BRICS Leaders Adopt Declaration at 17th Summit

Nada Mustafa A plenary session of the BRICS summit on the theme of "Peace and Security and Reform of Global Governance" was held in Rio de Janeiro, Brazil. At the end of the meeting, the participants adopted the final declaration, according to TV BRICS. The meeting was opened by Brazilian President Luiz Inacio Lula da Silva. In his speech, he recalled that this was the fourth time the country had hosted the summit. Russian President Vladimir Putin addressed the summit via videoconference. He emphasised that BRICS' authority and influence in the world is growing year by year. The Russian leader stated the need to expand the use of national currencies in mutual settlements. According to him, the creation of an independent settlement and depository system within BRICS will make currency transactions faster, more efficient and safer. This is also reflected in the final declaration. "We welcome the BRICS Interbank Cooperation Mechanism (ICM) focus on facilitating and expanding innovative financial practices and approaches for projects and programmes, including finding acceptable mechanisms of financing in local currencies," the document says. Putin also noted the importance of Brazil continuing to work on the implementation of Russian initiatives proposed in 2024, including the BRICS Grain Exchange, a climate research centre, a permanent logistics platform and sports cooperation programmes. He expressed confidence that the final declaration of the BRICS summit would create a good basis for further joint activities in the spirit of equal cooperation. In the document, the leaders called for reform of the UN Security Council. Indian Prime Minister Narendra Modi also stated the need for this in his speech at the plenary session. South African President Cyril Ramaphosa expressed a similar point of view. In addition, he noted that the expansion of BRICS opens up new opportunities for strengthening mutual trade, technological exchange and cooperation in the field of green economy. Ramaphosa paid special attention to the fight against terrorism, emphasising that South Africa is committed to the full implementation of the BRICS strategy to counter terrorism. In the declaration, the leaders also condemned the terrorist attack in India on 22 April 2025, which killed 26 people, and called for the speedy finalisation and adoption by the UN of a comprehensive convention on combating international terrorism. Egyptian Prime Minister Mostafa Madbouly announced the priority areas for cooperation among the ten countries: economic integration, energy, infrastructure and financial cooperation, including settlements in national currencies, strengthening the role of the New Development Bank of BRICS, and new technologies. The latter point, namely the development of artificial intelligence (AI), received special attention in the final declaration. "To support a constructive debate towards a more balanced approach, we agreed on the BRICS Leaders' Statement on the Global Governance of Artificial Intelligence, which aims to foster responsible development, deployment, and use of AI technologies for sustainable development and inclusive growth," the document emphasises. In a declaration adopted at the ongoing summit in Rio de Janeiro late on Sunday night, the BRICS leaders condemned the Pahalgam terror attack 'in the strongest terms', and called for 'combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing and safe havens'. While the declaration did not take any names, the cross-border terror reference is seen to be aimed at Pakistan. Addressing the BRICS session on peace and security, Prime Minister Narendra Modi said Pahalgam was a 'direct attack on the soul, identity and dignity of India'. He said 'giving silent consent to terrorism, supporting terror or terrorists' for 'personal or political gain' should not be acceptable under any circumstances, and 'there should be no hesitation in imposing sanctions against terrorists'. 'We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on April 22, 2025, during which 26 people were killed,' the BRICS declaration said, referring to the Pahalgam attack. 'We urge to ensure zero tolerance for terrorism and reject double standards in countering terrorism,' it said, amplifying the Indian government's message as conveyed by the multi-party political delegations sent to world capitals earlier. 'We call for an expeditious finalisation and adoption of the Comprehensive Convention on International Terrorism in the UN framework. We call for concerted actions against all UN designated terrorists and terrorist entities,' the resolution said. In the past, China has blocked attempts to sanction Pakistan-based terrorists and terrorist groups at the UN. In his speech, Modi said: 'Terrorism has become the most serious challenge for humanity today. Recently, India faced an inhuman and cowardly terrorist attack. On April 22, the terrorist attack in Pahalgam was a direct attack on the soul, identity and dignity of India. This attack was a blow not only on India but on the entire humanity. In this hour of grief, I express my heartfelt gratitude to the friendly countries who stood with us, who expressed support and condolences.' 'Condemning terrorism should be our 'principle', not just a 'convenience'. If we first see in which country the attack took place, against whom, then it would be a betrayal against humanity. There should be no hesitation in imposing sanctions against terrorists. Victims and supporters of terrorism cannot be weighed on the same scale. For personal or political gain, giving silent consent to terrorism, supporting terror or terrorists, should not be acceptable under any circumstances. There should be no difference between words and actions regarding terrorism. If we cannot do this, then the question naturally arises whether we are serious about the fight against terrorism or not,' he said. Addressing the session on 'Reform of Global Governance', Modi said: 'Two-thirds of humanity still lack proper representation in global institutions built in the 20th century. Many countries that play a key role in today's global economy are yet to be given a seat at the decision-making table. This is not just about representation, it's also about credibility and effectiveness. Without the Global South, these institutions are like a mobile phone with a SIM card but no network. They're unable to function properly or meet the challenges of the 21st century.' 'The expansion of BRICS and the inclusion of new partners reflect its ability to evolve with the times. Now, we must demonstrate the same determination to reform institutions like the UN Security Council, the WTO, and Multilateral Development Banks. In the age of AI, where technology evolves every week, it's unacceptable for global institutions to go eighty years without reform. The BRICS declaration also called for a 'comprehensive reform of the United Nations Security Council, with a view to making it more democratic, representative, effective and efficient, and to increase the representation of developing countries in the Council's memberships so that it can adequately respond to prevailing global challenges and support the legitimate aspirations of emerging and developing countries from Africa, Asia and Latin America, including BRICS countries.' 'We stress that the United Nations Security Council reform will lead to the amplified voice of the Global South. We reiterate support to the aspirations of Brazil and India to play a greater role in the United Nations, including its Security Council,' the declaration said. The BRICS grouping includes India, Brazil, Russia, China, South Africa, Saudi Arabia, Egypt, United Arab Emirates, Ethiopia, Indonesia and Iran. The two-day summit began on Sunday.

