Cabinet body okays 104 business reforms
Listen to article The Cabinet Committee on Regulatory Reforms (CCoRR), chaired by Federal Minister for Investment Qaiser Ahmed Sheikh, concluded a series of three meetings to review the Regulatory Reform Package-01 submitted by the Board of Investment (BOI). According to an official statement on Thursday, the meetings marked a key milestone in the government's effort to modernise Pakistan's regulatory environment in line with the prime minister's directives. The BOI's reform package included 136 proposals aimed at reducing compliance burdens, eliminating outdated procedures, and improving the ease of doing business. The package focused on streamlining federal-level Registrations, Licenses, Certificates and Other Permits (RLCOs) and modernising the Companies Act, 2017 for unlisted companies. During the meetings, the committee reviewed all 136 proposals in detail. A sub-committee led by Haroon Akhtar Khan, Special Assistant to the Prime Minister for Industries and Production, was formed to consult on the Companies Act with the Securities and Exchange Commission of Pakistan (SECP) and other stakeholders. Out of 136 proposals, 104 reforms were endorsed for implementation. These include the removal of 19 redundant regulatory requirements and streamlining of 57 procedural steps through simplification, modernisation, and digitalisation. Once implemented, the approved reforms are expected to deliver significant cost savings, shorten approval timelines, and create a more transparent and business-friendly regulatory ecosystem. The committee directed relevant ministries and departments to implement the reforms within set deadlines, up to 90 days depending on each reform's complexity. BOI will coordinate implementation and regularly report progress to the committee. The committee noted that more reform packages are in development, targeting key sectors of the economy. These future reforms aim to reduce compliance pressures and create space for businesses to invest and grow locally and globally.

Foreign Medical Graduates get relief as A.P. High Court asks APMC to issue PR to appellant
In a major relief for Foreign Medical Graduates (FMGs), who have been fighting for the Permanent Registrations (PRs) for 13 months, a Division Bench of the Andhra Pradesh High Court on July 9 overturned the judgment of the Single Judge Bench, passed on April 28, and directed the Andhra Pradesh Medical Council (APMC) to issue PR to an appellant in accordance to the National Medical Commission (NMC)'s June 19 notification within a month. A writ petition was filed by FMGs, seeking the High Court to order the APMC, then represented by the Registrar, to grant the PR to them since they have completed the mandatory one-year internship. In response, the APMC, citing the NMC's guidelines of November 22, 2023, and December 7, 2023, stated that the petitioners have not sufficiently compensated their online study with the offline studies abroad, and therefore, the APMC has not considered their request to issue PRs. On April 28, the Single Judge Bench, considering the NMC's June 7, 2024 notification, dismissed the petition. Later, an intra-court appeal was filed by an FMG, K. Vamsi. It may be noted that the NMC issued a notification on June 7 that mandated a two-year internship for FMGs who studied a part of their course online during the COVID-19 pandemic. But after it received backlash from FMGs across the country, the NMC issued another notice on June 19, 2024, in continuation of the first notice. The June 19 notification clarified that those who have sufficiently compensated for their online classes, took their final exams offline, are eligible for one-year internship. While many States followed the June 19 notification and allotted one-year internship to FMGs who have valid compensation certificates, Andhra Pradesh followed the previous guidelines that mandated two or three years of internship, stating that the certificates were not detailed. In the July 9's judgment, a Divisional Bench of the High Court overturned the April 28 ruling, and stated that the Single Judge did not consider the NMC's public notice dated June 19, 2024, before rejecting the petitioner's contention. The Bench, in its judgment, ordered that the APMC shall grant PR to the appellant, since he has completed the one-year mandatory internship as specified in the Compulsory Rotating Medical Internship (CRMI) Regulations, 2021, and as per the June 19 notice. The Bench said the APMC should verify the documents, and if the appellant 'is found to have met the necessary criterion of public notice dated 19.06.2024, PR shall be issued.' The Bench directed that if the APMC doubted the veracity of documents, the burden falls on it to ensure the validity of the documents. The Bench gave a timeline and said the entire exercise should be completed before August 9. Welcoming the judgment, the Andhra Pradesh Private Hospitals and Nursing Homes Association (APNA) said the verdict marks an end to the injustice faced by foreign medical graduates over the past year. APNA State president A.V. Subba Reddy said that now that the court ruled in favour of the appellant, PRs should be granted to all eligible candidates who meet the same criteria.

Keep Tirupati on top across sectors: Revenue Minister
Tirupati: Minister for Revenue, Registrations, and Stamps and Tirupati district in-charge Minister Anagani Satya Prasad announced that, for the first time in Andhra Pradesh's history, district and constituency-level Vision Development Plans are being prepared. Addressing a high-level meeting at the Tirupati District Collectorate on Monday, the Minister detailed the government's efforts under Swarna Andhra Vision–2047 initiative. The meeting focused on District Vision Action Plan Unit (DVAPU) and the innovative P4 model — People, Public, Private Partnership — aimed at fostering inclusive growth. Satya Prasad said meticulous planning is underway for each district and constituency, with collectors presenting detailed frameworks. Dedicated offices and five-member teams have been established in every assembly constituency to support the implementation. The development plans aim to identify and leverage opportunities in agriculture, industry, and services. He called on public representatives and officials to collaborate and make Tirupati a leader across all sectors. Highlighting the P4 model, he said the approach is intended to reduce inequality and support economically disadvantaged communities. Chief Minister N Chandrababu Naidu's vision, he said, is to eliminate poverty in the state by 2029 through strategic programs and partnerships. Speaking to the media later, the Minister said Tirupati's per capita income in 2023–24 stood at Rs 3,08,176, placing it fourth in the State. He added that officials are now working with a clear action plan to elevate the district to the top rank. Liaison workers will be appointed in every constituency, and a Zoom meeting will soon be held with industry stakeholders to mobilise Corporate Social Responsibility (CSR) funds for district-wide development. He recalled the Chief Minister's recent visit to Kuppam, where discussions with mango pulp manufacturers and farmers reaffirmed the government's commitment to agriculture. He also noted that paddy was procured from farmers, underscoring the pro-farmer stance of the government. In contrast, he criticised opposition leader YS Jagan Mohan Reddy's tours, calling them disruptive and misleading. District Collector Dr S Venkateswar stated that the DVAPUs are transforming the development blueprint of the district. Tirupati now ranks third in Gross District Domestic Product (GDDP) and fourth in per capita income. A recent P4 survey identified 80,331 low-income families as 'Bangaru Kutumbalu', and guidelines have been issued to promote their adoption by mentors through coordination with municipal commissioners and MPDOs. Several MLAs and officials, including Bojjala Sudheer Reddy (Srikalahasti), P Sunil Kumar (Gudur), K Adimulam (Satyavedu), Arani Srinivasulu (Tirupati), Pulivarthi Nani (Chandragiri), TUDA Chairman C Diwakar Reddy, and Andhra Pradesh Greening and Beautification Corporation Chairperson M Sugunamma also spoke. Joint Collector Shubham Bansal, Tirupati Corporation Commissioner N Mourya, Trainee Collector Sandeep Raghuvanshi, and others were present.
