KUALA LUMPUR, Aug 4 — Dewan Rakyat Deputy Speaker Datuk Ramli Mohd Nor has proposed that the government offer covert incentives to civil servants who expose internal misconduct at immigration entry points, including practices such as 'counter setting,' to curb corruption at the country's borders. Ramli suggested that whistleblowers with inside information on manipulation or abuse of power should be rewarded under administrative rules or legal provisions. 'Why not consider giving rewards, like giving them a thousand ringgit or two thousand covertly? This is done in criminal investigations. It could work in this case too,' he said in the Dewan Rakyat today. He said only those directly involved or close to such misconduct would have access to such information. 'Nothing is ever exposed unless the information comes from those directly involved or their close associates,' he said. 'This isn't about betraying friends, it's about protecting the country and the people,' he added. During the same session, Home Minister Datuk Seri Saifuddin Nasution Ismail said the government is ramping up efforts to stamp out border manipulation tactics such as counter setting, flying passports, phantom travellers and U-turns, describing them as acts that severely damage the credibility of Malaysia's immigration and border control agencies. He said measures being implemented include digitalisation, the use of body-worn cameras, advanced passenger screening systems, and integrity awareness programmes. Saifuddin said 635 autogates will be installed at 123 national entry points under the Entry/Exit Gateway Processing System (EGPS), including at KLIA Terminals 1 and 2, the Sultan Abu Bakar Complex, the Sultan Iskandar Building, and airports in Kuching, Kota Kinabalu and Penang. The rollout is expected to be completed by March 2028. 'These autogates will reduce direct officer interaction, as screenings will rely on biometric data, facial recognition and iris scans,' he said. Saifuddin also said immigration officers at major entry points, particularly KLIA, are currently undergoing a proof-of-concept phase for body-worn cameras. The ministry plans to deploy 614 units by September to enhance transparency and prevent misconduct. He added that Malaysia will soon implement an Advanced Passenger Screening System and an Advanced Passenger Information (API) system in partnership with the Royal Malaysia Police, Malaysia Airports Berhad and the Aviation Security Force. The API pilot will begin with 10 of the 56 airlines operating in Malaysia by the end of this year, allowing authorities to access detailed passenger data before arrival and strengthen pre-emptive screening efforts. According to Saifuddin, 26 officers were dismissed in 2024 and eight in 2023 under Section 37 of the public service regulations, all involving serious misconduct. Separately, 50 other cases involving phantom manipulation were referred to the Malaysian Anti-Corruption Commission (MACC), with two individuals already charged in court. He reiterated the government's zero-tolerance policy in addressing such abuses.

The incident occurred during the Minister's Question Time. Earlier, the Deputy Speaker had reminded MPs not to debate during the session, stressing that there were other avenues to do so. This came after Datuk Mohd Suhaimi Abdullah gave a lengthy preamble to his supplementary question on online deepfake regulations, addressed to Communications Minister Datuk Fahmi Fadzil. "An introduction is fine, but don't use it to say things the Speaker may interpret as a speech," said Dr Ramli. "Next question – Hulu Langat, please keep my advice in mind." Despite the warning, Sany launched into a charged statement, challenging the opposition to table a motion of no confidence against Prime Minister Datuk Seri Anwar Ibrahim in Parliament. "Last Saturday there was a black-shirt rally. They said they wanted to topple the government, the prime minister. The prime minister had already challenged the opposition to bring a motion of no confidence. "But now we're here, and we still don't see such a motion being tabled. We challenge the opposition to bring it forward," he said. He was warned again but allowed to continue. However, his microphone was eventually muted after he veered off-topic, referring to prayers made during the "Turun Anwar" rally and animal-like caricatures of Anwar.

Dewan Rakyat Deputy Speaker Datuk Dr Ramli Mohd Nor, who attended the 16th AIPA Caucus in Phnom Penh, said the body will remain an integral part of the 10-member grouping that sets the regional agenda for trade, security, and community building. bootstrap slideshow 'In the framework of ASEAN, AIPA will remain an important mechanism because each country's parliament will decide on laws, policies and way forward and this will have an impact on ASEAN. AIPA leaders from the regional bloc were in attendance at the caucus that commenced on Monday in Cambodia's capital, except for Myanmar and Timor-Leste (which is set to be admitted as the 11th member at the 47th ASEAN Summit in October). 'Malaysia continues to show a strong political commitment in strengthening ASEAN connectivity as well as regional peace, in line with the active role played at the global level.

KUANTAN: Over 70 delegates from 10 Asean countries are expected to attend the 2025 Asean Inter-Parliamentary Assembly (AIPA) Advisory Council on Dangerous Drugs meeting in Pahang from June 9 until 12. Pahang State Legislative Assem­bly Speaker Datuk Seri Mohd Sharkar Shamsudin said the meeting will be chaired by Dewan Rakyat Deputy Speaker Datuk Dr Ramli Mohd Nor. Mohd Sharkar said the meeting, themed 'Uniting Parliaments for an Inclusive and Sustainable Asean in Addressing Contem­po­rary Drug Challenges', would discuss Asean's commitment to collectively and inclusively tackle current dangerous drug-related challenges. 'Our discussions at the meeting will revolve around efforts to find solutions towards the issue of drug trafficking as well as discussions about regional collaboration so that this issue does not worsen and we can curb or reduce related crime activities,' he said, Bernama reported. He also said that the resolutions achieved at the meeting would be presented to the AIPA General Assembly, to be held in Kuala Lumpur from Sept 17 to 22.

KUALA LUMPUR: The presentation of issues regarding drug threats, progress reports, and discussions to expand the scope of parliamentary cooperation will be among the main agenda at the 8th Meeting of the ASEAN Inter-Parliamentary Assembly (AIPA) Advisory Council on Dangerous Drugs (AIPACODD) 2025, hosted by Malaysia, in Kuantan from June 10 to 12. The theme 'Uniting Parliament for an Inclusive and Sustainable ASEAN in Addressing Contemporary Drug Challenges' aligns with this year's Malaysian ASEAN chairmanship theme, which emphasises inclusivity and sustainability. According to a statement from the Office of the Speaker of the House of Representatives (Dewan Rakyat) today, the meeting will be officiated by the AIPA president and Dewan Rakyat Speaker Tan Sri Johari Abdul, while Deputy Dewan Rakyat Speaker Datuk Dr Ramli Mohd Nor will be appointed as the chairperson of the 8th AIPACODD Meeting. 'Among the main agenda of the meeting are a panel session featuring representatives from the ASEAN Senior Officials on Drug Matters (ASOD), National Anti-Drug Agency (AADK), and the Ministry of Health Malaysia, alongside progress report presentations by all AIPA member country parliaments,' according to the statement. Also scheduled is a discussion session on the transformation of AIPACODD's role in addressing cross-border crime and the preparation and validation of the meeting's draft resolution. Meanwhile, the Office of the Speaker of the House of Representatives also announced that in conjunction with the meeting, a royal banquet will be held on June 10 in Kuantan, with the consent of the Sultan of Pahang, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah. 'This royal banquet is the highest honour of the nation to the ASEAN parliamentary representatives, and the Sultan of Pahang's presence reflects the royal institution's support for the strategic role of parliamentary diplomacy in addressing the drug threat and building a safer and more sustainable future for the region,' said the statement. AIPACODD was officially established in 2017 as a platform to strengthen the role of parliaments in addressing drug issues through policy monitoring, information sharing and regional cooperation. Through the AIPACODD platform, AIPA continues to play a key role in driving the coordination of ASEAN parliamentary collective efforts in addressing drug issues across social, economic, health, and regional security dimensions.
