone Alampur and Gadwal regions. Following Ravi's letter, the District Collector reportedly issued directions to the Irrigation SE on the 10th of this month to halt the project, which has sparked outrage among the local farming community and BJP leaders alike. Ramachandra Reddy alleged that both TRS in the past and the Congress now have used the RDS issue to win votes, only to neglect farmers post-elections. He challenged Mallu Ravi's sincerity, stating, 'If you truly care for the farmers, why don't you secure compensation of Rs. 25 to 30 lakhs per acre for the displaced? Prove your commitment.' He also made several demands to ensure water reaches the tail-end ayacut (command area) of RDS at D40, including: Immediate revival and completion of Mallamma Kunta Reservoir Allocation of necessary funds on war footing Establishing a link between Chinnonipalli Reservoir and D12 near Sindhanur Connecting Joorala to Vemula for seamless water supply Reddy warned that if the Congress government fails to act, BJP will launch a mass movement alongside farmers to protect their rights and ensure the full potential of the RDS scheme is realized. The press conference was attended by several BJP leaders and farmers' representatives including: Medikonda Bhim Sen Rao – State Executive Member, BJP Kisan Morcha Gopal Krishna – BJP President, Aija Mandal Lakshman Goud, Ashok, and Srinivas Goud – Local BJP leaders The sentiment among the BJP cadre was one of firm resolve to fight for the rightful irrigation and compensation needs of RDS farmers, accusing the Congress of betraying its promises and stalling crucial irrigation infrastructure. Background: The Rajolibanda Diversion Scheme (RDS) is a vital irrigation project meant to benefit farmers in drought-prone regions of Telangana, Karnataka, and Andhra Pradesh. The Mallamma Kunta Reservoir was proposed as a strategic storage and linkage project to ensure stable water flow to the tail-end areas of the scheme, especially D40, which often suffers from inadequate water supply. Cancellation of the project is being viewed by local farmers as a direct blow to their livelihood and water rights. Would you like a graphic showing the RDS layout and proposed links?