In his statement at the BRICS session titled 'Reform of Global Governance', the PM said that without the Global South, global institutions 'are like a mobile phone with a SIM card but no network'. He praised Brazil's dynamic chairmanship of the BRICS, saying that the bloc has "gained fresh momentum and vitality'. 'And let me say—the energy we've received isn't just an espresso; it's a double espresso shot,' the PM said. PM Modi said the Global South has often faced double standards, and its interests have not been given due importance with regard to development, distribution of resources, or security related matters. 'The Global South often received nothing more than token gestures on topics like climate finance, sustainable development, and technology access,' he said. Calling for representation for the Global South in global institutions, the PM said that two-thirds of humanity lacks proper representation in these institutions built in the 20th century. 'Many countries that play a key role in today's global economy are yet to be given a seat at the decision-making table. 'This is not just about representation, it's also about credibility and effectiveness. Without the Global South, these institutions are like a mobile phone with a SIM card but no network. They're unable to function properly or meet the challenges of the 21st century. Whether it's ongoing conflicts across the world, the pandemic, economic crises, or emerging challenges in cyber or space, these institutions have failed to offer solutions,' he said, in oblique criticism of the UN and its organs. Calling for a new multipolar and inclusive world order, the PM said this will have to start with comprehensive reforms in global institutions. 'These reforms should not be merely symbolic, but their real impact should also be visible. There must be changes in governance structures, voting rights, and leadership positions. The challenges faced by countries in the Global South must be given priority in policymaking,' he added. PM Modi said the expansion of BRICS and the inclusion of new partners reflects its ability to evolve with the times. 'Now, we must demonstrate the same determination to reform institutions like the UN Security Council, the WTO, and Multilateral Development Banks. In the age of AI, where technology evolves every week, it's unacceptable for global institutions to go eighty years without reform. BRICS leaders expressed commitment to combat terrorism, including 'cross border' terrorism, and called for 'expeditious finalization' of the Comprehensive Convention on International Terrorism within the framework of the UN. The leaders also welcomed Indonesia as a new member state of BRICS and described the Israel-U.S. military strikes against Iran as a violation of international law and the Charter of the United Nations. We reaffirm our commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing and safe havens,' the BRICS Leaders Declaration said, in an explicit condemnation of the terror attack in Pahalgam that led to India's punitive strikes on targets inside Pakistan. Supports Palestinian rights The declaration described the Gaza Strip as an 'inseparable' part of the Occupied Palestinian Territory. 'We underline, in this regard, the importance of unifying the West Bank and the Gaza Strip under the Palestinian Authority, and reaffirm the right of the Palestinian people to self-determination, including the right to their independent State of Palestine,' it said, expressing an 'unwavering commitment' to the two-state solution. '[A] just and lasting solution to the Israeli-Palestinian conflict can only be achieved by peaceful means and depends on the fulfillment of the legitimate rights of the Palestinian people, including the rights to self-determination and return,' the declaration said. It also called for the 'full withdrawal of Israeli forces from the Gaza Strip and all other parts of the Occupied Palestinian Territory', and called on Hamas to release 'all hostages and detainees held in violation of international law'. 'Attack on Iran violated international law' The BRICS Leaders Declaration termed the Israel-U.S. attack on Iran as a 'violation of international law and the Charter of the United Nations'. The leaders expressed 'serious concern' over the attacks on Iranian nuclear facilities, which they labelled 'deliberate'. The declaration added: 'Nuclear safeguards, safety and security must always be upheld, including in armed conflicts to protect people and the environment from harm.' Terrorism in Syria also received attention from the BRICS leaders, who condemned the violence and killings of civilians by the ISIL (Daesh) and Al Qaeda-linked terror groups in the country. Advocates UNSC reform The BRICS Leaders Declaration recorded support from Russia and China — both permanent members of the UN Security Council — for the 'aspirations of Brazil and India to play a greater role in the United Nations, including its Security Council'. Existing members welcomed new BRICS partner countries — Belarus, Bolivia, Kazakhstan, Cuba, Nigeria, Malaysia, Thailand, Vietnam, Uganda, and Uzbekistan — and called for the promotion of 'dialogue and consultations' among developing countries. 'We believe BRICS countries continue to play a pivotal role in voicing the concerns and priorities of the Global South, as well as promoting a more just, sustainable, inclusive, representative and stable international order based on international law,' the declaration said. It also supported the development and deployment of artificial intelligence technologies for sustainable development and inclusive growth.
