SIP: Operator Selection Made Through Open Tender Involving 26 Companies

SHAH ALAM, July 15 (Bernama) -- Selangor Menteri Besar Datuk Seri Amirudin Shari has once again emphasised that the appointment of Rantaian Mesra Sdn Bhd as the operator to handle the implementation of the Smart Intelligent Parking System (SIP) was made through an open tender. He said the appointment of the company by the Selangor Menteri Besar (Incorporated) or MBI was made after the Request for Proposal (RFP) was issued and a proper evaluation was conducted involving 26 interested companies. 'Upon receiving the applications, the MBI then conducted a proper verification or screening process and submitted the list of eligible candidates to the state government. 'MBI prioritises the state's interests at the forefront and does not hand over control in its entirety to any party,' he said after the 2025 Selangor Platform Strategic Partner Synergy and Appreciation Ceremony (PLATS) here today. The menteri besar was addressing concerns raised on the legality of privatising public car parks, whether privatisation is allowed (under the Road Transport Act 1987) as public car parks are under the jurisdiction of the Ministry of Transport and local councils (PBT) are delegated to manage, enforce and collect parking fees, under Section 72 of the Road Transport Act 1987. Previously, the media reported that the SIP is to streamline the parking fee collection system across all local authorities to be more systematic and efficient in line with the Smart Selangor initiative. The first phase, which begins on Aug 1, involves four local authorities, namely Petaling Jaya City Council (MBPJ), Subang Jaya City Council (MBSJ), Shah Alam City Council (MBSA) and Selayang Municipal Council (MPS). Among the main objectives of the implementation of the system is to raise parking fee compliance, which is currently only around a weak 30 per cent, as well as reduce issues such as double parking and lack of enforcement. The collection proceeds will be divided by 40 per cent to the PBT, 10 per cent to MBI and 50 per cent to the concessionaire company, which handles parking fee collection and enforcement.

The statement comes amid public concerns over the legality of privatising public car parks, which fall under the Ministry of Transport's jurisdiction. Local councils are delegated to manage parking enforcement and fee collection under Section 72 of the Road Transport Act 1987. The SIP aims to streamline parking fee collections across local authorities, starting with Petaling Jaya City Council (MBPJ), Subang Jaya City Council (MBSJ), Shah Alam City Council (MBSA), and Selayang Municipal Council (MPS) from August 1. The system targets low compliance rates, currently at 30%, while addressing issues like double parking and weak enforcement. 1 2 3 Lucknow: The Lucknow Development Authority (LDA) will develop a flower valley on 5 acres of green belt land near the police headquarters on Shaheed Path that will serve as an eco-tourism destination and leisure space. The project costing at Rs 10 crore will feature a water body, observation tower, stepped landscaping, moon gate, floating island bridge and seasonal flowering trees and plants. It will also include elements like a root bridge and pavilion to enhance its appeal. LDA vice chairperson Prathamesh Kumar visited the site on Thursday and directed officials to begin project implementation. A team of architects, horticulture experts and landscape designers prepared the initial concept and tendering is underway now. Alongside the green project, the LDA is preparing for a major housing initiative. Kumar also inspected 51 acres of land in Malesemau village, located behind the police headquarters. Surface dressing, cleaning and road development are currently in progress. LDA plans to develop group housing on the site through the public-private partnership (PPP) model at an estimated cost of Rs 2,500 crore. Meanwhile, the LDA will digitise 1.7 lakh files related to Nazul land, trust properties, maps, and other documents stored in its old office in Lalbagh. During his inspection of the premises, Kumar instructed officials to dispose of redundant documents post-digitisation and auction off junk furniture. Additional staff will be assigned to speed up record organisation. Chief engineer Navneet Sharma, executive engineers Ajit Kumar and Manoj Sagar, and deputy secretary Madhvesh Kumar were present during the inspections.

Selangor local government and tourism committee chairman Datuk Ng Suee Lim rubbished media reports that the appointment of the concessionaire was through direct tender. 'The state government, through Menteri Besar Incorporated's (MBI) subsidiary Rantaian Mesra Sdn Bhd, issued a RFP at the beginning of this year where 26 companies had applied. 'Three companies were then shortlisted before a decision on the awardee was made. 'So, claims that it was done through direct tender are baseless,' he said, during a press conference on the sidelines of the Selangor State Assembly sitting at Bangunan Dewan Negeri Selangor, Shah Alam. Ng said the state government was moving towards the Selangor Intelligent Parking (SIP) initiative to ensure that the management and maintenance of on-street parking in Selangor was modernised and equipped with Internet of Things (IoT) technology. 'By having a company solely focused on on-street parking collection and enforcement, councils will be relieved of those duties and can focus on other responsibilities,' he said. StarMetro learnt that the company signed the agreement with MBI in March after the RFP period. Ng said the on-street parking fee collection by the company would affect Petaling Jaya City Council (MBPJ), Subang Jaya City Council (MBSJ), Selayang Municipal Council (MPS) and Shah Alam City Council (MBSA). 'Currently, only 30% of motorists pay their parking fees statewide. 'For MBPJ, that amounts to RM13mil in annual revenue after deducting RM5mil in operating expenses. 'The low compliance is mainly due to the lack of manpower for enforcement. 'With the company dedicated to managing on-street parking, fee collection is projected to reach more than 60%. 'Based on the agreement, a total of 40% of the parking fee collection will go back to the council, 10% to MBI while 50% will go to the company,' he added. Ng said the concessionaire would also absorb a few enforcement officers by training them and placing them under its payroll. 'The agreement is for 10 years, plus an additional five years if the company meets the target for SIP, including installing closed circuit television (CCTV) cameras and a command centre in the long run. 'There will also be no changes to the parking rate, which ranges between 40sen and 60sen per hour depending on the council.'
